Broken Arrow Economic Development Authority Meeting Summary – March 24, 2026

- Economic Development Briefing Sheets – First Quarter 2026: Travis Stevens presented the first edition of summary briefing sheets for all active Economic Development Agreements (EDAs). He explained that the sheets were created by himself and Christy McLean to help staff and council quickly understand key terms, deadlines, obligations, and clawback provisions of the complex agreements. The briefing covered the following projects:
- Hackberry Market: Located south of the Creek Turnpike off Aspen. A TIFF district. Home Depot and Hobby Lobby are anchor tenants. Hobby Lobby must be open before Christmas 2026; Home Depot shortly after.
- Adams Creek: East of Lowe’s on Hillside Drive. Sales tax rebate TIFF. Project is ahead of its May 31, 2027 completion deadline. A restaurant (not yet named) is pending on one out parcel.
- Aspen Ridge: North of the Creek Turnpike off Aspen. Includes a Freddy’s (foundation poured), 168-unit apartment complex, a four-unit commercial building ready for occupancy, a car wash, and talks with three potential restaurants.
- Peat Development: Across Aspen to the west. McDonald’s (sign installed), Seven Brew (in development), and a credit union (foundation poured). The developer missed a June 30, 2025 deadline to secure a national full-service sit-down restaurant. Stevens noted the city could trigger a clawback, but indicated the city may allow more time for the developer to perform.
- Shops at Aspen Creek: East of the Warren Theater. Still in pre-development. The developer has several second-tier box retailers ready to lease, pending a large anchor tenant. Stevens reported the anchor tenant’s committee approval has been delayed multiple times, but the developer expects a decision this week.
- Tiger Crossing: Across from Broken Arrow High School. Seven pad sites for smaller businesses (donut shops, sandwich shops, insurance agents, office space). Dirt moving, no tenant announcements yet.
- Creek 51 Industrial Park: Three businesses operating; several lots sold. The EDC continues to steer industrial projects there, including Aero Forge.
- Council Questions & Comments: Council members expressed appreciation for the briefing sheets. One council member noted the tall McDonald’s sign near the turnpike and questioned whether it met city sign codes. The city manager confirmed the sign was reviewed and approved under the sign code due to its location near the turnpike.
- Mayor’s Announcement: The mayor noted that the city will bring back to council a proposal for Aero Forge entrance signage. The design was previously shared with council a couple of years ago, and the mayor wants to reconfirm support as basic infrastructure nears completion.

Make a motion to approve the consent agenda as it stands. Second. Roll call. I would I would like to make one comment. It's not it's then it's not relative in terms of your decision, but I wanted to mention on item number D, if I can, real quick. I was thinking about pulling that off, so I'm glad you're I'm glad you're saying that. Yeah. So just for uh the council or the authority, is that uh obviously in 2023 the the uh voters overwhelmingly approved the renewal of the uh franchise with PSO for electricity, and as a part of that, that included increasing the uh franchise fee by one percent to be dedicated for economic development. This one of the first applications that we had, and and the way the the process works is that any time there's requests that has to come before the council and or the authority, and so they requested some assistance with uh actually uh unexpected uh work that need to be done in in regards to the ONG line that's that's um underneath Elm Place, and so they requested the funding and then determined that it wasn't necessary, and so actually I wanted to be just clear, transparent is that actually what was approved now. Basically, we're just closing this out. So they didn't need the money after all. I read that twice. I'm like, they didn't need the money. Yeah, that was good. That was good. All right, item six is general authority business. Item A is consideration discussion of economic development briefing sheets for the first quarter, calendar 2026. Travis Stevens Council Parks, we need your vote on that consent agenda. I decided yes. Definitely got it. Hi, sir. Good evening, Chair, trustees, city manager, great to be before you tonight. My first economic update. So I'm I'm uh honored to have this opportunity and join this discussion with you guys and happy to answer any questions you may have. Like I said, this is our first update. I want to just kind of give you a little context on what we're calling these briefing sheets and how we got here. Uh Christy McLean from the TED team, she joined Ted. Actually, today was her six month anniversary. Um so kudos to her. I joined Ted about three weeks after her. And one of the things we quickly discovered as we were onboarding and acclimating uh to our new roles were these economic development agreements and how vast and complicated they were and pretty intimidating actually when you kind of start reading through them. And so as we tried to wrap our hands and heads around these things, um, I think and I'll give all the credit to Christy, she's done most of the legwork on these. We came up with the idea of of these summary sheets, and it was really to help us and and organize it to where we could quickly understand if we want to go back and find something, get through these amendments, and then at the previous council meeting, Justin Green's uh councillor green said, Hey, I'd like an economic update where where there are updates, and so we said, Hey, we've got these excellent briefing sheets we just put together for ourselves. We can share these with city council and and the trustees of beta as well. So uh keep in mind this is our prototype, our first run at these. So happy to take feedback, anything you feel needs to be added or included in these. More than welcome to incorporate these moving forward. So, just real quickly to go through the structure.
