1:13

Um so

Unassigned speaker

1:16

uh

Speaker 1

1:17

I'm just gonna have an opening statement.

1:19

So before I begin, um I just want to just address something related to our meeting format this evening, this afternoon, actually.

1:28

I'm used to being here at night.

1:30

Um, you know, across the Commonwealth, these workshops are used when select boards need to focus time to work through complex issues.

1:40

Workshops are not meant to be public hearings or set aside for public comment sessions.

1:46

They're designated for board discussions, questions, and problem solvings, and they're meant to be without interruption.

1:54

Some um serious discussions need to be had here, and we really do need the time to um to speak with our partners here on these bridges project and and work ahead.

2:07

So in the past, I know we've allowed some comments just out of courtesy um during some of these discussions, and I obviously appreciate all the support, the engagement from our residents.

2:19

However, today um we are we're requiring, I just want uninterrupted time for the select board and Mass Dot to speak directly to one another and to listen.

2:30

So I also want to uh um emphasize that there, you know, has been no lack of opportunities for public comment um at this project as it evolves.

2:41

Um, you know, residents can always email the full select board with their thoughts, their recommendations and comments.

2:48

And Mass Dot has held numerous public hearings, public forums across the region.

2:52

Senator Fernandes recently hosted a meeting in in um in MASHB.

2:57

Um, and you know, we'll continue, and I'm sure MassDot will continue to be open to talk to people and as the engagements happen.

3:06

So um let's see, we held our own public, you know, hearing here actually just recently in June or July.

3:15

July it was, sorry.

3:16

And here we are tonight.

3:18

So there will be no opportunities for public comment today.

3:22

I really do want to strict to stick to the workshop um agenda and get through this and and do some listening.

3:30

So with that said, one may note that there'll be opportunity at regularly get

Speaker 3

3:34

yes select board meetings.

Speaker 1

3:35

Yes, thank you.

3:36

You can please we can add if you'd like to if you're vice chair.

Speaker 3

3:39

No, I just want to for the public you know that they'll have ample opportunity at a subsequent, because this is just you know, conversation, ongoing conversation, and it will be standard agenda item.

3:49

So there will be opportunity to to have some time to reflect, observe, and um formulate questions and comments at a subsequent select board meeting.

3:58

Right.

Speaker 1

4:00

Anyone else?

4:02

All right, so moving on.

4:04

So first we have our um discussion about town meeting article twelve to transfer 1025 scenic highway to the commonwealth.

4:13

Um I wanted to just explain why I felt it was necessary to have this select board have for the discussion on the land donation.

4:21

Previously, the board voted four in favor and um one none opposed with one abstention.

4:31

Um last week, the vote changed to three in favor and two opposed.

4:37

So when a vote shifts like that, especially with this major article, um that will be going before town meeting.

4:44

Um I believe it's important for us as a board to talk through whether any members have new concerns, new information, or anything they want to add before we move forward.

4:54

Um not revisiting or challenging anyone's vote.

5:01

Issues, risks, and responsibilities.

5:04

Town meeting will be looking to us for clarity on this.

5:07

And I want to be sure that we've had the opportunity to speak openly about the change in the vote.

5:13

And just so that our our you know partners that in the Commonwealth also know what we're doing.

Bourne Select Board Workshop – Land Transfer, Bridge Updates, and Agreement – October 5, 2026

The Bourne Select Board held a workshop on October 5, 2026, at 4:00 PM (EDT) to discuss several key items related to the Cape Cod Bridges Program, including a land transfer to MassDOT, updates on bridge procurement and funding, Keith Field improvements, and the framework for a formal agreement between the town and MassDOT. The meeting was conducted as a workshop with no public comment period, as stated by the chair.

Discussion Items

  • Town Meeting Article 12 – Transfer of 1025 Scenic Highway to MassDOT: The board discussed the proposed donation of a 0.9-acre landlocked parcel assessed at $51,900 to MassDOT for the construction of the Route 6 eastbound on-ramp, bicycle/pedestrian paths, and landscaping. Members expressed varying positions:

