1:07

Good evening, Madam Chair, Vice Chair, members of the board, and Jerome Anders Spurgeon.

1:11

My name is Turbo.

1:12

I'm the recycling arbitrary coordinator for the cycling department.

1:16

Is Tracy Skinner, the department's recycling inspector educator.

1:20

Tonight we're gonna present you the annual update for the department with some pilots who think uh you'll be very proud of this evening.

1:27

Do I have a click?

1:28

Oh wow.

1:29

You have control.

1:31

One thing we love to pride ourselves about is our commitment that we make to over 40,000 residents that we service every single week, and that is providing exceptional solid waste recycling and customer service services in a responsive, caring manner with emphasis on safety while leading for the professional attitude.

1:48

It shines through every member of our department and is our promise to uphold these values every week to our customers.

1:59

This past year we collected almost 39,000 tons of trash from uh over 5400 uh recycled materials.

2:06

To put that in perspective, that is uh 6,653 elephants of materials collected in 2025.

2:13

We continue to provide some exceptional service throughout our seasonal peaks, particularly in uh July and uh December.

2:20

As you can see up on the screen right now, we have some hard little comments that we have received from some of our residents that we wanted to include up on there.

2:27

And uh, we also use a lot of data we collect from our routes.

2:30

Uh we try to improve our efficiency and uh just continue to upon our services uh quite a bit more.

2:40

Oh, you got it.

2:41

Okay.

2:42

This past year, our department has seen a lot of team growth with the creation of five new positions focused on improving our customer service, team leadership, and safety protocols.

2:54

In the first two pictures, we can see our two new customer service clerks, Kate Watts and Laura Weber, who were added to better meet the needs of our growing customer base.

3:05

Next, we have our two new assistant managers, Ryan Fields and Delane O Barnett, uh, in conjunction with our pre-existing supervisor promoted to assistant manager, Scotty Williams.

3:17

This team works together to provide growth to our field staff through coaching sessions and they manage day-to-day operations to ensure that our residents get the gold star service that they deserve.

3:29

Finally, we have our new solid waste and recycling training and safety specialist, Carl Blank.

3:36

Try saying that five times really fast, who is added to implement new training programs and identify new safety goals for our department.

3:46

Next, we have our feet and equipment improvements.

3:50

We've had our department has had some major fleet and equipment improvements with the addition of 12 new assisted side loading vehicles for our both refuse and recycling services.

4:00

These trucks are designed to improve both route times and to protect protect our drivers from the harsh and unpredictable Oklahoma elements.

4:22

And that's on the left.

4:23

We've also added a brand new wrap to our recycling SUV, introducing our new recycling heroes.

4:31

Um this wrap was actually designed by one of our drivers.

4:35

So very creative.

4:37

Yeah, he did a great job.

4:40

And then next we have operations and processes.

4:43

Thanks to our incredible GIS team that has partnered with us, we were able to add a few new programs accessible to our residents and to be used by our team internally.

5:06

To date, we've received 2,075 requests.

5:10

That is a lot of bulk waste.

5:13

Yes.

5:14

Our digital landfill passes allow residents to receive their landfill passes straight to their email via a QR code.

5:22

Since its launch in November, 116 passes have been issued.

5:28

One project that we're very happy to see completed was our contamination dashboard, which is on the right-hand side.

5:36

So this dashboard allows us to easily track recycling contamination throughout the city and identify areas that produce a higher rate of contaminated carts.

5:47

This will enable us to tailor our education materials and target specific areas with and target specific areas with plans of reducing our overall contamination rate.

6:00

And it will help us identify our repeat offenders.

6:05

And last, my favorite community engagement.

6:08

Through our community engagement, we've had more than 7,000 one-on-one interactions with members of not only our community, but also surrounding communities as well.

6:19

Which this will not come as a surprise to you guys, but members of surrounding communities are really excited about what's happening in Broken Arrow.

6:26

They always tell us that at the events.

6:28

So with 33 outreach and education events, which include monthly farmers market presence, um monthly farmers market presence and other BA events.

6:40

And I think that's all I had.

6:44

And go to the next slide collection events.

6:46

And here's just a few of the pictures of our presence.

6:50

We got Mr.

6:50

Green there at a block party.

6:52

We have our crew that has came out and done touch-a-truck events with us.

6:57

Um this part to me has been a highlight of the job personally, is I love engaging with our community and working with our drivers and managers whenever they come out to events.

7:08

It really helps build a commodity between us, and we have proven success in getting the word out there in regards to recycling and contamination through these interactions.

7:19

Fantastic.

7:21

So this is my favorite part right here.

7:24

We have our two collection events.

7:25

So we have the city, the Trash Bash and Recycle Rally, which aims to provide a solution for disposal of hard recycle items like tires, medical sharps, medications, e-waste, and batteries.

7:36

Also at these events, we assist the community with some paper shredding services also.

7:40

And we have uh various litter cut, sorry, leader cleanups uh around the city that are volunteer-led that the volunteer groups get assigned an area or they choose an area to clean themselves.

