Uh this PUD is currently or the land for this PUD is currently unplatted.

Um a rezoning case needs to be associated with this PUD request as it includes altering the underlying zoning.

For that reason, both staff and the applicant are requesting to table this item to a future planning commission meeting date to allow for a rezoning application to be submitted, uh which has been submitted.

Uh I believe that was yesterday or day before.

And new notices sent out to the public.

So based on the need for the rezoning case to be considered with this PUD request.

Yes, this is a public hearing consideration and possible action regarding PUD-002802.

Planned unit development, advanced alarm, uh 0.52 acres, industrial light located south of Houston Street and west of 9th Street.

PUD-002802-2.

2026 is a proposed plan unit development to alter setback lines on an industrial lot located at 809 East Jackson, place.

The applicant on behalf of the property and business owner, Advance Alarms, is proposing to develop a 2857 square foot structure as part of an expansion of their business.

The proposed building will include a few offices, a bathroom, and a storage room.

Current broken air zoning regulations require a 30-foot rear setback in industrial light zones.

The side setback in a abutting non-residential zone is also 30 feet and applies to the setback from the east property line.

With this PUD, the applicant is requesting a 10-foot-wide setback along the east side of the property and a five-foot-wide rear setback along the south boundary, abutting the railroad right away.

Additionally, the property to the east is a non-conforming use within a commercial heavy zone.

The proposed structure will need to meet all other development regulations, including those within the fire code and building code.

The applicant is also requesting that no landscape buffer be required to the south against the railroad.

The applicant has included a proposed landscaping plan, and this plan does include all other required landscaping, such as trees, landscape edge, landscaped areas, and includes additional bushes as well.

Based upon the location of the property and surrounding land uses, staff recommends that PUD-002802-2026 be recommended for approval to the Broken Arrow City Council.

Plan unit development.

Happy hands 1.16 acres office neighborhood located north of Washington Street and east of Garnet Road.

PUD-002820-2026 is a planned unit development request allowing school uses within an office neighborhood zoned area.

Happy Hands Education Center is a nonprofit organization focused on families with children who are hard of hearing or deaf and provides licensed and accredited child care.

The organization also employs hard of hearing and deaf adults as part of its mission.

The organization is currently housed within its campus across from San Antonio Street across from the subject property.

However, families have requested uh elementary age education opportunities for their children.

This would require additional classroom space that is not available or easily added to the original facility.

Happy Hands has reached a sensitive agreement with the owner of the subject property to lease a portion of the building to house additional classroom space for elementary age children.

The portion of the building intended for classroom use will be updated to meet the needs of Happy Hands Education Center, including updated security measures and an additional bathroom.

The main Happy Hands Education Center campus will serve all other functions needed for elementary education, such as gyms, playgrounds, cafeterias, and before and after care.

Students will always be us excuse me.

Students will always be escorted by staff when traveling between the buildings and when crossing San Antonio Street.

But the applicant is also working with city staff to add more signage and a uh and crosswalk striping.

All of the requirements of the zoning ordinance will still need to be met during the uh renovation process.

Um and there will be no external building uh there will be no external changes uh to the building or property as well.

Um so based upon the location of the property and surrounding land uses, uh staff recommend PUD-002820-2026 be recommended for approval uh to the Broken Air City Council.

Um and the applicant, I did make a mistake on the uh report.

We're looking at the east side of the first floor.

And you'll be taking the kids back and forth across the street.

Only at the beginning of the day and the end of the day, lunch time.

So to get upstairs to the dialysis center.

Will the elevator be not accessed to the children?

We will do how are we going to do that?

We'll do uh supervised arrival and departure for the children.

There's also a back door that can be used that has no access to the lobby area.

The lobby area has security doors into the space that we're hoping to use, the elevator that only goes upstairs to dialysis and then the doors to the pediatric center.

So our children will be behind that the security doors when they're over there.

And otherwise they'll be supervised.

So but dialysis patients do come in and out and use the elevator.

