Gary, describe um describe this, but is the FCA golf tournament um that's coming.

0:06

Sorry, let me find my place here.

0:08

Do we do the initial on this one the last meeting?

0:10

Do what?

0:11

We do like an addition initial new business presentation in our last meeting.

0:15

Is this the same one?

0:16

No, this is a different one.

0:17

So that one was the American Junior Golf Association, and this is actually a women's championship.

0:21

Okay.

0:22

So this is a completely different golf tournament.

0:25

Um this is going to be held in May, where the one last meeting was is going to be in August.

0:30

So this one is going to be within this fiscal year as far as funds go.

0:33

Okay.

0:34

Um, and then it's also going to be at Indian Springs.

0:40

What's the date on this one?

0:41

So this one is May 13th through 15th.

0:44

I only scanned it because I thought it was the same one.

0:46

Oh no, sorry.

0:47

Yeah, this one is May uh 13th through 15th, and hotel nights anticipated are three to five hundred three hundred to three hundred and fifty.

0:55

Um, and they're just asking for the straight hotel rebate.

0:58

So Gary, can you hear me?

1:03

Yes, I can.

1:04

Okay, we can hear you as well.

1:06

So I will just let you go ahead and just give kind of an overview of the event and um open up for questions after.

1:13

Yeah, great, thank you.

1:14

Appreciate the opportunity to present today.

1:16

Sorry, I couldn't be there in person.

1:17

I just uh didn't know the dates until late notice, but uh happy to be here.

1:22

Um first of all, Gary D.

1:24

Serrano with KG Sports.

1:26

We're the sports marketing company that manages two professional tours.

1:30

One actually played in Broken Arrow for several years.

1:34

It was called the All Pro Tour, it was a men's tour.

1:37

And now we have a partnership with the LPGA and Onika Sorinstam, and we manage a female professional tour called the Onica Women's All Pro Tour.

1:48

Um we have an event coming to Broken Arrow as was was mentioned, and played at Indian Springs May 13 through 15.

1:58

Um we anticipate 132 women from 20 countries to come to Broken Arrow and requesting $15,000 in support for the event.

2:09

Um I believe each of you may have this executive summary that I presented, and I just was gonna kind of go through that a little bit and then open it up to questions.

2:18

Um just to tell you a little bit about what who the Onica Women's All Pro Tour is.

2:24

We are a developmental tour for the LPGA Tour.

2:27

We're an official partner with the LPGA and post-collegiate Gregs.

2:32

We'll play the Onica Tour and then matriculate up to the LPJ tour.

2:36

Uh the young lady on the front cover that you may see is Grace Kim.

2:41

She was a major winner this year.

2:43

She won twice as an 18-year-old Australian amateur on the Onica Tour several years back, and now since she's turned 20 years old, she's now a major winner on the on the LPG tour.

2:55

So we're real proud of Grace, her accomplishments, and a lot of the young ladies who played us.

3:00

Um a little bit of history of the tour.

3:02

We've been around since 2019.

3:04

Like I said, we're an official partner with the LPGA Tour is their official developmental tour.

3:10

Um, and each of our events provides around a half million dollars in economic impact, and that's actual money spent by the ladies and their families, and we just use a conservative four times conversion rate.

3:24

Um I don't have this in the presentation, but our major sponsors for the tour are Callaway Golf, Rolex, Southern Company, Track Man, and several other uh golf endemics.

3:37

Um a lot of folks ask.

3:39

Onica, Onica's probably the best women's golfer in the history of the game.

3:45

Um she has her name on the tour, and we have a partnership through Annika and her foundation, and her goal is to provide an avenue and an opportunity for the next generation of LPJ stars, just like she had when she was a young girl, and uh she provides not only uh support with her time, but she also provides support financially through her foundation.

4:08

Um the Onica Tour is very similar to a week on any LPGA PJ event, which is you have five or six days of uh of the tour being in town.

4:22

Monday are practice rounds, Tuesday are generally pro-am days, special parties, um media day on Monday, and then Wednesday through Saturday is generally the tournament.

4:33

I believe in Broken Arrow we have agreed with the golf course to finish on a Friday this year because they had a conflict on Saturday.

4:40

Uh again, the dates of the tournament are May 11th through the 16th.

4:44

Um we do anticipate 300 plus room nights, as I mentioned, we we estimate the economic impact of the athletes and their families to be a little bit over a half million dollars.

5:00

The event budget is around 125, which includes the following: a purse for the professionals, obviously the host facility fees, uh tour license fee, marketing for the event itself, and then our request for the 15,000 from the CVB, which is about 12% of the budget.

