The Billings City Council held a regular business meeting on July 27, 2026. The meeting began with the Pledge of Allegiance, a prayer from Councilmember Nicholson, roll call, and approval of the July 13, 2026 minutes. The council recognized a local youth golf champion and a retired undersheriff, heard public comment on the Citizen Police Advisory Board, approved consent agenda items with separations, held public hearings and adopted the Billings Heights and West Billings neighborhood plans, considered amendments to the Billings 2045 Land Use Plan, and voted to dissolve several advisory boards including the Citizen Police Advisory Board. The meeting concluded with public comment on non-agenda items and a council initiative.
City Council regular business meeting. Please join me in rising for the Pledge of Allegiance. Please remain standing for Councilmember Nicholson. I'm going to read a prayer for guidance that appears in the 1790 Episcopal Book of Common Prayer. This is not to be construed as an attempt to proselytize anybody or to say that we should be a Christian city. Or even that I'm particularly devout. But I think it's important. Oh God, by whom the meek are guided in judgment, and light rises up in darkness for the godly. Grant us in all our doubts and uncertainties the grace to ask what thou wouldest have us do, that the spirit of wisdom may save us from all false choices, and that in thy light we may see light, and in thy straight path may not stumble through Jesus Christ our Lord, all men. Thank you, Dr. Nicholson. Ms. Bowman, would you care to call the role? Yes, Mayor. Councilmember Shah. Nicholson. Present. Here. Thank you. Ray. Here. Kennedy. Here. Aspen Later. Lindley. Here. Boyette. O'Donnell. Mayor Nelson. I am present. We have minutes for July 13th, 2026. Mr. Boyette. Thank you, Mayor. I move that we approve the July 13th, 2026 minutes as read. Do we have second? Second. Mr. Nees. Any discussion regarding the minutes out of the motion? Seeing none, let's vote. All those in favor of accepting the minutes, please say aye. Aye. Aye. All those opposed? That's unanimous. Council Council Courtesies. CM Aspenlighter. All right. So I'm particularly excited about this one.
