Speaker 3

6:02

All right, Italian American Heritage Month, October 2026, whereas October is recognized as Italian American Heritage Month, a time to honor the rich history, traditions, and cultural cultural heritage of Italian Americans and to celebrate their lasting contributions to our nation, state, and local community.

6:22

And whereas generations of Italian immigrants came to the United States in pursuit of opportunity, freedom, and a better future for their families, bringing with them strong commitment to family, hard work, perseverance, faith, and community, and whereas Italian Americans have made significant contributions to the growth and prosperity of our nation through their achievements in government, public service, business, education, medicine, science, technology, the arts, music, literature, sports, and countless other fields, and whereas Italian American heritage has enriched our communities through its traditions, language, architect, architecture, craftsmanship, culinary arts, music, festivals, and enduring spirit of generosity and civic engagement, and whereas the history of Italian Americans reflect both the challenges faced by generations of immigrants and their determination to overcome adversity, preserve their cultural identity, and build a better future for generations to come.

7:25

And whereas Italian American Heritage Month provides an opportunity to recognize the accomplishments of Italian Americans, honor the sacrifices of those who come before us, celebrate uh contributions of Italian American residents and families, and encourage future generations to embrace and preserve their heritage.

7:44

And whereas our community is strengthened by the diversity of its people and the many cultural traditions that contribute to our shared history, civic pride, and collective future.

7:54

Now, therefore, be it proclaimed that on behalf of Edward A.

7:57

Lacterman, the supervisor, along with the town board of the town of Yorktown, do hereby proclaim October 26 2026 as Italian American Heritage Month in the town of Yorktown and encourage all residents to recognize and celebrate the rich heritage achievements and enduring contributions of Italian Americans.

Because I know they're waiting for you to come by anyway with your application.

Speaker 3

8:28

Yes, I know.

Speaker 1

8:30

Yeah, I know.

8:31

And your check.

8:35

All right.

8:35

Uh Alan, German American Heritage Month, please.

Speaker 2

8:38

Uh, whereas the history of German Americans is an integral part of the history of the United States, beginning with early German settlers who arrived in the 17th century in pursuit of religious freedom, economic opportunity, and a better life for their families.

8:55

And whereas generations of German Americans have contributed to the growth and prosperity of the nation through their dedication of agriculture, industry, commerce, science, education, medicine, the arts, public service, and community development.

9:12

Uh whereas German American heritage has enriched our shared cultural traditions through music, literature, architecture, culinary arts, craftsmanship, festivals, and customs passed on from generation to generation.

9:28

You should include, we should have included sports.

9:30

Uh this uh uh we had a couple of pretty good uh Yankees, if I believe.

9:37

Even though I'm a Met fan.

Unassigned speaker

9:39

Uh whereas the German Americans have played an important role in the preservation of democratic ideals, civic responsibility, innovation, and public service, helping to strengthen the communities in which they live and work, whereas the enduring cultural and historical ties between German and the United States continue to foster friendship, Germany and and the United States continue to foster friendship, mutual understandings, educational exchange, and cooperation between our peoples.

Unassigned speaker

10:00

Whereas the enduring cultural and historical ties between German and the United States continue to foster friendship, Germany and the United States continue to foster friendship, mutual understandings, educational exchange, and cooperation between our peoples.

Speaker 2

10:10

And whereas German American Heritage Month provides an opportunity to recognize the achievements and contributions of German Americans, celebrate their rich cultural traditions, and encourage future generations to learn about and preserve this important part of our collective heritage.

10:28

And whereas the recognition of German American Heritage Month affirms our commitment to honoring the diverse backgrounds, traditions, and experiences that contribute to the strength and character of our community.

10:41

Now, therefore, be it proclaimed that Ed Lackerman's supervisor, along with the town board of the town of Yorktown, do hereby proclaim October 26th as German American Heritage Month in the town of Yorktown and encourage all residents to recognize and celebrate the history, culture, achievements, and lasting contributions of German Americans.

11:04

And be it further resolved and proclaimed that we honor the generations of German Americans whose hard work, creativity, service, and commitment to our community have helped shape our nation and encourage all residents to participate in appropriate educational, cultural, and commemorative activities throughout the month.

