The Beaverton City Council met on August 18, 2026, at 7:00 PM for a regular meeting that included a proclamation, consent agenda, a public hearing on parking permits, and two work sessions on solid waste code and rates. The meeting was called to order by Mayor Lacey Beatty, and all seven councilors were present.
All right, friends, we're gonna call tonight's meeting to order. Will the recorder call the role? Counselor Duggar. Councillor Mayor Prigg. Here. Counselor Hassan. Here. Counselor Kimmy. Here. Counselor Teeter. Here. Counselor Tivdon. Here. Mayor Beatty. Here. All right. Tonight's agenda is small but mighty, has a lot of stuff on it. We have uh a hip hop week proclamation. Uh we're here. We have uh a lot of consent agendas. We have the city manager report, a public hearing, and two work sessions that will wrap up any council new items at the end of that. So we are gonna start tonight's. If you don't know, the hip hop awards are happening at the Reese on Saturday. So today I'm gonna issue an official proclamation. Whereas hip hop was established in the early 1970s in the South Bronx to be a channel for urban communities whose voices were not given the space. And whereas the movement set the platform for the world to get a glimpse into the daily struggles of uh youth in urban communities and have become the most influential genre in music over the last few decades. And whereas hip hop performed uh consistent of that of a DJ who would take breaks from popular songs from the genres of jazz, soul, disco, and more to create loops that would then invite the MC who would vocalize words in poetic form to tell stories of the present realities. And whereas hip hop was also accomplished by breakdancers, beatboxers, graffiti artists, which created a culture where people from diverse backgrounds could find their path of expression as well as establish entrepreneurial opportunities. Whereas the hip hop culture in Oregon has been spearheaded by an enormous collective of people who have represented Oregon on local, national and international platforms from touring all over the globe, commercials, corporate campaigns, and local shows to begin official surrogates for the presidential campaign. Oregon artists have represented the state well. And whereas the city of Beaverton strives to support and nourish those individuals and groups that expand one local economy, especially when it promotes a culture of growth, inclusion, diversity, and good business. Whereas today's proclamation is about recognizing the importance of culture of hip hop and the clear social economic impact in Beaverton. It also acknowledges the emerging efforts of the city of Beaverton and the hip hop community to strengthen their growing relationship, enhance communication, and encourage collaboration with the shared goal of making Beaverton a thriving environment for business, culture, and hip hop. Now I, Lacey Beatty, the very lucky mayor of Beaverton, do hereby complain uh proclaim August 20th through 26th as hip hop week and encourage all Oregonians to discover, support, and celebrate the rich history of hip hop. We do have like a super awesome DJ here. Maybe many of you guys know him. I'd like to give him and Chris, who's wearing rad shoes, of course, an opportunity to say a couple words, then we'll take a photo. Thank you, uh Mayor and City Council, Chris Zuki and Joyce. Thank you. Thank you, uh Mayor and City Council. This is a joyous occasion. Chris Azukian, executive director of the RECER. Uh, as you might remember, this past year we hosted a year-long explorer exploration of hip hop. First, I like to say one of the first times in the performing arts center to do so here at the RECER called Rhythm and Revolution, and we really could not have done it with our advisory committee. Uh and this legend who's sitting next to me, David Jackson, DJ OG1, educator, entrepreneurial, 30-year uh institution here in Portland, striving for a better community, community leader, youth leader. I can't say enough things about this guy, uh official Portland Trailblazer's DJ, and uh with deep gratitude to him and also our education manager Aaron Nigel Smith, who's also a uh Grammy nominated artist in his own right to bring all of this together uh for this community. So I'd like to pass it on to DJ OG1. I don't know how I can follow that. The best hype man ever, Chris. But uh good woman, I'm gonna have to have you introduce me at some spaces.
