So as you know, a couple years ago um the finance committee asked the select board to make the motions and essentially carry the verbal comments at town meeting.

The select board has done that for a number of years, or a number of town meetings, and um this is my opinion, and I know the select board members have opinions as well, but um at least from my perspective, it does seem like the checks and balances are because are we not checking and balancing each other.

Um the finance committees in the charter with a very important purpose, which is to make recommendations and guide town meeting.

Uh yeah, I guess it's because um I had taken some um classes regarding town meeting and procedures with the MMA after I was elected, and it it did become a concern that it was like a conflict of interest to have us um holding this role at town meeting.

Um, yeah, you know, this conversation came up as well during the time that we had um reviewed the charter.

And um it was it was a topic, and it was one that um I know for the China Review Committee.

We did not want to change any language in the charter.

Um there was some conflicts with respect to um how that procedure should go, and I know for the China Review Committee we wanted to keep it um such that you know the language and the statutory um responsibilities were intact, that mean that the finance committee is the fiscal watchdog.

Randall so this was the idea of the finance committee it was the finance committee came to the select board and the finance committee said that they wanted to follow the model that was used in YARMA um the select board didn't really well the majority of the select board did not really agree with that um but uh we had a discussion we had a meeting the finance committee went back to their committee and they had a discussion and they told the select board that they didn't want to make the motions and do the remote comments anymore they just wanted to give their recommendations because that's all that was required by the charter so it wasn't the select board did not initiate it it was initiated by the finance committee and the finance committee independently made their decision that that's the way they wanted to do it.

Yeah thank you and it's that is how I remember it well go ahead Peter do you have any comments I know we've already been saying some of it I really had enough to say I I don't know MJ is is right on the historical perspective of it and at the time when this request was being discussed I was the loan member that did that wanted uh the finance committee to keep on doing what they were doing so you know in my opinion we're undermining the main focus of the finance committee when we're making motions or we're making recommendations the finance committee over history has been official watchdog for the town and for open for town meeting and basically you know we're taking away with them the main function of what they do and so I feel that it's best that the finance committee return to make emotions and make a recommended and make an the first and strong recommendation and if it's important to the select board we can make secondary comments after the fact but I I mean the finance committee is is sole job is to protect the fiscal uh how for the town and then I think I remember as well as I said I'm fairly new on the select board at the time um I don't remember being opposed or or um for the decision I think as MJ said we you know it was brought to us by the finance committee we discussed it and we said we'll give it a try trying to be you know satisfy um the the need at the time but yeah I think for me again it's really about checks and balances and if the if it's more transparent then this should be done by the finance committee I agree I think you know it's been well said here and I guess we need to um hear from the finance committee um now so thank you everyone Amanda so I just want to clarify one point MJ so I recall that we as a finance committee were trying to have a discussion with the select board and that there was a reluctancy to have sort of a joint meeting or discussion about it so we eventually sort of took our vote and made the decision I don't want to go too far down into the past because I think you know we have a present topic that we're trying to decide just generally speaking I do want I do think it's really an administrative task and I don't think it necessarily exclusively should belong to the finance committee.