And you're concerned about the environment or I guess that's not a nice environment for children with a dialysis.

So they only see patients two or three days a week to train them to do their dialysis at home.

Um so there's very little traffic except for those couple of not a week, a month, they said two or three days a month that they have classes.

Because I sat with my mom for several hours in that center.

It it has changed.

So there used to be the daily.

They moved to a new building a couple years ago over on 81st Street, I think.

Um so I've spoken with the dialysis group, and their indication is that they only do training for patients that are going to be doing their dialysis at dialysis at home.

And they have their own lobby and waiting area upstairs.

So besides the speed bumps that are already there, what traffic things are you gonna put in there for the children to go back and forth across the street?

We're hoping to put the painted side the painted crosswalk.

Um we will have a security person walking with just like in the neighborhood at Anderson elementary, you know, with a a stop sign like a crossing guard.

Um, and then there are currently deaf child signs on the on San Antonio.

Uh but first of all, I just wanted to say thank you, just being a an educator myself for the work that you've that you're you're doing and that everything that you're going to be doing.

I have a sincere appreciation for anyone in that area of uh of work.

I also in the school that I the schools that I've led in the past, I I took security as well as traffic very seriously.

And every single day at the school that I most recently worked at, I will go outside and be the traffic guard after after school because it doesn't take much a moment ahead down someone texting for someone to not see a kid who is also careless and trying to jet across the street, it can it can happen very easily.

So uh I was hoping just to hear a little bit more about um your plan of operation.

You spoke a little bit on it already, talking about the security guard, but I guess I'm also curious to see how many kids are going to be you know, dashing out or hopefully not dashing out, but trying to get across the street um two to three times a day and what some of what some of the other measures are to ensure that no tragedy happens.

Sure.

Um our current population for our elementary program is 12 children.

Okay.

Um our enrollment next year looks to be 17 or 18 children, K through fifth grade.

So they would be moving in small groups of four to five at the most, um, you know, to go over to the our current location for lunch, um, and we would schedule their gym time, which would be we have a gym in our current location.

Um they could schedule that before or after their lunch period or before, I mean after arrival time or right before departure time, that kind of thing.

Um, and I have complete control over that schedule since as a private school, so we're gonna minimize the number of times that they need to cross the street completely.

Um with that few number of kids, it's manageable.

Um yeah, it's manageable, it's not like we'll have a long car line or anything.

Um the only the kids that would be coming across the street in the early in the morning or in the afternoon would only be those that require before and after care, which I don't anticipate it will be all 17 or 18.

Um we're just at a place where we know that in the future we'll be conducting a capital campaign to build an elementary school, maybe go on to middle school and high school.

We haven't located that property or you know, decided what that capital campaign looks like, but we need the space now to grow the program.

Yes, this is a public hearing consideration of possible action regarding BAZ-002810-2026.

Garvin rezoning 3.33 acres, zoned agricultural and PUD-001983-2025 to single family residential compact and abrogation of said PUD, located south of Albany Street, one-third mile east of County Line Road.

And this is a excuse me.

Yes, and the property here is currently unplatted.

The PUD was approved by City Council on March 18th, 2025, and was implemented to facilitate the development of a lift station to the south of this property.

The PUD reduced the agricultural dimensional requirements on the parcel to allow for the continuation of AG zoning after the southern lot was split off for the lift station.

At the time the property owner planned to keep the lot as one parcel, and since then plans have changed to split the lot into three parcels, each of which each of which will meet the RSC dimensional standards.

As such, the property owner is requesting to abrogate the PUD on this lot and to change the zoning to RSC.

The according to FEMA's national flood hazard layer, there is a little 100-year floodplain along the southern property line.

The property is designated as level two in the conference of plan and RSC zoning is in accordance with that comprehensive plan level.

Based on the comprehensive plan, the location of the property and the surrounding land uses, staff recommends that BAZ-002810-2026 be approved and PUD-001983-2025 be abrogated on this property.