5:19

And lastly, I just want to recognize some of the other communities that we do host events.

5:24

This year we have 13 events, including two in Louisiana, one in Mississippi, two in Texas, uh one in Oklahoma, the Broken Arrow event, St.

5:33

Louis, Missouri, Peori, Illinois, Michigan, Arkansas, Wisconsin, Colorado, and Kansas.

5:41

So with that, I would like to open it up to questions.

5:44

Hopefully, I can answer some questions for you.

5:50

I will just add one thing.

5:52

Um so they we chose the um 15,000 just based on an estimated of 350.

5:58

We did kind of the highest number that they would expect, so that it would be up to 15,000.

6:03

So if there's only 300, it would be less than that, but it's if it's any more, then we've only pre-approved the fit up to 15,000.

6:10

So we know what our maximum support would be.

6:12

Um, but that's a good estimate of what they will have.

6:15

And then also this will be within fiscal year 26 budget, and right now we have unencumbered 36,500 left before this.

6:24

So if this were to be approved, then we would it would be about 21,000 left in fiscal year 26 left for grant hotel rebate grant funding.

6:34

Did we know their historical pickup from the last event they hosted here?

6:39

I don't I do not have that.

6:42

Okay.

6:44

I think off the top of my head, the the men's the last men's event we had there was two years ago, maybe maybe three, and I think we were in the 450 450 room nights.

6:58

But you have not had this women's event here before, correct?

7:01

Uh this will be the third year, but we've not really um requested any any funding.

7:07

The LPGA has really increased their ask for our local events, so that's why we're requesting it this year.

7:14

As far as the room rates, I mean we didn't take an analysis last year on the female uh the women's version of this, and last year's field was 110, uh, but this year we're expecting over 132.

7:31

That's a really busy weekend already.

7:34

And that's just strictly the professional athletes that doesn't include their families, families and caddies and whatnot.

7:46

Uh I'll make a motion to approve the uh FCA women's championship hotel rebate not to exceed 15,000 based on the room nights at 500 for 12 hotel room nights.

8:04

I'll second it.

8:10

Dean?

8:11

Yes.

8:12

Yarty?

8:13

Yes.

8:13

Bowie?

8:14

Yes.

8:15

Hagan?

8:16

Yes.

8:17

Muskrat?

8:17

Yes.

8:18

Lop?

8:19

Yes.

8:19

Swanson.

8:20

Yes.

8:25

All right, thank you, Gary.

8:27

Approved.

8:28

So we'll talk to you again here in a little bit.

8:31

We'll we'll talk about what else you need from us.

8:34

No problem.

8:35

Thank you for your time.

8:36

Thank you.

8:36

Have a good day.

8:37

You too.

8:37

Thank you.

8:41

All right.

8:43

Now to uh action item A 25-1587.

8:49

Consideration discussion of possible approval for the second annual pretty good at drinking beer and barbecue sponsorship.

8:58

And the amount of the rebate of $5,000.

9:09

Hi everybody, and thanks for having us on your agenda today.

9:13

So we did hold a successful event, our second annual, as you said, pretty good at drinking beer barbecue.

9:19

It's primarily on barbecue beer, just happens to be in the name.

9:22

But uh that was held September 26th, Friday, and Saturday, the 27th at Central Park, and we did have some of the event activity in the building as well.

9:33

That was a great place to hold an event that we expect to grow.

9:39

Uh we were our attendance this year was 735, um, and that grew from about 250 the year before.

9:47

Now, a year before we had this held in the Broken Arrow Brewery parking lot.

9:52

So that was we we we knew we were needed to step away from that quickly because we were pressing the fences there with the booths and participation.

10:02

So we did grow it and we had 30 professional teams from I think seven different states attend.

10:11

This is a group that goes from event to event to receive points to go to nationals and compete at that level and I correct that we had from five states.

10:43

And they the participants who had tickets as you know probably already got to vote vote on their favorite foods and that went well we also had 15 vendors.

