6A consideration discussion and possible approval of and authorization to execute a professional consultant agreement with Burns and McDonald for the feasibility study for proposed transfer station.

I am super excited.

I got a little Ryan Bay's in me today.

So I'm super excited to be in front of you to talk about this.

I'm Jerry Schubert, your director of solid waste and recycling.

We've been talking about this for five years.

So I'm excited to bring this forward.

What we're looking to do is get approval to do a feasibility study with Burns and McDonald.

And this item before you is to approve that uh contract.

Um I can answer any questions, but we've had a late night.

So and since we've been talking about this forever, um, the only thing I tell you is that this really gives us the opportunity to project ourselves forward into the future many, many years.

I'd just like to say 20, 30, 40 years into the future of what broken arrow can become.

And uh I think that study is gonna show that, but we will find out once we do it.

Um, I just want to say I I'm excited for this um study as well.

And um, if if it's approved, I know um that we have the best person to lead this um for us to go into the future and to get all of our ducks in a row and be amazing.

So, Jerry, we're so glad you're at the home of this department.

If we move that's right, if we move forward for this, and I would love to make um I would love to uh make a motion to approve item 26-87.

So any remarks by governing body members?

Yeah, I have one comment.

You know, what I talked about uh we're not talking about fireworks, I know.

No, but by the trip to Williamsburg, tremendous uh fireworks display.

What I want to talk about, we had they had a uh drone light, you know, a uh fair going on at there before the fireworks, it was dark, and it had an eagle, the eagle came over, and it was probably as wide as this room, and it was little lights, you know what I mean, make up the eagle.

But the story is there's one little light out of place, and he ran around all the time and couldn't find a place to get back in.

So he tried to get back in to the eagle, and they would throw him out.

The other ones would knock him out and go back, and finally he found a blank space where that little light was able to get through when he did.

That was the biggest applause of the evening.

Oh my god.

The little light found his home inside the aisle.

So that was uh a great display, you know, and also the fireworks is great.

I I do, madam chair.

Just want to say this is that you know, Kenny Swap taught me about 25 years ago.

There's something called the four corners of uh the foundation of a community, and that is your streets, your storm water, your water, and your sewer.

And if you had a fifth corner, it'd be solid waste.

And I appreciate the council approving this because it's so important because if you think about what the governing body has done over the last 10 plus years, is we now have a long-range plan for water, we have a long-range plan for sewer, we have a long-range plan for storm water, including the creation of a drainage committee that's addressing those uh very serious problems that come before uh the the committee from residents and the issues they're dealing with.

Uh obviously, road.

I mean, there's going to be approximately 20 road widenings and a dozen intersection upgrades over the next 10 to 15 years.

So one of the last pieces of our infrastructure is actually determining how to come up with a way in the long-term uh perspective of disposing of our solid waste and creating a a basically the the and dealing with green waste.

And and counselor Ford is correct.

Uh we by far have one of the the leading experts in the state, and what we needed to do the first few years, Jerry was here to make that transition from collecting bags to actually to the carts, modernizing our operation, and we are now ready to take the next step because Jerry and his team, with the support of the council and administration, have addressed the number one responsibility is making sure the trash gets picked up in a in a timely and effective manner, so now we can actually move forward and look at about how to uh best way to dispose of this and possibly even partner.

And I know this cover conversations have already started in creating a regional approach because everybody else has the same problems we do.

And so thank you, Jerry.

I want to appreciate you for your leadership and the rest of the folks who made this possible.

And I thank the the authority for your approval to move forward.
