Uh uh several things tonight, but first let me start with uh two introductions to council.

First, let me ask um ACM Voida to introduce um Andrew Martin, who's our new Solid Waste Department Director.

So, Council, please join me in welcoming Andrew Martin, who is here tonight.

Um he started last week as our new solid waste collections director um that is overseeing the consolidation of sanitation and recycling into one unified department.

So he joins us with over 20 years of solid waste collections management experience.

He most recently worked at the city of Rocky Mount as the leader of their environmental services division.

Um previously served in management roles at the city of Raleigh, Durham, Orange County, um, as well as a private recycling company and had a long tenure at UPS before he joined uh public service.

So in addition to having a business administration degree, Andrew has several certifications from the Solid Waste Association of North America as well as Lean Six Sigma, which is focused on process improvements and improving customer satisfaction.

So we're excited to have him on board and think his strong leadership experience is going to be uh a great benefit as we kind of work on streamlining some of our operations, breaking down some of those operational deficiency uh differences that we have in sanitation and and recycling right now.

Uh it is with great pleasure tonight that I get to announce that uh Mike Stover has been selected as our next city engineer.

Mike is Mike's back there, thank goodness.

So he's gonna start his new role um with us on October 27th.

So, as Pat mentioned, um many of you may know Mike.

He has been with us for 14 years here at the City of Winston-Salem in the utilities division, and Mike started out managing capital projects as a utility supervisor and has worked his way up through the ranks serving as deputy director for the last several years for Courtney and her team there.

Um I will note Mike's uh career with the City of Winston-Salem has been spent largely managing capital projects, and as you've heard Pat talk about, that is one of the key areas of focus for staff is getting these old capital projects done and completed and really starting to get some momentum there.

So we think Mike is a natural fit for what we're looking for in the city engineer position, and we're excited to see what he brings to the team there.

Winston-Salem City Council Meeting – October 20, 2025

The Winston-Salem City Council met on Monday, October 20, 2025, at 6:00 PM at City Hall. Mayor Allen Joines presided. The meeting included a city manager update, a proclamation for National Domestic Violence Awareness Month, approval of a consent agenda, several public hearings and zoning petitions, and a public comment period with over 20 speakers. All votes were conducted by voice roll call due to an external system issue.

City Manager Update

  • New Staff Introductions: Andrew Martin was introduced as the new Director of the Solid Waste Collection Department (overseeing consolidation of sanitation and recycling). Mike Stover was introduced as the new City Engineer, effective October 27, 2025.
  • Carolina Classic Fair Update: The 2025 fair concluded October 12 with attendance of 251,000, a 4.58% increase over the five-year average of ~240,000. Nearly 26,000 pounds of food were collected for Crisis Control Ministry, and over 7,500 school supply items were collected for Winston-Salem/Forsyth County Schools. New safety measures (clear bag policy, 9 PM gate closure, code of conduct) resulted in minimal incidents.
  • Liberty Main Conversion Project: Two-way traffic opened from Cemetery Street south to Old Salem Road; sections from Cemetery to Third Street expected open by end of October; from Third to Seventh Street by November 10; from Seventh to Martin Luther King Jr. Drive by October 22. Final completion by end of calendar year.
  • Upcoming Events: Nine-week business training course starting October 21; Utilities Department career event October 22; Boo at Bethabara Park October 25 (1:30-4:30 PM); Walk Your Own Path mural ribbon cutting October 29 at 3 PM.

Honorariums

  • H-1: Proclamation declaring October 2025 as National Domestic Violence Awareness Month was received by Khari Garvin, CEO of Family Services. Garvin noted that Family Services served over 2,000 unduplicated clients in the past year experiencing domestic violence, sexual assault, child abuse, or human trafficking.

Consent Calendar

All consent items were approved unanimously (8-0) without discussion.

  • C-1: Public hearing date set for voluntary annexation of ~12.853 acres (Brookberry Farm Phase 13) – November 17, 2025.
  • C-2: Authorization to purchase 83 2026 Ford Interceptor PPVs from Deacon Jones Ford for $3,547,649.05.
  • C-3: Resolution approving federal funding application for the Lead Service Line Replacement Program.
  • C-4: Re-appointments to the Tourism Development Authority: Elizabeth Dampier and Dana Bryson (terms expire October 2028).
  • C-5: Re-appointments to the Triad Municipal ABC Board: Daymond Lindell and Shayna M. Smith (terms expire June 2028).
  • C-6: Appointment of Council Member Vivian V. Joiner to the Triad Municipal ABC Board (term expires June 2027).
  • C-7: Approval of City Council summary of minutes from October 6, 2025.

General Agenda – Discussion Items & Reports

  • G-1: Jason Thiel, President of Downtown Winston-Salem Partnership, presented the Fiscal Year 2024-2025 Annual Report of the Downtown Winston-Salem Business Improvement District. Services include the Clean Team, tree well maintenance, flower baskets, banners, graffiti removal, snow removal, security cameras, and event support. No vote required.
  • G-2: (Approved 8-0) Revision to Resolution 25-0332 to correct a pricing error for two side-loading refuse trucks awarded to Velocity Truck Center on October 6. Total contract price corrected to $872,000 (previously listed incorrectly). Funds are within budget.
  • G-3: (Approved 8-0) Revision to the November 2025 meeting schedule to add a WSTA facility tour on November 6, 2025.
  • G-4 to G-7: Four zoning petitions were each approved unanimously (8-0) after public hearings with no speakers.
    • G-4 (W-3657): Golden Opportunity Investments – rezoning from RS7-MLKO to RSQ-MLKO (0.27 acres at E. Fourth St. & N. MLK Jr. Dr., East Ward).
    • G-5 (W-3658): VNC-Land Company – rezoning from IP to HB-L (3.50 acres at University Pkwy & Shattalon Dr., Northeast Ward).
    • G-6 (W-3659): Walter T. & Helen S. Wilson – rezoning from RS9 to RM8-S (8.80 acres on Sides Road, Southeast Ward), allowing duplexes, townhouses, multifamily, child day care, etc.
    • G-7 (W-3660): Arbor Acres United Methodist Retirement Community – rezoning from RS9 to RM8-S (3.09 acres on W. 25th St. & Arbor Road, Northwest Ward), for a Life Care Community and Nursing Care Institution.
  • G-8: Public hearing and consideration of voluntary annexation of ~30.46 acres at Wallburg Road, Hayes Drive, and Union Cross Road (project 4015 Wallburg Road, Front Street-Wallburg, LLC). Staff (Chris Murphy) explained the property was already zoned by the county for ~420,000 sq ft of industrial use; estimated build-out tax value of $35 million, generating ~$200,000 in annual city tax revenue. Robin Team (petitioner) spoke in favor, noting prior developments on Union Cross Road. Linda Winikoff spoke in opposition, questioning the project’s stated link to housing affordability and homelessness objectives in the CARF.