10:57

Now that weekend uh we we knew going into it it was going to be a little struggle and we realized how much it was as we approached it is uh that was the Tulsa State fair time that was the the time frame that allowed us to have the event so we had to live with it for last year but uh that kept not only somewhat the attendance but also uh reduced our vendor participation because they a lot of were choosing food vendors and other vendors to to uh go to the fair as they had previously done um we also had live entertainment uh we had a stage that ran all day Saturday we had four music groups and performers that day we had very good music including our headliner was the bisons who uh perform often at Keynes and around the Tulsa area in our growing group um there was uh very good uh music selection this year we also included the uh and hosted the soldiers wish um foundation with mayor wempey and we also participated in a grant for a soldier um in part of that it was a great uh great uh exposure for broken arrow support of the make a wish and and uh our um our soldiers we uh included a uh and and conducted a food drive for the broken arrow neighbors so we we we do like and and a lot of us that are involved in this uh are involved in these different uh groups as well so we make that a part of this event as far as hotels uh we this again was a Friday Saturday we managed to have 10 uh hotel rooms for that one to two night stay um out of this smaller group that uh had been 42 teams I think the year before um again that date also landed on a couple other competing events for the same organization so we're looking at dates in October that uh stay away from the fair primarily and uh and things like that for this coming year also and don't compete with other um barbecue uh sanctioned events and try to make that cleaner um we do plan on having this event again this next year as I've I've alluded to we have had a a meeting our our team had a meeting in October and kind of the lessons learned and and some brainstorming on how do we improve this what do we need to do and we've we we feel like it was very successful across what we presented and and offered and there's not major changes in that just maybe an expansion and a better date so um open the floor up to questions so I got a few things for you so since you did your requests we have reorganized how we allocate our funding so now we kind of have a tiered structure on how we're gonna essentially be good stewards of the city's money on how we take care of this thing and it's primarily wrapped around for our community events which is what yours falls under it's it's based on your attendance so for example a signature event which would be shamrock the rows or rooster days or something like that.

14:30

This is like not including city services if you chose to go that route would get $7500 a regional events which would be like a more like a Scott Fest type thing gets five thousand a community event which is one thousand to four thousand people gets 2500 and an emerging event which is what yours would be classified under gets 300 to 399 attendees gets 1,000 dollars.

15:02

Um so I just wanted to kind of be upfront with you like that.

15:06

We kind of looked at it from several angles on how we could get you some more money for it and justify the cost of that with the attendance made, but like you heard um, you know, the uh the the golf tournament, which is asking for 15,000, right?

15:22

It's three times as much, but they're bringing in 500,000 of economic impact.

15:26

Right, you know what I mean?

15:27

So we can kind of just make it cost like that.

15:29

Yeah, so but at only 10 room nights, I would probably recommend that we uh I want to get you your thousand back, but we can't really do I mean in my opinion.

15:38

This is a board as a collaborative thing, but uh in my opinion we can't do $5,000 for that, right?

15:43

I left off the fact that once we added the stage and all that, we were looking at sponsors and had a had a number that were interested, but last year was very tied across everything else I saw right from a sponsorship.

15:53

So it's also specific in our bylaws that we cannot be your sole, like your main but I would recommend that we approve uh funding in the amount of a thousand dollars and reimbursement for you for your event.

16:07

And I'll second thank you guys.

16:15

Thank you.

16:15

Uh okay, here we go.

16:19

Dean.

16:20

Yes.

16:21

Yardie.

16:22

Yes.

16:22

Bowie.

16:23

Yes.

16:24

Hagan.

16:25

Yes.

16:25

Muskrat, yes.

16:26

Lot.

16:27

Yes.

16:28

Swanson.

16:29

Yes.

16:35

Action item B 26-159 consideration discussion, possible approval of meeting minutes from December 9th, 2025.

16:45

Visit Broken Arrow meeting.

16:50

I'll make a motion to approve.

16:52

I'll second it.

16:57

Dean?

16:58

Yes.

16:59

Yardie?

17:00

Yes.

17:00

Bowie?

17:01

Yes.

17:02

Hagan?

17:02

Yes.

17:03

Muskrat?

17:03

Yes.

17:04

Yes.

17:05

Swanson.

17:06

Yes.

17:10

Okay.

17:12

Opportunity for board members uh to address visit broken error on general topics related to the city.

17:19

I didn't mean to commandeer that whole thing.

17:20

I just didn't think it was appropriate to give them five thousand dollars.

17:23

So sorry.

17:24

Sorry.

17:24

I thought you did a good job.

17:26

Yeah.

17:27

I agree.

17:29

High fives.

17:30

Yeah.

17:36

Anybody have anything?

17:37

No, right.

17:38

Okay.

17:39

Tourism director report.

17:42

Okay.

17:43

Thank you for uh being patient with the agenda all messed up this time.

17:47

They were just out of order, but thank you.

17:49

Um so this I have the you have a copy of the report here.

17:53

I'll just kind of go through it really quickly.

17:54

So um significant spending in November.

17:57

Actually that should say no December, was um pretty much the 1775 for the US travel association membership.

18:05

And then I did put on there what I mentioned earlier, just so that we know our remaining grant funding for fiscal year 26 is 36,500.

