Consent Calendar
- Minutes of February 26, 2026: Approved with a correction changing a member from present to excused. Vote: 7 yes, 1 abstention.
Discussion Items
- Definitive Subdivision Approval – 115 Redbrook Harbor Road (Map 51.2, Parcel 5): Applicant Zach Bazinski (Bracken Engineering) and counsel Chris Picaro presented a proposal to create a single-family lot by constructing a paper street cul-de-sac to meet the 125-foot frontage requirement. They requested a waiver from constructing the road. Discussion centered on whether the lot was grandfathered under historical zoning changes, with the applicant noting research is ongoing to determine if the lot meets nonconforming lot protections. Board members expressed concerns about setting a precedent for paper streets on public roads and suggested alternatives (e.g., seeking a frontage variance from the ZBA). The applicant requested a continuance to complete grandfathering research. The hearing was continued to April 23, 2026.
- Special Permit SP-1-2026 – 1 Harding Lane (Map 5.0, Parcel 45): Applicant Zach Bazinski (Bracken Engineering) requested approval to clear approximately 22,600 square feet of land to establish a building pad for a future single-family dwelling. The lot has extreme grade changes (from elevation 62 to 156). The proposal includes grading, boulder retaining walls, and erosion control. Board members discussed access easements, potential artifacts, and the need for tribal notification. The board approved the special permit unanimously with conditions: record the decision, notify tribes before construction, and submit a forest cover restoration plan before occupancy.
