The Benicia Zoning Administrator Hearing convened on April 7, 2026, at 9:30 AM to consider a single public hearing item: a parcel map application to split a 0.57‑acre parcel at 1112 East Sixth Street into two lots. The hearing was continued to April 28, 2026, because the required parcel map was not included in the agenda packet, preventing the Zoning Administrator from taking action.
I'm calling the meeting of the Benicia Zoning Administrator to order at 9 30 a.m. Today is April 7th. And I am the zoning administrator, Suzanne Thorson. I'm going to review the agenda briefly. We have one public hearing today, which is a parcel map application. And we will get to that in just a moment. First, let me go over the fundamental rights of the public. The fundamental rights of each member of the public can be found in the municipal code posted on the city's website per section 4.04.030 of the City of Benesha Open Government Ordinance. Now we'll move into our public hearing. This is item 4A, a parcel map application to create two parcels and a determination that the project is exempt from the California Environmental Quality Act. Does staff have a presentation on this item? Yes, Madam Zoning Administrator. And good morning again, Madam Zoning Administrator, dedicated staff and members of the public. My name is Vivian Taganan, and I'm the associate planner in the development services department. The item before you this morning is the 1112 East 6th Street parcel map for the proposed lot split at this location. The project is categorically exempt from California Environmental Quality Act pursuant to 15301 existing facilities and 15315 minor land divisions, which apply to projects involving minor alterations of land with negligible or no expansion of use, as well as the division of property zone for residential use into four or fewer parcels when the division is in conformance with the general plan and zoning, respectively. The proposed parcel map would authorize a lot split and would not result in an expansion of the existing structures or significant alteration of the land use. Here's a picture of the project location. Again, 1112 East 6th Street. The zoning is medium density residential with a general plan designation of high density residential. The parcel map is for a proposed lot split. I will show a copy of the map on the next slide. Proposed parcel A contains approximately 0.251 acres with exist an existing eight-unit residential apartment building, and the proposed parcel B contains approximately 0.323 acres with two existing four-unit residential apartment buildings. And no development or change in use is being proposed for either property as mentioned. And again, here is a copy of the map for your viewing. Pursuant to BMC section 16.32.050 point D, the parcel map shall be approved or conditionally approved if the map conforms to all the requirements of the map act and is consistent with the general plan or any applicable specific plan and the provisions of this municipal code. The project has been reviewed for compliance with applicable general plan and zoning regulations, including Chapter 16.08 review of maps, Chapter 16.32 parcel maps, chapter 17.24 residential districts, chapter 17.74, off-street parking and loading regulations, chapter 17.98, non-conforming uses and structures. And lastly, general plan policy 2.14.2 to provide a variety of housing types affordable to a range of household incomes, including workforce housing, older adult housing, artist housing, and a mix of rental and owner occupied units. With regard to public noticing for this project, March 10th, 2026, there was a public hearing notice posted at the project location. On March 12, 2026, public hearing notices were mailed to 123 property owners within 500 feet of the project site, as well as posted at City Hall. No public comments have been received. And finally, as mentioned, uh, this project is categorically exempt from CEQA pursuant to a guideline section 15301 of existing facilities, again, which applies to projects involving minor alterations of land with negligible or no expansion of use. And the project is also categorically exempt from the CECWA guideline pursuant to section 15315 on minor land divisions, which applies to the division of property zone for residential use into four or fewer parcels when the division is in conformance with general plan and zoning. There are no environmental impacts generated by this project. The proposed parcel map would authorize a lot split and again would not result in an expansion of existing structures nor significant alteration to the land use. And with that, this clues my presentation for this morning. I'd be more than happy to answer any questions you may have, and the applicant and property owner are present in person and virtually respectively to provide any further clarification needed as well. Thank you. Thank you, Vivian. I just have a few questions. Are any of the buildings on this site architecturally or historically significant? No. Okay. To my understanding, the buildings are all non-conforming with respect to the number of parking spaces. It was not clear to me whether the parkings uh would be shared amongst all of the buildings, or if the parking would be allocated based on the new property lines.