Unassigned speaker

11:25

Thank

Speaker 1

11:25

you, Alan.

11:26

And I know we don't have our own German heritage club in town, but there is one right over the border, and I know that uh they're doing something that you're going to, Serge?

11:34

Yes.

11:35

Would you mind bringing this to them?

Speaker 3

11:36

No problem at all.

11:37

I appreciate that.

11:38

Thank

Unassigned speaker

11:38

you.

Unassigned speaker

11:39

And

Speaker 1

11:39

I think they're waiting for an application in a check as well.

Speaker 3

11:43

I'll join their club too.

11:44

Why not?

Speaker 1

11:45

Okay.

11:48

Last but not least, uh International Day of the Girl, October 11th, 2026.

11:54

Whereas every girl deserves the opportunity to live with dignity, grow in safety, receive equality education, pursue her dreams and reach her fullest potential, and whereas International Day of the Girl is observed annually on December 11th, I'm sorry, on October 11th, as designated by the United Nations General Assembly in 2011 to recognize the rights of girls and bring attention to the unique challenges they face around the world.

12:20

And whereas the 2026 International Day of the Girl theme and child marriage and invest in girls' rights calls upon governments, communities, families, and institutions to protect girls' childhoods, uphold their human rights, and ensure every girl has the freedom and opportunity to shape her own future.

12:41

And whereas child marriage, gender-based discrimination, violence, unequal access to education, and limited economic opportunities continue to hinder the well-being and advancement of girls, and whereas girls are leaders, innovators, advocates, students, and change makers whose voices, ideas, and contribution strengthen our families, schools, communities, and society, and investing in girls through education, health care, mentorship, leadership, development, safety, and equitable opportunities helps build a more just, inclusive, and prosperous future for all.

13:19

And whereas our community recognizes the importance of creating environments in which girls are respected, protected, encouraged to speak up, and empowered to participate in decisions that affect their lives, and International Day of the Girl provides an opportunity to celebrate the achievements, resilience, talents, and aspirations of girls while renewing our collective commitment to eliminate barriers to their success.

13:46

Now, therefore, be it proclaimed that I, Edward A.

13:48

Lacterman, supervisor, along with the town board of the town of Yorktown, do hereby recognize October 11th, 2026 as International Day of the Girl in the town of Yorktown, and encourage all residents, community members, educators, families, organizations, and public and private institutions to join in celebrating girls and advancing their rights and opportunities, and be it further proclaimed that we affirm our commitment to protecting the rights and dignity of every girl, promoting access to quality education and essential services, preventing child marriage, abuse, exploitation, and discrimination, supporting girls' leadership and participation, and investing in the resources and opportunities necessary for girls to thrive, and be it further proclaimed that we call upon all members of our community to listen to girls, amplify their voices, celebrate their accomplishments, and work together to ensure that every girl can learn, lead, make informed choices, and pursue her aspirations without fear or limitations.

Summary of Proceedings

Yorktown Town Board Work Session – October 13, 2026

The Yorktown Town Board met on October 13, 2026, for a work session that opened with the Pledge of Allegiance, a prayer request for the Pope after his lung cancer diagnosis, and heritage proclamations. The board then approved highway department appointments, discussed a residential pool application, heard from the Accessibility Advisory Committee, reviewed e-bike safety and enforcement options with the Yorktown Police Department, received an update on the comprehensive plan, and adopted routine resolutions.

Consent Calendar

  • The board unanimously appointed Nicholas Patroni and Seth Robie as maintenance worker/Mason and motor equipment operator in the Highway Department, effective October 19, 2026, and Christian Martinez and Joseph Calano as motor equipment operators, effective November 2, 2026. All appointments are subject to a probationary period of not less than 12 months nor more than 52 weeks.
  • The board approved resolutions authorizing the supervisor to: enter into an agreement with outside auditors Connor Davies to review IRS compliance regarding qualified overtime compensation; award the dewatered sludge removal and disposal bid for the Water Pollution Control Plant to Cinegro Rail Inc.; sign easements with Toll Brothers for emergency access, stormwater access and maintenance, and water and sewer access and maintenance; and execute a letter of support for the Friends of Shrub Oak Rink.

