We'll be just providing a brief overview of this ordinance in context of some of the other ordinances and also um some of the specific issues this ordinance seeks to address.

Um so again, this is AO 2025-128.

It's amending uh title 21 chapters 2105, which is uses and 2115, which is definitions to make shelter units allowable structures for specific land uses with extended temporary use status.

So as I'm sure everybody is aware, uh the MUNI's uh undertaking a pretty exciting project to look at a new type of shelter unit.

These uh they're being called the recovery residences, they're being built over at the Tudor campus off of uh Elmore and Tudor.

Um these are being funded with opioid settlement funding.

Um, the expectation is long term that they'll be uh, you know, they'll run based on Medicaid building.

So it's kind of an innovative um way of doing things.

It's a new project, the muni just trying to stand up these units in a short time.

Um you know, it's over where we work, the I think the electrical is in and the water is in, so the the pedestals are up.

So it's been pretty cool to see these um get produced, they're being produced off site, and then they're being going to be moved to the site for so that it's a temporary use on that piece of property.

And because the current temporary use code only allows uses for up to 90 days and maybe with a 90-day extension, and these are intended to be a much longer um project to see if they're viable or not.

Um the the code needs some changes.

Um, and so going through this, we there was a lot of discussion about do we change all temporary uses, do we change just for certain types of use types, or do we you know, sort of do it a little bit in between where we're sort of regulating structures but not the use types as much.

Um, and what we all came up with working with the building department, uh department of law, um, mayor's office, and everybody is this sort of compromise.

So in this, we'll be talking about both building code and zoning code.

Of course, building code regulates the materials designs of how structures are built in space, what kind of wood, what kind of wiring, you know, if how many, you know, fire safety, that sort of thing.

Zoning code generally regulates what uses are allowed in different parts of the city, where uses are placed on a lot, and what uses look like.

So this ordinance is talking about the zoning code piece because the building code piece is addressed in a different way.
