The Bloomington Board of Zoning Appeals (BZA) met on June 26, 2026 (per meeting metadata; the raw transcript references "June 20th" – a date discrepancy is noted). The board approved the minutes from May 28, 2026, and considered three petitions: a variance for ten freestanding signs at the Novo Nordisk campus on South Patterson Drive, a variance for increased wall signage at Crumble Cookies on South College Mall Road, and a conditional use application for a duplex at 412 East Wiley Street. The first two petitions were approved unanimously; the third was continued to a future meeting.

The number three item of the agenda is petitions continued for July. And so we're gonna go straight to the petitions for this evening. This evening we have three petitions. We have ZR 2026-05-0020. 13 South Patterson Drive. We also have uh ZR 2026-05-002, uh, 1155 South College Mall Road. And we also have ZR 2026-05-0023, 412 East Wiley Street. Anything from the staff? Um, nothing from staff. All right, so let's get started. Uh I would uh may I have the report for ZR 2026 05-0020. 113 South Barrison Peterson Drive. Yes, um, this is a request as mentioned for the property at 1300 South Patterson Drive. Uh, the petitioners are coming forward tonight for a variance from sign standards uh to allow for the placement of 10 freestanding signs around the property for the use manufacturing light in a planned unit development. Um so this property is part of the Thompson PUD and is currently being utilized by Novo Nordisk for several uh manufacturing and production uh capabilities and uh is a is a very large property and as you can see on the site map here. One of the certainly unique characteristics is that it has frontage on several adjacent property uh street frontages. Um you have Strong Drive to the north, Allen Street to the or I'm sorry, Strong Drive to the west, Allen Street to the north, um Patterson Drive to the east, um, a portion of Hillside Drive encroaches onto the east side of the property as well, um, and then along Roger Street to the south. Um so the property has been developed with several manufacturing buildings that are very large that are located in the center of the site, um, and then you have several parking areas to the north, east uh that surround those buildings, and then a separate parking area uh was constructed a few years ago to the south of the buildings that is accessed from Roger Street. Um so with the use of the property as a production and manufacturing business, there is a variety of traffic that moves onto the site, um, both from employees as well as visitors, um, but also truck traffic from shipping and receiving and a lot of access points on those adjacent street frontages. Um as you can imagine, there are with the variety of traffic that is moving through the site, um the petitioners are trying to provide signage around the periphery and within the site itself to guide those traffic, um, both like I said for visitors as well as employees, and then um truck traffic that is moving um through the buildings as well. Um so the petitioners are requesting a variance from sign standards. Um the UDO allows for only a maximum of four freestanding signs for this property. Um so they are requesting a variance to allow for 10 freestanding signs kind of scattered around the periphery as well as along the interior. Um so on the map that you see here, as well as the same uh exhibit that was in the packet. You can see where those signs are located. Um there would be three signs located along Strong Drive, um, one located along the Allen Street entrance on the north, um, one located along the Patterson Drive frontage to the east, um, and then one uh along the hillside entrance, um, one along the parking area along Roger Street, and then three that are somewhat internal to the site to help guide traffic within the site as well. Um, so within the packet, um the petitioners have shown signage uh where that would be, as well as this the height and size of those signs. Um with this, uh, as I mentioned, there are several signs that are being shows shown throughout the site to help guide that traffic. Um the majority of the signage we do feel is certainly appropriate and helps guide the traffic through there. Um so the only change that we are recommending would be for um the sign that is along Rogers Street on the south side to be reduced in height from the seven feet six inches down to a six foot height, um, since this is very internal to the site. Um so with that, we did obviously have to make findings per the variance criteria that are required. Um per the findings that are in the staff report.
