The Baldwin County Commission held a pre-meeting work session at 8:30 AM and a regular meeting at 10:00 AM on October 1, 2024, at the Baldwin County Administration Building in Bay Minette, Alabama. - CR1: Approved position descriptions for Part Time Library Services Coordinator and Part Time Library Courier.

Public Hearing on Subdivision Regulations (Item ES1) – 10:06 AM to 11:33 AM:

Subdivision Regulations Amendments (Item ES1): Planning Director Jay Dickson presented a detailed overview of the proposed amendments, developed over 18 months to strengthen regulations, streamline processes, and modernize standards. Key provisions included: 24-month waiting period for family subdivisions; 60-foot wide easement requirement for large parcels; clarification on utility service reports; lot size and width options (7,500 sq ft minimum; 80 ft width standard, 60 ft width with gravity sewer and LID); gravity sewer preferred for developments over 50 lots; broadband conduit requirements; open space requirement of 10% (50% usable) for developments of 25+ lots; low impact development (LID) incentives; stormwater management emphasizing off-site drainage evaluation; and street tree planting every 100 feet. Um ask Commissioner Gruber if he'll uh open us up with the invocation, followed by the pledge be led by Commissioner Ball. Thank you. Please join me in prayer. Dear Heavenly Father, we thank you for allowing us to be here today to conduct the business of the of the Baldwin Commission. We ask that you watch over us, guide us, and help us as we make decisions that will affect this whole county. We also ask you to please watch over our men and women who are working uh as first responders, our men and women who are in the service, and also uh please watch over uh the people that are in the storms area. They went through a devastation, and uh we need to be very mindful of the situation that they're in, because we know what it's like to have to go through a hurricane. What is please uh watch over those people because they definitely need your guidance and help in God's name we pray, amen. Please join me in the pledge. I pledge allegiance of the United States of America and the Republic for which it stands one nation under God, indivisible with liberty and justice for all okay. Um normally we would go ahead and set the consent agenda and the county attorney's reports a little bit down, but this morning we have I'm told three executive sessions, and I thought it would be uh good for us to go ahead and go into executive session first. So I'm going to turn it over to you, Brad. Madam Chair, yes. Uh I would recommend the commission adopt a motion to go into executive session uh to discuss with your attorney the legal ramifications of and legal options for pending litigation. Controversy is not yet being litigated, but eminently likely to be litigated or imminently likely to be litigated if the governmental body pursues a proposed course of action. Uh and also to discuss the consideration the governmental body is willing to offer or accept when considering the purchase, sale, exchange lease, or market value of real property. I'm an attorney licensed to practice law in the state of Alabama, and this exception is applicable to the plan discussion. Uh so after the uh vote is uh made and recorded, and then madam chair, you just announced that we will reconvene the work session after the executive session. Make a motion.
