Baldwin County Commission Work Session and Regular Meeting - November 5, 2024
The Baldwin County Commission met on November 5, 2024, for a work session at 9:00 AM and regular meeting at 10:00 AM. The commission approved a consent agenda with numerous items, including annual appointments, alcohol licenses, road acceptances, personnel actions, and grants. - Proposed Zoning Ordinance Amendments: Planning Director Jay Dickson requested authorization to begin drafting amendments to address inconsistencies, PRD requirements, and redundancy in rezoning processes. Commissioner Ball recommended adding to consent agenda, which was done.
- MS4 Stormwater Permit: Ashley Campbell, Natural Resource Planner, and Patty McCurdy (ADCNR) discussed the transfer of a 14-acre parcel adjacent to Morgantown Park. Campbell also presented a video on the MS4 program and requested reappointment of Chairman McKenzie as responsible official for the permit. Commissioner appointment was included in consent.
- Alcohol License Applications:
- For Bottles Up Mobile Inc d/b/a Belforest (special event license) approved via consent.
- For Shotgun BBQ Restaurant and Grill: Applicants Leon and Angela Pedersen spoke, emphasizing it is a family restaurant and that the license is for restaurant patrons to have beer with meals. The commission waived the seven-day public notice requirement and approved the license contingent on documentation.
- Countywide Corridor Plan: Commissioner Underwood proposed a comprehensive corridor plan in partnership with municipalities, state, and chambers, following a suggestion from former Congressman Bradley Byrne. County Engineer Frank Lundy was directed to pursue the plan to unify road infrastructure priorities and seek funding.

Good morning, everybody. Welcome to the pre-meeting work session. Um I asked Commissioner Underwood to do the invocation, and I asked uh Commissioner Ball to do the uh Pledge of Allegiance. So I just wanted to say thank y'all for being here. It's my first time, and I'm a little nervous, but we're gonna get through this. But thank y'all. If people bow with me, please. Dear Heavenly Father, we thank you for this day, Lord. We just thank you for all the blessings you bestow on us here in Ballwin County in this great nation we call the United States of America, Lord. And we just ask your blessings today on everything that is going to be accomplished, and we just ask you to be with us as we conduct the business of Ballon County and Jesus' name we pray. Amen. Amen. Before we do the Pledge of Allegiance, I just wanted to acknowledge something today. You know, we're on the week before Veterans Day, so that's why we get to do the Pledge of Allegiance today. So that's in while we do the Pledge of Allegiance today. Think of the many blessings that we have and the reasons that we get to do this. So um, and it's an honor and a privilege to be able to lead us in the Pledge of Allegiance this morning. So thank you. I pledge allegiance to the United States, to the republic for which stands one nation under God with liberty for all. Thank y'all for doing that.
