My

Speaker 3

2:18

name's Jason Hayde.

2:19

I'm here this evening to present the industrial guidelines update.

Unassigned speaker

2:23

So

Speaker 3

2:24

with that, I'll get uh started.

2:30

So just a bit of background as far as this effort goes.

2:33

Uh, this is part of a much larger effort known as the Port of Benicia Facilities and Infrastructure Modernization Plan.

2:40

The city was awarded a grant, uh, almost a million dollars uh back in um 2024 by uh the Metropolitan Transportation Commission and ABAG or the Association of Area governments.

2:55

Work started on this uh November of 2024, and the modernization plan includes eight specific tasks.

3:04

This task happens to be task five of that larger effort, and that is to update the uh modernize industrial design guidelines.

3:16

Just a bit of background on the the port plan itself.

3:19

It's intended to evaluate existing conditions and identify opportunities to address uh the aging peer infrastructure.

3:26

It's looking at things like um enhancing long-term resiliency, improving circulation, and transportation constraints, and lastly supporting a sustainable economic growth.

Unassigned speaker

3:39

A

Speaker 3

3:39

key part of it is also to establish a prioritized implementation strategy and funding approach to ensure that the recommended improvements are feasible and actionable.

3:49

And later on in this presentation, there's a link to the city's website with a lot of this background information and documents, um, all the work completed to date.

3:57

So I would really encourage you if you're interested to take a look at that and check it out.

4:01

Um, it's

Unassigned speaker

4:02

got

Speaker 3

4:02

a good accounting of the work that's been done thus far.

4:11

So, in terms of the industrial design guidelines, they were uh the current guidelines were adopted in 1989.

4:18

Um, you can see the cover sheet here looks like it was prepared on a typewriter, so they are quite dated and definitely in need of a refresh and update, so we're happy to be having the grant funding to do that as part of the project.

4:31

The guidelines now uh look at addressing things like site design, uh circulation, parking, loading, landscape design, fencing, screening, uh, exterior lighting, architectural design, and project approval.

Unassigned speaker

4:52

I'm

Speaker 3

4:52

gonna spend a little bit of time here just walking you through the update as it's envisioned at the moment.

Unassigned speaker

5:01

So

Speaker 3

5:02

the purpose of the improved and updated guidelines is to give uh professionals, designers a clear practical design direction for new development proposed on lands zoned for industrial use.

5:14

It's gonna look at a lot of the similar issues that are addressed now, but there's also some newer ones, such as uh building form materials, sustainability and resilient design as well, historic structures and neighborhoods, and a key part of this as you can probably guess by the project title and the whole part of this effort is looking at how these relate to the port and future industrial uses uh within that port area.

5:44

So the goal of the guidelines is to improve design, but still allow flexibility enough to allow professionals to make the appropriate design decisions for a specific site.

Benicia Planning Commission Meeting – August 13, 2026

The Benicia Planning Commission met on August 13, 2026, at 6:00 PM in the Benicia City Hall Council Chambers, 250 East L Street, Benicia, CA. The meeting was called to order at 6:01 PM and adjourned at 6:19 PM. The agenda included an informational Industrial Design Guidelines Update, adoption of the agenda, approval of the July 16, 2026 consent calendar minutes, and an annual Open Government Training discussion. No members of the public offered comments during the public comment periods.

Industrial Design Guidelines Update (Informational Presentation)

  • Development Services staff member Jason Hayde presented the Industrial Design Guidelines Update, part of the Port of Benicia Facilities and Infrastructure Modernization Plan. The city received a grant of almost $1 million in 2024 from the Metropolitan Transportation Commission (MTC) and ABAG; work began in November 2024. The modernization plan includes eight tasks, and updating the Industrial Design Guidelines is Task 5.
  • The current industrial design guidelines were adopted in 1989 and are considered dated. The update addresses site design, circulation, parking, loading, landscape design, fencing, screening, exterior lighting, architectural design, building form and materials, sustainability and resilient design, and historic structures and neighborhoods.
  • Staff emphasized that the guidelines aim to improve design while retaining flexibility for site-appropriate decisions, and are not intended to regulate land uses or the design review process, which remain governed by the zoning ordinance.
  • Public outreach for the draft included online posting, feedback from two businesses in the industrial/business park, input solicited through the Benicia Chamber of Commerce, and a June 24, 2026 meeting with one commenter and other stakeholders. The consultant is reviewing comments before finalizing the guidelines.
  • Next steps include a similar presentation to the Economic Development Board in September 2026 and City Council consideration in fall 2026.
  • Commissioner questions addressed whether the Planning Commission should issue a recommendation resolution. Staff replied that the City Council will ultimately adopt the updated guidelines, and the commission step could be considered before then. Staff also clarified that the larger port infrastructure plan is not planned to come before the Planning Commission, and that design-review decisions vary by project scope, with smaller projects handled at staff/director level and larger projects possibly reaching the Planning Commission. A commissioner asked about reducing repetitive designer revisions; staff said the guidelines are intended to give designers clear upfront expectations and reduce back-and-forth review.

Consent Calendar

  • The Planning Commission unanimously approved the consent calendar, which consisted of the draft minutes from the July 16, 2026 meeting. No items were removed.

Public Comments & Testimony

  • No public comments were made during the presentation, the general public comment period, or the Open Government Training discussion.
  • Staff reported receiving no written comments after 3:00 PM on the presentation or training items.

Open Government Training Discussion

  • The Commission conducted its annual review and discussion of open government laws and transparency requirements under the Brown Act and the Benicia Municipal Code. No action was required.
  • Commissioners were reminded to complete their training. Commissioner Bennett was welcomed to the Commission.

Key Outcomes

  • The meeting agenda was adopted by unanimous roll-call vote.
  • The consent calendar, including approval of the July 16, 2026 draft minutes, was approved unanimously.
  • The Industrial Design Guidelines Update was received as an informational item; no vote was taken.
  • The Open Government Training discussion required no action.
  • The meeting adjourned at 6:19 PM.