Proclamations

  • The board proclaimed October 2026 as Italian American Heritage Month and German American Heritage Month, and recognized October 11, 2026, as International Day of the Girl.
  • Board member Sergio offered a historical account of Columbus Day, describing the 1891 lynching of Italian men in New Orleans and President Benjamin Harrison's subsequent recognition of Italian immigrants. He said Columbus Day should not be diminished because its real meaning is about overcoming racially motivated persecution, and he expressed support for also recognizing Indigenous Peoples Day.

Discussion Items

144 Dorchester Avenue

  • Architect Anna and engineer Dan presented the project: partial driveway enlargement, an in-ground pool, a larger patio, a pool gazebo, a sunken fire pit, a storage garage, and a new drainage system. The referral trigger was more than 200 yards of disturbance; wetlands and steep slopes were not the issue.
  • The board voted to refer the application to the Planning and Conservation Board for review, then passed a motion 3-1 to allow the project to be handled administratively through the Engineering Department if no unforeseen issues arise during the referral.

Accessibility Advisory Committee

  • Chair Kathleen Mesías Torres reported that the committee has three new members and proposed a more inclusive purpose statement focused on identifying barriers, supporting equitable participation, and advising the town on creating a more accessible community.
  • Committee concerns included repairs to the Town Hall railing and ramp, more visible accessible parking markings, American Sign Language interpretation at town meetings, continued website accessibility, a Bedford-style inclusion initiative for neurodivergent residents, wayfinding signage, and attending a Senior Advisory Committee meeting.
  • Board members expressed support and asked the committee to submit the revised purpose statement. Staff noted that the town website already has a universal accessibility menu with text size, animation, contrast, and dyslexia-friendly font options.

E-Bike Safety and Enforcement

  • The Yorktown Police Department reported 76 e-bike-related complaints this year. Most involved juveniles under 16, who cannot be issued summonses under state Vehicle and Traffic Law; a parent or guardian can be ticketed only if present.
  • The department proposed local law ideas: prohibit Class 3 e-bikes, allow Class 1 and 2 e-bikes, ban sidewalk riding, ban multiple riders, require helmets for all ages, prohibit under-16 operation on town property and public highways, prohibit operation on roads with speed limits above 30 mph, require right-lane travel, require businesses to inform buyers of town rules, and impose escalating fines or impoundment.
  • Officers noted that many devices being ridden are not legal e-bikes but high-powered e-motos or motorcycles, often operating without registration, insurance, or required equipment. Board members discussed night-time lighting, dash cam reporting, regular bicycle sidewalk safety, state and county jurisdiction, and the need to avoid criminalizing youthful behavior. One board member opposed expanding the new rules to standard bicycles, saying it would overreach. Councilman Jay advocated a civil enforcement and impoundment model rather than criminal process.
  • The board acknowledged that VTL Section 1242 requires Westchester County to act first; a county hearing is scheduled for November 9, 2026, and the text of the county law was not yet available. Next steps include the police department working with the Town Attorney on a draft local law and a future public hearing.

Comprehensive Plan Update

  • The Comprehensive Plan Steering Committee reviewed the current 2010 plan and prior plans dating to 1955. Members highlighted key questions around growth, housing needs, commercial and residential density, infrastructure adequacy, and regional impacts.
  • The committee is in the scoping stage and expects to present a draft RFP next month. The town board would select a consultant, conduct public outreach, and hold public hearings before adopting a revised plan.
  • The board added Jim Arderano to the committee by unanimous motion and expressed appreciation for the committee's work.

Key Outcomes

  • All personnel appointments and routine resolutions passed unanimously.
  • 144 Dorchester Avenue was referred to the Planning and Conservation Board; administrative handling was approved 3-1 contingent on no issues from the referral.
  • The Accessibility Advisory Committee will submit its revised purpose statement and continue exploring an inclusion initiative.
  • The Yorktown Police Department and Town Attorney will develop an e-bike and e-scooter local law proposal for future board and public review.
  • A draft comprehensive plan update RFP is expected next month, with future public hearings.
