Streetscape History and Art Advisory Committee Regular Meeting – October 28, 2022

The Streetscape History and Art Advisory Committee (SHAAC) met at City Hall Room 10 with members Chris Packard, Cynthia Haynes, Carol Cramer, Randall Fee, April McDonald-Loomis, and Kim Haswell present (Bridget Powers and Councilman Mike Holmes absent). No public comments were made.

Consent Calendar

• Adoption of Minutes: Minutes from June 18, 2025 were unanimously adopted.
• Treasurer’s Report: Adopted, showing a balance of $12,423.26 as of October 17, 2025, including a new $5,000 allocation from the City Council (use-it-or-lose-it).

Discussion Items

• Tile Review and Approval: No mock-ups were available. April McDonald-Loomis reported new information on the Kee Chinn tile requiring revised wording; she will send the new wording to Chairman Packard.
• New Tile Submissions: None.
• Unveiling Ceremony & Public Awareness: Randall Fee proposed shifting tile placement to a single annual event—Ruhkala to engrave in spring, with an unveiling ceremony in late spring/early summer. Randall will confirm with Ruhkala; Chris Packard noted that a formal process change might require City Council approval. The Committee generally favored the once-a-year plan.
• Tile Engraving: Engraving completed for Olmstead, Johnson, Holladay, and Hook & Ladder Company. The Lee Buckingham tile (Arts Commission liaison) remains in process; the Committee requested Bridget contact the Arts Commission chair for a fundraising plan by the next meeting. Options were discussed if the Arts Commission fails to provide the required $2,500.
• Tile Placement in New Locations: Randall presented a drawing showing potential locations for 28 new tiles (14 in front of Police Department, 14 in front of City Hall). Carol Cramer raised the issue of the ginkgo tree near City Hall dropping messy fruit. Randall will also assess space in front of old City Hall/Fire Station and produce an additional drawing. No granite pavers remain in storage. Veterans Memorial Hall is not being considered.
• Kiosk Signage and Pedestals in Central Square: Randall showed photos of three kiosks. Suggestions included adding a map of all tiles (contact Stewart Feldman), updating the Central Square kiosk (April and Carol to work on ideas), and keeping the Endurance Map but updating photos. Carol explained the city's three focus areas (Recreation, History, Culture/Entertainment). Cynthia suggested a SHAAC logo; Carol will contact Amy Lind and Ken Bywater. Bridget was asked to review Harvey’s notes for the original kiosk designer.
