The Bloomington City Council met on Monday, May 4, 2026, beginning with presentation of the colors and five proclamations (National Police Week, Respect for Law Week, Small Business Week, Asian American Native Hawaiian and Pacific Islander Heritage Month, and Building Safety Month). The meeting included a consent agenda, a public hearing on a privately initiated code amendment for tower standards, and organizational business items covering the Bloomington Center for the Arts strategic plan, senior programming and community health center pro forma, parking supply study, and on-street parking policy discussion. The council also heard public comments during the council policy and issues update.
Good evening, everyone, and welcome. Thank you all so very much for joining us here for tonight's city council meeting. I will call this council meeting to order. It is Monday, May 4th, 2026. We will begin, as we typically do, uh, with the presentation of the colors. Uh, and because it's respect for law week, we are going to turn it over to Bloomington's honor guard. So I'm going to turn it over to Deputy Chief Damon Bitney to call them in, and we'll we will please uh we will get this underway. Deputy Chief. For those that are able, please stand for the posting of the call. Officers, present arm. To the flag of the United States of America. And to the Republic for which it stands, one nation under God, indivisible with liberty and justice for all. It's always a nice way to start a meeting, especially this week, where we've got a couple of proclamations specifically related to our police department. Uh, it being National Police Officers Memorial Day and Respect for Law Week. So thank you so very much, and thank you for all of our uh men and women in blue who are joining us this evening. Great to see you all, thank you very much. And as I said, thanks for everybody being with us tonight, and thanks to everybody watching online. Council, our first order of business is to approve our agenda. And as I've uh talked about a little bit earlier, we've got a long agenda tonight. Under introductory items, uh, past the presentation of colors, we have five. Count them five proclamations. I think it's a new indoor record uh for proclamations here in Bloomington. The first one is a proclamation for National Police Week and Police Officers Memorial Day. We have a proclamation for respect for law week, proclamation for small business week, a proclamation for Asian American, Native Hawaiian, and Pacific Islander Heritage Month proclamation, and a proclamation for uh building building safety month, which is May of this year. Under our consent agenda, we have seven items. I believe Councilmember Nelson has our consent business tonight. We have seven items on our consent agenda. Hearings resolutions and ordinances, we have one public hearing this evening. Item 4.1 is a privately initiated city code amendment, this regarding tower standards updates. Under organizational business, we have uh four items. Uh item 5.1 is an update and a timeline set for our 2026 Bloomington Center for the Arts Strategic Plan and Operations Analysis. Item 5.2 is an update on our 50 plus programming and community health and wellness center pro forma. Item 5.3 is a study item on our parking supply, and item 5.4, a uh a discussion on on street parking overview and a potential policy changes there. We will then wrap up with our colossally council policy and issues update and adjourn this evening. And as I mentioned, council, this is it's a lengthy one, and I would ask the council to uh keep your your statements and your questions on point and uh limit yourself if at all possible in terms of the numbers of words you use this evening, and I would ask the same of staff. Just want to make sure that we can get through as much as we possibly can at a reasonable hour because we all know the timber wolves due start at 8 30, don't we? So council, are there any corrections or additions to this evening's agenda? If not, I would move approval of the agenda as stated. Motion by Councilmember Robertson and second by Councilmember Dalessandro to accept tonight's agenda as stated. No further council discussion on this. All those in favor, please signify by saying aye. Aye. Opposed. Motion carries 60. And on that point, I will note that uh councilmember uh Carter is not with us this evening, wasn't feeling well. So she's uh she's not decided not to come and spread whatever she has with the rest of us here at the council chambers. I am gonna head down to the podium council and work our way through our proclamations this evening. Our first proclamation this evening is for National Police Week and National Peace Officers Memorial Day. I'm happy that uh Deputy Chief Damon Bitney is here to join me, uh, and we'll be saying a few words in just a moment. Our proclamation for the City of Bloomington, National Police Week, May 10th through the 16th, National Peace Officers Memorial Day, May 15th.
