- Camping Ban (Item 29): Over 30 speakers opposed the ordinance, including unhoused individuals, service providers, and community advocates. They argued it criminalizes homelessness, is ineffective, and would increase suffering. Supporters, including downtown business owners Jason Jacobs and Chris Peterson, cited safety concerns, harassment, and the need for boundaries. Welcome everyone. It is Tuesday, August 4th, 2026, and we're here for the monthly voting meeting of the Athens Clark County Mayor and Commission. If we've not concluded business by 8:15, we'll have a 15-minute break at or about that time. And we're going to go ahead and begin with a roll call. So I'll ask uh Clerk Christine Howard to do that for us right now. Davenport. Link. Here, Taylor. Here. Right. President Fisher. Here. Johnson. Here. Cole Pelper. Here. Meyers. Here. Thornton. Here. Handy. Here. We have a core. All right. Thank you, Madam Clerk. All right. Uh, I'll go ahead and read the civility pledge that we've adopted provided to us by the Georgia Municipal Association. That indicates that the way we govern ourselves is often as important as the positions we take, that our collective decisions will be better when differing views have had the opportunity to be fully vetted and considered. That all people have the right to be treated with respect, courtesy, and openness, that we value all input, and that we commit to conduct ourselves at all times with civility and courtesy to each other. First order of business tonight is the approval of the minutes of meetings of Tuesday, June the 2nd, Thursday, June the 4th, Tuesday, June 9th, Tuesday, July 21st, and non-voting meetings of Tuesday, July 21st. Do I hear a motion for approval of those minutes? Um I would like to make an amendment to the approval meetings. Yeah, please describe that, Commissioner Taylor. There was an item that we voted on on June the second for um 228 Fairview Street. Can we I know we voted on it? How how does that process go before we I should have added it? So we we could certainly do this at a later date, but one of the things you'll want to do is uh articulate the difference between what's in the minutes now and what accurately reflects the record. So what you indicated you will do is a motion to consider that was the item where you thought was backwards what the commission thought they were approving, which they actually approved. You thought they thought you you thought some commissioner may confuse it. They are approving the item when they were actually denying proven staff's recommendation to deny it. It had to do with the uh what was the agenda item? What yeah one lot removed exception? And so it was for what the um it was for East Athens Development. East Athens Development Corporation so if you want to do this now, say I'd like to approve the minutes but reconsider the fair view item, and so then we will do that at the end of the meeting tonight. Okay, but there has to be a vote on it, Mr. Mayor, to get added back on. And somebody who voted in favor of it, which you did vote in favor of it, because I thought you're voting other way. Yeah, it would be reconsidered. Does that make sense? And so given that Commissioner Taylor voted in favor of it at the June meeting, she is an opportune motion or for reconciliation.
