Uh in Brent's role at the city, he spends a great deal of his time working with and on behalf of our main street businesses.

Um so we're here to present an economic development agreement tonight with one of those.

So I'd like for Brenton to provide you with an overview of the project, and then I'm gonna follow up with the facts and figures.

Um we are excited, Jerry, but this is an exciting project.

Um it's in the Rose District, and it's uh locating at 224 South Main Street in what was the former Spoke House bicycle shop and rattlesnake cafe.

And as you are aware, the building has been vacant going on four years, boarded up in a prime downtown location.

Uh filling the building and completing construction has had several challenges for various reasons.

I think you all know Randall Ryan, who's present tonight.

Uh he is the owner, he's ran a successful business in the Rose District for seven years, and he really is a uh truly a homegrown success story.

Um he started uh 11 years ago in the farmers market, and um his business um has existed seven years.

The new business will be named District Mercantile, and essentially could be described as a neighborhood market.

His concept consists of a grab and go deli, light groceries, and Randall's coffee operation.

He will offer locally produced products when available, and that would be seasonal.

The building will house two different business concepts.

One side will be the mercantile, the other side will be the coffee, which will be called Wonderlust Roastery.

Uh the light grocery option fills a void in our downtown walkable solution of quick conveniences for not only residents but visitors and downtown employees in the district as well.

It is another piece of the puzzle in creating a downtown lifestyle, complementing all the great businesses we have currently in our downtown.

Um this type since the day that I stepped foot broken air, I thought we needed this.

And Councillor Parks, which I guess should be trustee during this.

I guess at one time there was three or four different local markets in the Rhodes District.

Interesting how that circled around where we feel like we might need uh that again.

But um anyway, Randall.

Um we've had a couple projects that have fallen through last minute.

Um but Randall really is the perfect person to make it go.

Um we started talking two years ago, three years ago.

He has a great track record.

He's one of the hardest working people I know.

He has a background in food, and he's the owner of currently an established business in the Rose District.

I firmly believe this could be a very successful public private partnership.

Now for a quick breakdown of the agreement and the partnership.

As Brent mentioned, um, this property's been vacant for quite a while.

The reason for that is just because the cost investment required to get this space back to operationable.

It's cost prohibitive at this point.

As Brent said, we've had a couple close close hits, but uh they actually ended up being misses.

Um so that's why we feel the an EDA is justified in this case.

Um otherwise we may be still looking at plywood boards for quite some time.

Total cost of the developer of this project is estimated right around 255,000.

Approximately 152,000 of that and some changes is what we consider hard cost.

So any of those improvements are things that will stay with the building.

It's not like equipment that can go away or intellectual property or anything like that.

Um so we feel a reasonable participation level for the city is a max of 50% of those hard costs, which comes up to a little more than $76,000.

We also feel that 100% inclusion of any and all city permits or or fees tied to permitting and inspections would also be an appropriate incentive for this project.

So those are a little bit of an unknown, so we rounded up to a total of $80,000, which would be the cap of the city's participation level.

A couple of important things to note.

Uh, this is this agreement is set up as a reimbursement, so no money will be uh granted up front.

Uh after the project is completed, the developer can submit receipts showing proof of payment of the approvements, and then even uh we even have to wait until the business is actually up and running and operating, and then the developer can submit for reimbursement.

At that point, the city has 30 days.

Uh potentially we may not reach the eighty thousand dollar level if the costs come in come in um short of that, which is great.

Uh however, if there are overruns and the cost exceeds what they expect, uh we're still capped at 80, uh, and any additional uh charges are on the developer.

So with that, we humbly ask this body to approve this EDA agreement between the city and this business entity.

So I I just I'm so ready for a mercantile and for him to move into the heart of the Rose District.

Um back in 2018.

He brought his little bicycle coffee shop to my pop-up shop to see what a brick and mortar you know situation would be like for over a six-week period.

And so I love being a little sliver of his history of uh being in downtown Broken Arrow.

That was the worst pop-up shop that I think I hosted because it was off of El Paso and no one could find it, even though it was like four steps off of Main Street.

Um but it is really cool to have you down and ready for those boards to come off the the windows so that it doesn't sit as an ice war anymore.

Uh I've had the pleasure of meeting with Randall a couple times about this project and seeing his passion and excitement and all the hard work he's put in to get it to this spot, and uh wholeheartedly support um this venture that he is going on in the partnership with the city to help make that happen.

I just want to reiterate for anyone that watches this is that the recommendation from the staff is focusing on the improvements that would remain with the building, which is consistent with the decisions previous councils have made with regard to public-private partnerships that we've done previously.

I know that was important to the to the authority as well as the administration because actually this is just another example of the partnerships that we have done, but is consistent with what was done several years ago, and just want to reiterate that and show my support for this one.

I also think it's a great opportunity to show that we not only support big business in Broken Air, but we support all business in Broken Arrow.
