Uh there are no changes to the agenda and there is no consent calendar.

So we're going to go straight to item 7A, which is consider approving an early work package contract amendment with Emory and Sons Construction Group for the sewage lift stations rehabilitation project.

Before I call on our city manager, I will remind people that all agenda items will be open for public comment following deliberation by the city council.

And rather than asking for public comment after each agenda item, I ask that audience members raise their hands if they want to speak to the item, and they will be recognized.

And in order to respect everyone's time, comments will be limited to three minutes.

Spence, if you could bring us up to date regarding item 7A.

Thank you, Mayor and City Council.

As you know, we have a planned lift station upgrade rehabilitation for the three lift stations that uh pretty much uh are alongside uh Marine Drive or uh Highway 30.

Um there are some long lead times for procurement, especially the Archimedes screw and also the sluice gates, and we need to come to council to make sure that we have enough time to procure those items so it does not interfere with the construction schedule.

I'm gonna call on the assistant city engineer Cindy Moore.

She has a quick slide presentation so we can see what an Archimedes screw looks like and a sluice gate.

Um there are two items related to the lift stations that you'll be seeing tonight.

Um, but first let's just set the stage where we are.

Just a reminder.

Um, there's an aerial there of Astoria, shows where the wastewater treatment plant is on the east.

And so three, four, and five going um east to west along um the highway, as um city manager mentioned there.

Um kind of shows where it is with the with five being by the roundabout.

And then just a few photos again where they're at.

Lift station three is by the park medical building, four is across the street from Josephson's smokehouse, and five is by the roundabout.

Um a reminder what this project is all about with our three lift stations um that are along the interceptor route.

We have two Archimedes screw systems that sit within open chutes, um, covered with grates and then concrete slabs at those um locations that you saw.

Those were built in the 1970s and they've been operating 24-7 since then.

So really grateful to our operations staff that have been keeping those going for so long.

Um, as you might imagine, it's time to replace those on the right.

You can see an example of an Archimedes screw.

Those are not ours.

Ours are not very photogenic.

So um, but that shows what they look like there.

And then um, we're also replacing sluice gates.

There's two of those at each of the lift stations.

And there's a picture down the lower right corner.

That is an example kind of from above of what one looks like.

It's basically a gate that slides up and down, and we can isolate each of the screws to do maintenance or um operationally, and those also need to be replaced and have a long lead time.

We'll also when we get to construction, we'll be resurfacing those concrete channels and modernizing the control mechanisms and motors.

Um, just again, reminder that this is the project funding that's already been established.

We have two OSG grants through DEQ there with the amounts listed that's about 385,000.

And then um CWSRF loan through DEQ.

Half of that is forgivable, which means that it's basically a grant.
