0:20

Mr.

0:21

Spence, are there any changes to our agenda this evening?

0:23

There's not.

0:25

Who would like to uh make a motion regarding the consent calendar?

Speaker 3

0:29

Actually,

Speaker 1

0:30

did anybody want to remove an item and have there been any requests from the public to remove an item from the consent calendar?

0:40

Doesn't look like there has been.

0:42

Who would like to adopt the consent calendar?

Speaker 4

0:45

Mayor Mayor would move to adopt or accept the consent calendar as presented.

0:51

Do we have

Speaker 1

0:52

a second?

0:53

Second.

Unassigned speaker

0:54

So

Speaker 1

0:54

Unassigned speaker

0:58

we could have a roll call, please.

1:03

Speaker 1

1:10

Aye.

1:10

That brings us to number 5A.

1:13

And this is a regular agenda item, which will be uh open for public comment following deliberation by the commission.

1:20

And rather than asking for public comment after each agenda item, I ask that audience members raise their hands if they want to speak to the item and they will be recognized.

1:28

And in order to respect everyone's time, comments will be limited to three minutes.

1:32

5A is a consideration of a parking easement for the Columbia River Maritime Museum at 245 22nd Street.

1:42

Mr.

1:42

Spence, if you could introduce this item to the commission, please.

Speaker 2

1:46

Thank you.

1:46

The Columbia River Maritime Museum has requested an easement just east of the Barbie Center.

1:53

Um this is on Astro East Urban Renewal District property.

1:55

That's why this is before the Astoria Development Commission.

1:59

Um this property is essentially a 10 feet wide strip, uh, about 168 feet long.

2:05

Um it's not a very it's a remnant, if you will, of part of that property and unused.

2:12

Um what the Maritime Museum is requesting is an easement so they can actually accommodate seven parallel parking stalls.

2:19

So staff has reviewed the request and is recommending granting that easement.

2:23

Um in your packet, you will notice that the conditions outlined for use of that easement.

2:30

Um it doesn't uh give them exclusive use.

2:32

It also allows uh obviously the city to use that or the development commission to use that.

2:37

Um I would point out in the original packet, we did not include one of the elements, which was we still need to comply with the rails to trails uh agreement.

2:46

So if forever in the future um the rails wherever return the trail were turned back to rail use by the drone Burlington Northern Railway, um then we'd comply with that agreement.

2:57

So we did add that.

2:58

So if you see on your table an amendment to

Unassigned speaker

3:01

that,

Speaker 2

3:02

um it's fairly straightforward again as to accommodate parking.

3:06

It's on a very narrow strip of property that the commission owns.

3:10

Um I'd be happy to answer any questions, or Jeff Harrington or public instructor may be able to answer any questions.

Speaker 3

3:16

Okay, thank you, Mr.

3:17

Spence.

Astoria Development Commission Meeting - October 6, 2026

The Astoria Development Commission met on October 6, 2026, at 7:23 PM to consider a consent calendar and a parking easement request from the Columbia River Maritime Museum (CRMM). The meeting was called to order with all commissioners present. The consent calendar was approved unanimously, and the parking easement was approved unanimously.

Consent Calendar

  • The Commission unanimously approved the draft meeting minutes from September 8, 2026, via a motion by Commissioner Davis, seconded by Commissioner Conklin, with a roll call vote of 4-0.

Discussion Items

  • Parking Easement for Columbia River Maritime Museum: Staff presented a request from CRMM for an easement over approximately 1,726 square feet of Astoria East Urban Renewal District property at 245 22nd Street. The property is a 10-foot-wide, 168-foot-long strip. The easement would allow CRMM to add seven parallel parking stalls along the East Barbey Center parking lot. CRMM would be responsible for improvements and maintenance. Staff recommended approval, with conditions that the easement does not grant exclusive use and that the city/commission retains the right to use the property. Additionally, staff added a condition to comply with a future rails-to-trails agreement if the railroad ever reclaims the property. Commissioners requested better visual aids for future reference but expressed no substantive concerns. After a brief discussion, Commissioner Conklin moved to approve the easement and authorize the Mayor as chair to execute it. The motion was seconded by Commissioner Davis and passed unanimously by voice vote.

Key Outcomes

  • Consent Calendar Approved: The September 8, 2026 meeting minutes were adopted unanimously.
  • Parking Easement Approved: The Commission approved the parking easement for CRMM, allowing the museum to use the city-owned strip for seven parking stalls, subject to the conditions outlined, including compliance with any future rails-to-trails agreement.
  • The meeting adjourned at 7:31 PM.
