Consent Calendar

Discussion Items
- Spinnaker Road and Daniel Webster Lane – Public Road Layout and Acceptance: Tim Leiden from the town engineering department presented a petition for acceptance of two roads in the Cassidy Woods subdivision (35+ years old). All cross-section tests passed, though pavement condition may need betterment. The board voted unanimously to make a positive recommendation to the Select Board, with member Robinson recused.
- 317 Barlow's Landing Road – Site Plan Review 08-2024 (Wireless Telecommunications Facility): Attorney Francis Parisian (representing Vertex Towers LLC and Verizon Wireless) presented plans for a 120-foot monopole tower within a 35'x70' fenced compound. The project had received Cape Cod Commission approval as a Development of Regional Impact. Discussion included visual impact (balloon test photos), proximity to wetlands, a stockade fence requirement, public safety access for 911 dispatch, and concerns about the fall zone near a ballfield. A public commenter expressed concern about the ballfield and children's safety. Board member Catherine noted she reviewed the project and found visual impact acceptable but mentioned RF exposure concerns; she abstained from the final vote. The board approved the site plan with seven conditions including: marking wetland buffers, requiring an as-built plan, a Knox box, obtaining other permits (height variance from ZBA, Conservation Commission notice of intent), no trespassing sign, decommissioning surety, and providing reasonable access to Barnstable County 911 dispatch, Bourne fire, and police.