7:51

And in 2025, we collected 29,331 pounds of hard recycle items that were diverted from the landfill.

7:59

Of those items, we saw an increase in paper shredding, medical sharps, and medication disposed of, and a steady amount of other material that we collect at these events.

8:08

We had 380 volunteers work together to clean over 3,000 pounds of litter from streams and rights aways.

8:15

That means from 2021, the inception of the event, to 2025, we had over 163,000 pounds of hard recycle material collected over nine events, and over 1,200 volunteers working together to clear over 18,000 pounds of litter from streams and right-a-ways.

8:33

And then this is my one opportunity to plug the next Trash Bash and Recycle Rally, which is April 11th.

8:41

April 11th, from uh 8 a.m.

8:44

to 12 p.m.

8:45

at 1700 West Detroit Street.

8:48

And right here, you can see some photos from the two events that we had this year.

8:54

And we have a few members of the community that come out, they love volunteering at our event.

8:58

We also have some other people up there that um are present, maybe in this room right now.

9:02

That uh they love to come out and show their support, so we're they're always welcome at our events, of course, and we just love to see their smiling faces there.

9:10

And uh some honorable mentions that we have tonight.

9:13

Uh we conducted a car audit where we uh had uh added uh 388 new charges from uh cards that were missing from our system that resulted in almost 35,000 of annual revenue being recovered.

9:26

We collected 357 pop-up signs, which resulted in 48 pounds of metal being recycled.

9:32

We had 351 deceased animal pickups that were collected by our crews from city streets.

9:38

And um, our department also had the adopt adopt mile program that was adopted by us with a giant revision of that program coming later this year.

9:46

Very excited for you guys to see that eventually.

9:49

Is that you picking up that deer?

9:50

Trevor.

9:51

Okay.

9:52

Yes.

9:53

Yes, Friday, whenever it is out.

9:56

So oh, that is me in that photo.

9:58

Yes, it was.

10:00

Yeah, so it was Friday when our crews are not running and um our car condition needed assistance, and um I was available to assist.

10:06

So I was I'm always uh available to assisting when they need so service, right?

10:10

Yeah, thanks, Jeff.

10:12

Good job, Trevor.

10:14

Some acknowledgements that I would like to make is to William Cade for 50 years of outstanding and accessual service to this city, Jasper Steele, who are retired after 42 years of dedicated service, and uh John Keith, Chris Anderson, and Jeffosaros for a dedicated 25 years.

10:31

We had our very own Michael Spurgeon being awarded recycling advocate of the year.

10:35

And um also like to give a thank you to everyone that attended community events to try to make an impact on our city, and um, even if it's simple as participating in our recycling program, Kirbside.

10:47

And um finally, I'd like to give you a big old thank you to uh our team you see up there and um our community.

10:54

Um we're proud to serve the residents of Broken Arrow every single day that we come in, even if it's on the weekend, you know, we're at events all the time, and we're just grateful to be out there serving our community, and we look forward to what we can provide the city within the year to come.

11:08

And um, thank you very much for your time tonight, and I hope to be standing here next year to relay what we did this year as well.

11:15

So thank you.

11:16

Thank you guys.

11:16

That was awesome.

11:17

Thanks for that.

11:20

That's real good.

11:22

I'll just like to jump in and add real quick.

11:24

So I did leadership broken arrow with Jerry back in 2023.

11:28

I've known Tracy for over 20 years.

11:31

Trevor, don't know you yet, buddy.

11:32

We'll have some lunch sometime.

11:34

But it's amazing what your team and what you've surrounded yourself with, and you can't say too many amazing things about what broken arrow does.

11:44

So thank you, Jerry, and congratulations on your appointment.

11:50

Well, I'll just say I also serve on the Met board on behalf of this council, and it is very nice.

11:56

Um, makes me very proud every month because we um are definitely the envy of other cities on um how how all of the programs run.

12:05

But it is because of your leadership, Jerry, that we do get those accolades.

12:09

So I wanted to thank you for that.

12:11

But it is it is pretty nice, especially when he uh when they redecorated or redid our Met Metropolitan Recycling um on Elm.

12:21

It it really was uh the envy of other cities.

12:25

So good job.

12:26

Yes.

12:28

All right, there's no general authority business remarks by governing body members members.

12:35

I do, madam chair.

12:36

Just one item.

12:37

Uh about a month ago, um, we had some folks here regarding the Spring Creek, and the council actually moved forward with the project.

12:45

And I wanted to let the council know as uh assistant city manager Kenny Swab has provided a couple of updates.

12:51

There is a meeting tomorrow between the residents of South Fork, the developer, and the city to talk about the drainage and stormwater issues, and so I wanted to report on behalf of Kenny and myself the fact that our team has worked really diligently to bring everyone together to find a work together cooperatively to find a solution.

13:09

So once I know more from Kenny, we'll get an update to the governing body.

13:13
