Mayor Tim Bussey called the meeting to order at 5:00 PM on Monday, April 27, 2026. The council adopted the agenda 7-0 and proceeded through a full evening including proclamations, new employee introductions, the Bloomington Leadership Program recap, three public hearings, and organizational business items on charitable gambling, the 2026 property assessment, and charter commission recommendations.
Good evening, everyone, and welcome. I will call this meeting of the Bloomington City Council to order. Tonight is Monday, April 27th. Thanks to everybody who's joined us here in the council chambers, everybody watching online. We will start our meeting as we always do. If you're able, if you could please stand, remove any head covering and join me in the Pledge of Allegiance. I pledge allegiance to the flag of the United States of America. And to the Republic for which it stands. One nation under God. Individual with liberty and justice for all. Once again, thank you and uh welcome. Glad you're here on this rainy Monday night. First order of business council is we adopt our agenda. And we've got a uh a busy agenda tonight, but I think while it's a full one, I think we can get through it in reasonable time if we put our minds to it and get our work done. Under uh item two, our introductory items, we have three items. Uh item 2.1 is a proclamation for drinking water week 2026. Item 2.2 will be introduced to new Bloomington employees in a couple of different departments within the city. Item 2.3 is a recap of the Bloomington Leadership Program. And I see we've got a good group here from the Bloomington Leadership Program. Good to see everybody again. Thanks for being with us tonight. Item four is our uh the next item is item three, it's our consent business. Councilmember Loman has our consent agenda tonight. We have 16 items in the consent agenda. Item four is our hearings resolutions and ordinances, and we do have three public hearings this evening, council. Our first public hearing item 4.1 is related to an ordinance amending our earned sick and safe time ordinance. 4.2 uh is regarding a supplemental missing middle housing ordinance. And item 4.3, our final public hearing of the evening, an ordinance uh amending appendix A of the city code related to license permit and development application fees. Under item five, our organizational business, we do have three items that we'll be talking about tonight under our organizational business. Item 5.1 is a discussion regarding charitable gambling in the city of Bloomington. Item 5.2 will be getting a report from our city assessor, the 2026 assessment report. And item 5.3 is the acknowledgement and uh receipt of resolutions from the Charter Commission and to set up public hearings regarding some recommendations from the Charter Commission. We'll wrap up with our council policy and issue update, and hopefully, like I said, in a good crisp, efficient meeting. So council, uh are there any changes or additions to the agenda as stated? If not, I would move approval of the agenda as stated. So moved. Second. Motion and a second by Councilmember Dalessandro to adopt the uh agenda as stated. No further council discussion on this. All those in favor, please signify by saying aye. Aye. Opposed. Motion carries 7-0, and we have an agenda. And first up on that agenda is item 2.1. It's a proclamation, and I'm gonna head down to the podium. Well, that's what I said. Second year, oh, we haven't seen 50. They sent it that costs. This is our proclamation for drinking water week. Now I had three names on my agenda on my list here.
