Bellevue Planning Commission Meeting – June 12, 2025

The Bellevue Planning Commission met on June 12, 2025, at 18:45 to discuss updates to the Crossroads and Newport neighborhood area plans and the Downtown subarea plan. The commission heard public comments, deliberated on policy language, and voted to schedule public hearings for all three plans.

She recommended updating the description of the Bellevue Collection to reflect its current size and opposed proposed policy SDT23 (affordable commercial space) as too restrictive, and urged repeal of SDT146 (punitive approach to vehicular trips).
• Faye Ho (Newport Hills resident) argued the Newport area plan is based on outdated data regarding homeownership, job market, and retail conditions. She claimed the plan ignores development enforcement issues and urged a more accurate analysis.
• Gary Danberg requested postponement of the Newport plan public hearing, citing insufficient community engagement, low attendance at events, and flawed online tools. He noted that only two Newport residents submitted neighborhood scans.
• Ann Breshier (Newport Hills resident) echoed concerns about rushed timelines and inadequate communication, emphasizing the plan's narrative was only recently released. She urged more time for community input.
• Heidi Dean criticized the Newport draft for ignoring the commercial district and land use policies, stating that removal of the land use element was staff-initiated without council or resident knowledge. She requested a hold on the plan.
• Alex Zimmerman was asked to remove a campaign sign and eventually asked to leave after three warnings. He briefly spoke about showing faces and was escorted out.
• Valentina Veneva (Crossroads resident) praised the Crossroads plan, especially mobility policies 23-30 and small business support policies 9-10. She requested space for food trucks near bus stops.

• Great Neighborhood Program – Crossroads Area Plan: Staff (Tara Johnson, Tun De Link) presented the draft plan, emphasizing localized policies, engagement (over 800 in-person contacts, 1,000 online visitors, 450 survey responses), and urban design concept maps. Commissioners expressed support for pedestrian improvements, affordable housing, pocket parks, tree canopy, stronger language on traffic calming (CX30) and environmental resilience (CX31). They also discussed boundary adjustments and the need for consistent demographic data.
• Great Neighborhood Program – Newport Area Plan: Staff presented a similar structure, focusing on walkability, natural preservation, trail connections (e.g., Waterland Trail), and indoor gathering spaces. Commissioners requested stronger language on tree preservation (NP6), business retention (NP10), partnerships with Bellevue School District (NP15), off-street bike facilities (NP30), energy resilience, and transit connections to light rail (NP22). Multiple commissioners emphasized the need for more community engagement before advancing.
• Downtown Subarea Plan Update: Staff (Tara Johnson, Jonathan Winslow) outlined required changes to align with PSRC criteria, including new policies on affordable commercial space (SDT23), affordable housing (SDT29), net zero development (SDT17), and equitable parks access (DT119). Commissioners questioned the scope, suggesting incentives over mandates and asked for data on existing affordable commercial space. Staff noted council limited changes to those required by PSRC.