    • Peter (in favor) noted the land is landlocked and of limited municipal use, and that failure to donate would force MassDOT to use eminent domain, delaying the project. He also raised the Bourne Rail Trail as a possible mitigation, though MassDOT reiterated that the rail trail is not part of the bridge program.
    • MJ (opposed) cited lack of concrete information on Keith Field parking and traffic mitigation, and concerns about the town not receiving fair compensation given the state’s large land holdings in Bourne. She favored transferring the land but under terms and conditions to be negotiated.
    • Anne Marie (in favor) emphasized the public benefits of the project (bike paths, reforestation, landscaping) and stated the land’s value is far exceeded by what the town gains. She trusted MassDOT’s commitments based on past cooperation.
    • Gene (originally opposed, changed to yes after discussion) cited the need to start on a positive collaborative footing with MassDOT.
    • The chair (in favor) argued that the land is landlocked and that the town already donates property for beneficial projects (e.g., police department).
    • MassDOT representative Louisa assured the board that the land is essential for the project, and that if not donated, MassDOT would pursue eminent domain with compensation, but that would delay the project and affect reciprocal goodwill.
  • MassDOT Attendance at Town Meeting: The board discussed whether to invite MassDOT to the upcoming special town meeting to answer questions on Article 12. Opinions were mixed: Peter favored having MassDOT present to address resident questions; others (Anne Marie, Gene, MJ, chair) felt the select board could handle questions and that MassDOT attendance might broaden the discussion beyond the article’s scope. The board decided to leave it to MassDOT’s discretion whether to attend.

  • MassDOT Updates on Bridge Projects: Louisa provided an update on the Cape Cod Bridges Program:

    • Sagamore Bridge: Environmental permits (MEPA, NEPA) completed; final permits in hand, including from Bourne Conservation Commission. Funding is secured: $956 million from a federal Bridge Investment Program (BIP) grant authorized for construction, plus $371 million from a Mega grant expected soon, combined with $700 million from the Commonwealth and $350 million from the U.S. Army Corps of Engineers. The Request for Proposals (RFP) was issued September 24, 2026, to three design-build teams. Procurement will take about eight months, with a contractor selection expected in July 2027 and construction start in late 2027.
    • Bourne Bridge: A BIP grant application for over $1 billion was submitted in August 2025; the application received high ratings in two categories and medium in readiness, with additional information provided. The grant remains under federal review.
    • Round Hill Neighborhood: MassDOT has acquired and boarded up several homes. Demolition is planned after hazardous materials assessment. A formal meeting with remaining neighbors was held on September 28, 2026, addressing concerns about noise, dust, and access. A dedicated email (Sagamore.info.roundhill@massdot.com) was set up for resident updates.
    • Traffic Management: MassDOT committed to regular communication with the town, including monthly meetings during construction, and to notifying navigation apps of traffic shifts. A safe detour route along Scenic Highway is being designed in response to conservation commission feedback.
  • Keith Field Improvements: MassDOT discussed plans for the shared-use path and parking at Keith Field. The original plan to create parking across Sandwich Road was abandoned due to safety concerns. Instead, MassDOT is exploring on-street parking along Sandwich Road with appropriate buffers. The section 4F (de minimis) determination will be revisited. MassDOT is also working with the Recreation Committee and addressing property ownership issues (town, private, easements). A follow-up workshop is scheduled for November 10, 2026, at 5:30 PM (likely as a special meeting to allow public comment) to discuss Keith Field in detail.

  • Formal Agreement (MOU) Framework: The board discussed the need for a written agreement memorializing mutual commitments between the town and MassDOT. Members agreed that the document should be binding and enforceable, covering topics such as land transfer, traffic management, Keith Field, and communication protocols. The board decided not to vote on directing town counsel at this workshop, preferring to first hold a public discussion at a regular select board meeting where public comment would be allowed. The chair suggested that the two legal counsels (town and MassDOT) should draft a document for public review. No vote was taken on this item.

Key Outcomes

  • Land Transfer Vote: The board voted 4-1 to reaffirm support for Article 12 (transfer of 1025 Scenic Highway to MassDOT). The roll call: Anne Marie (yes), Gene (yes), Peter (yes), MJ (no), and the chair (yes). The motion passed, and the article will go to the special town meeting.
  • MassDOT Attendance: No formal vote; board consensus to let MassDOT decide if they wish to attend town meeting.
  • Keith Field Workshop: Scheduled for November 10, 2026, at 5:30 PM. The meeting will be a special meeting (not a workshop) to allow public comment.
  • Formal Agreement Process: The board will place the MOU discussion on a future regular select board agenda, with public comment allowed, before directing town counsel to negotiate with MassDOT's counsel.
