1:21

Anna Brawley, and on the phone I see Mr.

Handeland.

Speaker 3

1:25

Yes, I am here.

Speaker 1

1:27

Any other members on the phone.

1:31

1:37

So we will uh turn to and as you say we have the a copy of the memo, which includes uh Mr.

1:41

Crawford's resume.

1:42

So uh with that I'm gonna turn to Mr.

1:45

Ben Bowman, who will be introducing Mr.

1:46

Crawford.

1:47

Thank

Unassigned speaker

1:47

you.

Speaker 4

1:48

Thank you, Ms.

1:49

Madam Chair.

1:50

Uh I'd like to, it's my pleasure to introduce to the assembly, uh certainly not for the first time, uh Mr.

1:56

Lauren Crawford.

1:57

He has been uh working with municipality since 2024 when he came on as our deputy municipal treasurer prior to that.

2:04

He's worked in several private entities as well as a couple of other public entities as an commercial and economic analyst.

Unassigned speaker

2:13

He actually has a prior stint with the municipality working for AWO back in 2015 through 2018 as a you know utility financial analyst and started with the state as well before that uh as one of their petroleum economists.

Speaker 4

2:29

Lauren has been serving as the acting treasurer since July of this year and has

Unassigned speaker

2:36

been

Speaker 4

2:37

doing excellent work, and it's my pleasure to introduce him to the assembly.

Unassigned speaker

2:42

Okay,

Speaker 1

2:42

thank you.

2:43

Then I will invite Mr.

2:44

Crawford um to introduce yourself a little bit, say a few words, and then we'll go to member questions.

Speaker 3

2:50

Sure.

2:51

Lauren Crawford, an acting municipal treasurer.

2:54

Um

Unassigned speaker

2:58

I've

Speaker 3

2:59

been with university I've been worked for public sector, private sector.

3:03

Um mostly in finance.

3:06

I I tried to get a broad spectrum in my career.

3:10

So I started out as an economist, then went to utilities and worked through utilities and worked worked for a water utility at AW, worked for AGDC and got to work on the pipeline, which hasn't happened quite yet.

3:23

Uh and then worked for NSTAR as a budget analyst and did gas supply management or uh uh negotiation and worked in regulation.

3:34

And then I went to TDX as a

Unassigned speaker

3:37

uh their

Speaker 3

3:38

manager there over customer service and billing, uh, which led me back to the municipality uh where I was happy to be the deputy treasurer.

3:47

Um my outtake on treasury when I look at it.

3:55

We over the last month or so I had our supervisors come together and we looked at the purpose for treasury, and we've identified it as to safeguard the integrity of the municipality's revenues, allowing public resources to be used to deliver services for the benefit of its residents.

4:14

And so I view my role as treasurer, it's to be uh to safeguard the integrity of the municipality's revenues.

4:24

I take that very seriously because the revenues basically drive what we're allowed to do as a municipality.

4:31

Those revenues don't come

Unassigned speaker

4:32

in.

Speaker 3

4:33

We don't have a budget really to work

Unassigned speaker

4:36

with.

Speaker 3

4:36

And so um

Unassigned speaker

4:40

it's

Speaker 3

4:40

kind of a two-fold job.

4:42

Threefold, maybe one, tell you how much is coming in accurately, two actually collect those funds, and then third, remit those funds um an appropriate way so that they're accounted for

Work Session and Confirmation Hearing for Municipal Treasurer Appointment (AM 666 2026) – October 15, 2026

This work session served as a confirmation hearing for Mr. Lauren Crawford, appointed by the executive to the position of municipal treasurer. The meeting included introductions, a statement from the appointee, and questions from assembly members. No vote was taken; the confirmation is scheduled for the Assembly's consent agenda on October 20, 2026.

Confirmation Hearing for Mr. Lauren Crawford

  • Introduction and Background: Ben Bowman introduced Mr. Crawford, noting his tenure as Deputy Municipal Treasurer since 2024 and prior experience with the municipality (AWO, 2015–2018), the state as a petroleum economist, and private sector roles. He has served as Acting Treasurer since July 2026.
  • Appointee's Statement: Crawford described the treasury's purpose as safeguarding the integrity of municipal revenues, with three core functions: accurately estimating revenue, collecting funds, and remitting them for proper accounting. He emphasized fair, equitable, timely, and efficient treatment of taxpayers.
  • Questions from Assembly Members:
    • The Chair asked about operational efficiency opportunities, citing the cash-only marijuana tax requiring armored truck transport. Crawford explained that a virtual vault option was not cost-effective and noted upcoming plans: an e-billing software for property tax (expected November 2026) and longer-term software upgrades to replace Excel and Access.
    • The Chair also asked about the proportion of property taxpayers paying through mortgages vs. directly; Crawford did not have the figure but offered to present it at the next Budget & Finance Committee meeting.
    • Assembly Member Bowen asked about proudest accomplishments. Crawford cited work on Summary of Economic Effects (SE) analyses, implementation of the rental vehicle tax, and e-billing completed on a shoestring budget.
    • Regarding future improvements, Crawford mentioned plans to modernize software for three additional taxes, create a continuing education course on real estate property tax processes, upgrade the payment portal website for easier navigation, and implement cross-training for the treasury team.

Key Outcomes

  • No vote was taken during this work session. The confirmation of Mr. Lauren Crawford as municipal treasurer (AM 666 2026) will be placed on the Assembly's consent agenda for the October 20, 2026 meeting. The swearing-in may occur offline.
  • Meeting adjourned approximately 20 minutes before the next scheduled committee meeting.
