On November 18, 2025, the Beaverton City Council held a regular meeting beginning at approximately 8:00 PM. The meeting included visitor comments, a quarterly capital improvement plan presentation, city manager updates, approval of consent agenda, two public hearings, a work session on development fees, and council new business. Six council members were present; Mayor Baby was absent.
So we are still having technical difficulties. So you won't see much on the screen until later on, but we're going to start the meeting anyways. It's just not the video right now. So the audio is being recorded. Okay. Thank you. We'll begin tonight's agenda starting with visitor comments. We will then move to presentation, city managers report, the consent agenda, two public hearings, one first reading of an ordinance, a work session, and conclude with council new business. There are seven people registered to comment at tonight's meeting. As a reminder, visitor comments provide the opportunity for community to speak about matters, even if they're not on the agenda. Visitor comments are limited to two minutes for each person. As this is a matter uh time for a council to hear from the community. If follow-up is needed, our city manager and the City V quarter are taking notes. First speaker is Lauren Garrett. Please come up. Welcome. You have two minutes to address the council. Good evening. Hi, President Kimmy and members of the council. I'm Lauren Garrett. I'm the executive director of the Beaverton Education Foundation. And I'm excited to be here tonight to just share a little update on our work in the community and some work we're actively engaged in. The Beaverton Education Foundation and the Beaverton School District are once again raising funds for families in the Beaverton School District with students who depend on school for their two meals a day, breakfast and lunch, and when they are away from school during winter break, they're missing many, many meals. I know you have all been actively and diligently working with our community in these most recent days and weeks, and thank you for all you've been doing to support everyone. The need is real and it is not going away. We know that. Last year we were very successful in galvanizing all of our community to come together. We were able to meet the goals and requests from all the schools within the Beaverton School District at the time. We're very proud of that. And we also know that this year looks very different, and the need is greater. The demand will be more, and things are much more expensive than they were a year ago. So we have increased our goal to 100,000 this year. We are increasing the value of the grocery gift cards that students will receive and take home over winter break to make sure that we can do more and try to make a bigger difference in the lives of our families. I just wanted to share a couple of highlights. THPRD always does uh incredible community support and work within their own um networks, but they've directed donations and supporters to be make gifts toward this campaign this year, so that everything is heading in one direction. They they used to do it's different fundraising.
