The Broken Arrow Drainage Advisory Committee met on Monday, July 27, 2026, at 6:00 PM in the Council Chambers. The committee considered three major items: funding for drainage improvements along Indian Springs Golf Course, reallocation of funds for redesign of erosion protection at 3321 W. Commercial Ct., and a recommendation to deny funds for erosion mitigation on city property near the Oaks at Indian Springs neighborhood. All three items were approved unanimously by the committee.
Consent Calendar
- Approval of Minutes: The committee approved the minutes of the April 27, 2026 meeting and the corrected special meeting of February 23, 2026, with a note to correct two spelling errors in member Madison Hicks' name on the minutes.
- Project Closures: Authorized closure of three projects and return of the following 2018 General Obligation Bond funds to the appropriate basins: SW24050 Glen Eagles V ($7,502.00), SW24020 W Fargo Dr Drainage Improvements ($48,554.41), and SW21030 Stonewood Crossing Drainage Improvements ($8,825.00). All items were approved unanimously.

- Item 26-1137 – Indian Springs Golf Course Drainage Improvements: Staff presented a proposal to expend construction funds for drainage improvements along the Indian Springs Golf Course (Case No. 26-015). The project addresses a broken public storm sewer pipe on golf course property that has caused severe erosion. The original plan included work on Fairway Drive, but that portion is delayed due to an ONG gas line relocation scheduled for January 2027. Staff recommended proceeding with the golf course portion first, using additional construction funds. Tyler Yoke, representing Indian Springs Country Club, expressed support and noted that the erosion has worsened, requiring a third fence. The committee voted unanimously to recommend the City Council authorize the expenditure.
- Item 26-1142 – Reallocate Funds for Erosion Protection at 3321 W. Commercial Ct.: Staff explained that the original design for erosion protection (Case No. 26-014) required easements from three property owners. Two signed, but the third owner, who had initially agreed, later declined without explanation. Construction funds previously authorized by the DAC and City Council ($48,554.41) were now proposed to be reallocated to design to explore alternative options that avoid the recalcitrant property. Applicant Sue Grickson, the affected property owner, spoke in favor, describing ongoing erosion and water velocity issues. The committee voted unanimously to recommend reallocating construction funds to design.
- Item 26-1143 – Recommend Denial for Erosion Mitigation on City Property at Oaks at Indian Springs: Staff reviewed a new application (Case No. 26-016) from a property owner in the Oaks at Indian Springs neighborhood seeking funds to mitigate erosion on adjacent city-owned property (part of the wastewater treatment plant parcel). The investigation found that only 0.18 acres (about 7,800 square feet) of residential yards drain to the city property, with no public infrastructure or utilities at risk. The erosion was caused by water directed by private drainage pipes installed without city permission. Staff found no public benefit to justify expenditure of Proposition 6 funds and recommended denial. The applicant was unable to attend. The committee voted unanimously to recommend denial to the City Council.

If we can just correct the spelling of her name correctly, I think that the minutes are thank you. Any other discussion of any of those items. I make a motion we approve consent agenda. Second. Consideration discussion and possible action to recommend to City Council to expend construction funds for drainage improvements along the Indian Springs golf course. Case number twenty-six dash zero one five. So last year at this time. As a brief overview, the location is south of Jasper Street, and it is between Elm and Lynn Lane and Indian Springs 2 subdivision where it says street flooding, that's Fairway Drive. This subdivision was platted in 1971. But we've got two separate items that are actually tied together in this area. So one that we see Indian Springs 2nd and that blue line, that is not a blue line stream, that is just a blue line. So I want to make a clarification on that. It's not a blue line stream.