18:13

That is not include a film incentive, but so for next time I will obviously take out the anticipated 15,000 for the golf tournament and we'll kind of watch that dwindle down.

18:21

I'm gonna also add for the next one fiscal year 27, because we've already had requests for fiscal year 27.

18:27

I think I know of two more already they were getting for 27, and I feel like our funding for 27 is gonna be gone a lot sooner.

18:36

Um so that's a good thing.

18:38

Uh and then remaining film incentive funding is 23,827.

18:42

We still have that pending live like that film.

18:44

We haven't they haven't come back yet.

18:46

I think they're not gonna spend as much as they thought they were.

18:48

So we'll see what that ends up being, and then we'll adjust that amount remaining from there.

18:52

Does the film incentive refresh every year?

18:55

Well, we started out as a pilot program and we took money from reserves.

19:00

Um, but I've kind of worked our budgets um, we're starting budget conversations, and I've been able to kind of move some money around to where we're gonna be able to have that again if that's what we decide.

19:11

So it should be we'll remain having the hundred thousand dollars for a film incentive and then keep the same for hotel and other grant funding.

19:19

Kind of be in one.

19:20

So I've been able to just kind of move some money.

19:23

We always have like a little extra in marketing dollars and here and there.

19:26

We had some set aside for like conferences that just in case they come up.

19:30

Um and so this is I mean, I've been able to do that, so that's my plan is us to be able to continue the film incentive on the next budget.

19:39

So we've had some other inquiries.

19:41

I think um there's projects coming up in the summer, so everybody's just kind of getting their budgets together and like what could we potentially ask for?

19:48

So we're anticipating hearing any time now for some a couple other films that have asked about the incentive.

19:55

So see what happens.

20:06

Um in December up a little bit from last year, December, and then I guess fiscal year to date is still up about 20 some thousand dollars from last this time last year.

20:19

So far, since July 1st, we've been up in our hotel tax collection every month.

20:24

So I'm every month I'm looking and hoping that we maintain that.

20:28

Um so we'll see.

20:30

Um general tourism activity.

20:32

I uh we held the hotel years meeting last week, and it was great.

20:36

We went to the PAC and everybody got to tour that um and we just kind of updated them on the strategic plan and went through some of the conferences that we're gonna be seeing.

20:46

We have Aaron and I have a whole list of conferences that are going to be that we already know of that are coming into town.

20:52

Um we have a Tibetan Spaniel conference, we have a Bloodhound conference.

20:57

I don't know how all these pet conferences are happening.

21:00

Uh we have the um Mocha, which is Missouri, Oklahoma, Kansas, Arkansas.

21:07

Umference for the blind will be coming.

21:12

We have um the Grange, which we'll hear about.

21:17

There's just already several tournaments or um, well, tournaments and conferences coming, so we'll keep you guys up to date with that.

21:24

And then we are hosting, speaking of the hotel years, we are kind of co-hosting a class with the PD, and it's called Crime Prevention and Overnight Lodging.

21:34

We had a lot of interest in that from the hotel year.

21:36

So that's gonna be at Hilton Garden Inn on January 28th, and it's just kind of um Officer Peel will be there.

21:43

He's the one that kind of um spearheaded the safe hotels program.

21:46

So we will um he's just gonna be talking about giving them some like tips and tricks for safety and crime prevention and um for overnights.

21:56

Uh as you can see, occupancy rates, uh, these are November numbers, so November last year versus this year is up quite a bit.

22:03

Um actually, all those numbers are up again.

22:06

So good news for hotels.

22:10

And that is all I have for right now, unless there's any questions.

22:19

Motion to adjourn.

22:24

Thank you.

22:26

Dean?

22:27

Yes.

22:28

Yes, Bowie?

22:29

Yes, Hagan?

22:30

Yes, Muscrat?

22:31

Yes.

22:32

Locke?

22:32

Yes, Swanson.

22:34

Yes.

22:36

I forgot to mention you all.

Summary of Proceedings

Broken Arrow CVB Meeting Summary - January 13, 2026

The Broken Arrow Convention & Visitors Bureau board convened on January 13, 2026, to review funding requests for upcoming community events and approve the previous meeting minutes. The session featured presentations on an upcoming women's golf championship and the second annual barbecue festival, alongside a tourism director's report on fiscal year 2026 spending and future projections.

Consent Calendar

  • Approval of meeting minutes from December 9, 2025.

