This is a brief presentation of the community survey results and direction on a potential November 2024 arts and culture ballot measure.

As we have the um uh the poll consultant who's going to be presenting on that item.

Um, and uh after the conclusion of the presentation, we'll provide any direction.

Then we'll go to item one, the initiative petition creating a parcel tax for the purpose of funding repairs and improvements to street sidewalks and pedestrian paths, the fix the streets and sidewalks measure.

Then we'll go to item two, the safe streets measure.

Then I'd like to suggest we go to item eight, which is the um alternative ballot measure from councilmember Trega by large buildings fossil fuel emissions tax ballot initiative.

Then we go to item three, the initiative ordinance to adopt a special tax on natural gas consumption in buildings of 15,000 square feet or larger, and then we'll um proceed with the balance of the agenda.

But uh asking that we go to item five first, and then we also move item eight before item three, as that's obviously tangential to our discussion about the initiative uh measure on the fossil fuels tax.

Um, and so just to introduce real quickly, um, on June 14th, the council gave direction to proceed with a community survey regarding a potential arts and culture ballot measure.

And so this evening we have David Merman here who is going to um walk you through the results of that survey, and then afterwards we'll be seeking some direction from the council on next steps.

Uh we're talking here about the most recent community survey was conducted uh the last week of June.

Um, and as you know, we did an earlier survey uh a month previous, where we were looking at various other uh revenue measures that could potentially appear on the ballot.

This was a specific uh survey focused on the question of uh uh different possible measures that could fund uh arts in the and and supporting the arts organizations in the city uh through various different types of uh revenue measures.

Um and this is a as we have done uh traditionally and consistently in the city uh uh sorry of 500 likely voters from the voter file in the city of Berkeley, representative demographically and otherwise of that electorate, those who are likely to turn out and vote in November of 2024 and the uh margin of error on these numbers, plus or minus 4.4 percent for the totals.

So uh contextually, we uh did want to look just briefly at what some of the priorities were of the voters.

Um, and we've uh you know changed the options of this question a few times.

This this time we asked specifically uh which of these different issues that have been identified as important needs in the city of Berkeley, which one or two would be the highest priority for you personally?

Discussion Items

Item 5 – Arts & Culture Ballot Measure: Council received survey results from Lake Research Partners showing that none of the three tax options (parcel tax, transient occupancy tax, sales tax) reached the needed threshold (50% or 2/3). After discussion, council unanimously decided not to place an arts measure on the November 2024 ballot, but committed to working on a 2026 measure.
Items 1 & 2 – Street and Sidewalk Initiatives: Council placed both the "Fix the Streets & Sidewalks" parcel tax (lower cost) and the "SAFE STREETS" parcel tax (higher cost with safety features) on the November ballot. No council members designated to author arguments; proponents/opponents may file.
Item 4 – Indoor Air Quality Initiative: Council voted (8-0) to place the measure on the ballot and designated Mayor Arreguin and Vice Mayor Wengraf to write arguments in opposition. A slight text change (adding "new" to the ballot question) was adopted.