  • The Town Administrator opened by recounting that a couple of years ago the Finance Committee asked the Select Board to make motions and carry verbal comments at Town Meeting, and that the arrangement was beginning to feel like a closed system.
  • MJ (Select Board) clarified the history: the Finance Committee initiated the change, wanting to follow a model used in YARMA; the Select Board majority did not originally agree, but the Finance Committee decided to give recommendations only, viewing that as all the charter required. MJ also noted the Finance Committee report must be produced by a date certain for the warrant book, and that the Select Board lacks direct access to department heads, while the Finance Committee has open access to town books.
  • Jean (Select Board) cited MMA training that flagged a potential conflict of interest in the Select Board making motions and explaining articles. The Town Administrator confirmed all requests are accounted for—none were deleted—and deferred items will compete with free cash for FY28. Wayne also noted the Capital Outlay Committee prioritized 10 issues within available funding and flagged that deferred items (such as two police vehicles) will add pressure to future replacement cycles given the reduced financial outlook and uncertain free cash availability.
  • Sagamore Beach Ramp (Site 2) – Tim Land (Engineering) presented a request for CBA-funded improvements to the Cape Cod Bay access ramp, describing the site as one of the town's most climate-vulnerable locations. The project would rebuild the ramp with rigid pavement, bury it deeper to prevent undermining, and improve stormwater drainage. He cited 2018 nor'easters that caused five feet of sand loss and required repairs involving about 40 homes and 20 excavators, and noted contractor access agreements that indemnify the town.
  • MapGeo GIS Upgrade – The town proposes digitizing paper assessing maps for a forward-facing GIS: roughly 11,000 parcels and 50,000–75,000 line segments, with annual hosting/maintenance of about $1,000–$1,200.
  • Police Vehicle Replacement – The Police Chief requested $275,000 for three vehicles (two patrol Durangos at about $91,000 each and one Tahoe at $93,000). Procurement takes 3–4 months after the fiscal year begins, with upfitting taking an additional 6–7 months.
  • Police Records Management System – A $163,000 request to replace a system purchased in the 1990s that is at end of life. Annual service would rise from roughly $30,000 to $90,000, locked through FY31; other communities pay $100,000–$150,000. The vendor owns the current product, enabling 100% data migration.
  • Shore Road Bridge (Singing Bridge) Design – Matt Swiggy (DPW Director) requested $297,000, half of the original $594,000 design cost, offset with Chapter 90 funds. The bridge was built in 1939 and last repaired in 2012–2013; a full replacement would provide about 100 years of service versus about 10 more years with repairs.
  • Icewim Loader – Asa Mits (Operations Manager) requested $634,000 from retained earnings (net of a $155,000 trade-in) for a loader with about 10,000 hours; replacement is planned at roughly 12,000 hours.
  • Transfer Station – $13.516 million was requested to construct a consolidated transfer station on the 12-acre parcel, combining C&D, recycling, and MSW operations after landfill closure. This is the remainder of the feasibility-study estimate after $1.134 million in design funding was approved last fall; Weston & Sampson was retained for design and Palmer Associates serves as OPM.

FY27 Operating Budgets

  • Police Department – Most increases are contractual or step increases; the officers' contract expired June 30 and is in mediation, so figures may change once settled. Overtime was raised $52,500 (from a $580,000 budget against $600,000–$800,000 typical usage); differentials +$25,000; building and grounds +$7,000; IT/security +$8,000; emergency management +$10,000 (against a $14,000 need).
  • DPW – The operating budget totals $3,154,876, up $108,988 ($94,093 personnel, $14,895 supplies/services), mostly contractual; overtime lines carry a 7% increase; obsolete line items were eliminated or combined. The snow-and-ice budget remains $338,000 but will be exceeded this year; fuel is reduced by $50,000.
  • Facilities – Total budget of $907,917 (up $42,074). The function moved from general government into DPW, causing one-time apparent increases; includes a new facilities director position and lower community-building salaries after retirement.
  • Solid Waste / Recycling – Budget of $15,082,711.49, up $196,000 (1.3%). Leachate costs fell about $2 million due to a drought-driven $3.6 million drop in leachate production; about $5 million was returned to retained earnings. Hazardous waste +$15,000; electricity +$10,000; supplies reflect fleet growth. A future budget adjustment of approximately $100,000 for debt will be added.
  • Finance Department – $1,125,742, up 8.81% ($91,162); includes upgrading an administrative assistant to assistant town accountant (+$33,456). The increase will appear lower once FY26 unit A wages are finalized.
  • Town Administrator's Office – The assistant town administrator position was defunded for FY27 to balance the budget; the related $3,000 contractual reserve was removed; travel was reduced from $4,000 to $3,000.
  • IT Operating Budget – Internet +$5,000; cloud/subscription escalators, including Microsoft 365; a priority project for FY27 is an online mooring and slip renewal portal.
  • Shared Costs – Minor increases budgeted for electricity and natural gas; the Select Board terminated the ESCO monitoring-and-verification contract (a 15-year commitment), reducing the budget by $5,790. Health insurance rates increase 5% (town pays 75%, employees pay 25%); the health insurance trust fund will subsidize rates by at least $2 million. GLP-1 medications will be removed from plans as of July 1, 2026, and the governor removed GLP-1s from her state budget proposal; a GIC benchmark plan vote is anticipated in March. Health insurance is bargained through the Public Employee Committee coalition process, not under Chapter 150E. Barnstable County Retirement has not issued a final number; an increase is currently plugged into the budget.
  • Minimal-Change Operating Budgets – A memo listed budgets proposed with zero-dollar changes and those with minimal increases covering town meeting costs, town reports, postage, and contractual obligations.