Public Comments & Testimony

  • Gary Serrano (KG Sports): Presented as the project sponsor for the Onica Women's All Pro Tour, stating the event involves 132 professional athletes from 20 countries, expects an economic impact of over $500,000, and requests a hotel rebate not to exceed $15,000 based on an anticipated 300-350 room nights. He expressed that the request is approximately 12% of the total $125,000 event budget.
  • Event Organizer (Barbecue Tournament): Presented regarding the "Pretty Good at Drinking Beer and Barbecue" event, noting 735 attendees and 10 hotel nights. They expressed hope for funding but acknowledged the need for a better date in October to avoid conflicting with the Tulsa State Fair and other events.

Discussion Items

  • Onica Women's All Pro Tour: The tourism staff noted that while the men's event two years prior had 450 room nights, this is the first year this specific women's event requests funding, with the LPGA increasing their ask. The staff confirmed the request falls within the FY26 budget, which has $36,500 in unencumbered funds before this approval.
  • Barbecue Tournament Funding: A board member expressed strong concern regarding the $5,000 request, citing a newly adopted tiered funding structure and low hotel occupancy (10 room nights). A board member stated they believe $5,000 is unjustifiable given the attendance and hotel numbers compared to larger events generating significant economic impact. The board member recommended reducing the award to $1,000 to align with the "emerging event" tier (300-399 attendees, $1,000 funding).

Key Outcomes

  • Approved: Motion to approve a hotel rebate for the Onica Women's All Pro Tour not to exceed $15,000 based on room nights up to 500 for a 5-night stay (Motion by unnamed, seconded; Vote: 7-0).
  • Approved: Motion to approve a funding payment of $1,000 (not the requested $5,000) for the "Pretty Good at Drinking Beer and Barbecue" event, with reimbursement for actual hotel costs covered by the board as a collaborative decision. (Motion seconded; Vote: 7-0). Note: A board member who opposed the higher amount clarified their position after the vote.
  • Approved: Motion to approve the Minutes from the December 9, 2025 meeting (Vote: 7-0).
  • Report: Tourism Director reported FY26 remaining grant funds of $36,500 (excluding the golf tournament request) and pending film incentive funds of $23,827. Upcoming conferences identified include Tibetan Spaniel and Bloodhound conferences.
  • Action: Motion to adjourn (Vote: 8-0, including the board member previously silent on the topic).

Meeting Transcript

Gary, describe um describe this, but is the FCA golf tournament um that's coming. Sorry, let me find my place here. Do we do the initial on this one the last meeting? Do what? We do like an addition initial new business presentation in our last meeting. Is this the same one? No, this is a different one. So that one was the American Junior Golf Association, and this is actually a women's championship. Okay. So this is a completely different golf tournament. Um this is going to be held in May, where the one last meeting was is going to be in August. So this one is going to be within this fiscal year as far as funds go. Okay. So Gary, can you hear me? Yes, I can. Okay, we can hear you as well. So I will just let you go ahead and just give kind of an overview of the event and um open up for questions after. Yeah, great, thank you. Appreciate the opportunity to present today. Sorry, I couldn't be there in person. I just uh didn't know the dates until late notice, but uh happy to be here. Um first of all, Gary D. Serrano with KG Sports. We're the sports marketing company that manages two professional tours. One actually played in Broken Arrow for several years. It was called the All Pro Tour, it was a men's tour. And now we have a partnership with the LPGA and Onika Sorinstam, and we manage a female professional tour called the Onica Women's All Pro Tour. Um we have an event coming to Broken Arrow as was was mentioned, and played at Indian Springs May 13 through 15. Um we anticipate 132 women from 20 countries to come to Broken Arrow and requesting $15,000 in support for the event. Um I believe each of you may have this executive summary that I presented, and I just was gonna kind of go through that a little bit and then open it up to questions. Um just to tell you a little bit about what who the Onica Women's All Pro Tour is. We are a developmental tour for the LPGA Tour. We're an official partner with the LPGA and post-collegiate Gregs. We'll play the Onica Tour and then matriculate up to the LPJ tour. Uh the young lady on the front cover that you may see is Grace Kim. She was a major winner this year. She won twice as an 18-year-old Australian amateur on the Onica Tour several years back, and now since she's turned 20 years old, she's now a major winner on the on the LPG tour. So we're real proud of Grace, her accomplishments, and a lot of the young ladies who played us. Um a little bit of history of the tour. We've been around since 2019. Like I said, we're an official partner with the LPGA Tour is their official developmental tour. Um, and each of our events provides around a half million dollars in economic impact, and that's actual money spent by the ladies and their families, and we just use a conservative four times conversion rate. Um I don't have this in the presentation, but our major sponsors for the tour are Callaway Golf, Rolex, Southern Company, Track Man, and several other uh golf endemics.
