Dear Heavenly Father, Lord, we just thank you for this day, Lord.

We thank you for Baldwin County, Lord.

We thank you for this great place that we call home in our paradise.

And Lord, we just ask you, Lord, to be with us today as we lay out the vision and the plans for the future of this county.

Lord, we know that sometimes when there seems like there's no way, you're a way maker, Lord, and we just ask you to embolden us with the faith that you will help us see this through.

Um I want to welcome everyone to the um July 14th Road and Bridge meeting.

Um I'm Commissioner Underwood.

I'm the chair of the Road and Bridge Um Division this year.

Um I'm sitting here with Commissioner Ball, who's the chairman of the commission, and then Commissioner Gruber, who is our finance chair.

Commissioner McKenzie uh is away on vacation.

And uh sometimes I wish I could be on vacation, but uh maybe that'll happen one day.

Anyways, um the first item on our agenda today is the adoption of the January 15th, 2026 road and bridge meeting minutes.

First of all, I just want to say thank you to all of those who have showed up today.

Your time is valuable.

This is something that we have been working on for quite some time, and to see it actually come and manifest into an actual vision and a plan.

Um, we're excited to unveil this to you.

We've had several little uh sessions of people who have called and asked questions, and some of you may have seen some snippets of what we're looking at, but we hope that you'll be excited as to what we are um about to show you about Baldwin County.

As you know, um we have four items on our agenda here.

We have the Baldwin County Master Plan, a 10-year roadway connectivity priority plan, a 10-year intersection improvement plan, and our 30-cued program funding update and future funding partnerships.

So those are really the items for discussion from new business that we're bringing forth to you.

I'm going to go ahead and um turn this meeting over to our county engineer, Frank Lundy.

Thank you, Commissioner.

Um so we're going to kind of break these segment items up just a little bit, uh, as you just laid out.

So for our Baldwin County Master Plan, uh, Mr.

Jay Dixon, planning director, is going to present this document.

Uh, I want to just give a little bit of context before we jump into it.

Uh several months ago, the commission county commission authorized the staff work to update our master plan.

It we the one that's in place, it's been in place for for a few years now, and there are some um areas that definitely need to be updated.

And and Jay has done a fantastic job of taking comments uh from community input and and items of concern and and really folded it into a really really good document that we're excited about.

Uh, once Jay is through, assistant county engineer Mark Ackerman just want to talk talk about our our connectivity plan and our intersection improvement plan and then lastly, County Administrator Roger Rendleman is going to talk about our financial aspects of these plans.

So good morning.

Appreciate everybody coming.

Nice to see a full room here.

Um as Frank mentioned, we we've been working over the last uh year or so to update our our comprehensive master plan uh and our future land use plan uh for the county.

So uh we'll go through a few things here, but the first I just want to really talk about what is the role of the master plan because this is often you know kind of confused and and and misinterpreted.

But the master plan really what it is, it's a it's a policy document.

It's not regulatory.

Um, you know, it serves as a strategic guide for the unincorporated areas of Baldwin County.

Um it's really clear, like the master plan you know is it's not a zoning ordinance, it's not subdivision regulations, it's not you know a budget capital improvement program or anything, any kind of regulatory document at all.

But what it does is it does help influence those things as they are developed.

Um as we develop updates to the zoning and subdivision regulations or detailed plans, such as the transportation plan or sector plans or natural resource plan, um, you know, it acts as the policy guideline to help uh develop those, but it also helps you know through you know, kind of community education, um, you know, to kind of help understand where you know where what smart growth looks like, where do we want to see it happen, where's where investors should really focus their efforts, where we have infrastructure available to support growth and things like that.
