1:13

So I will stay close by for questions afterwards, but Christy's going to give the presentation.

1:24

Good evening, Chairperson Wimpy, Vice Chair Parks and Trustees, and General Manager Spurgeon.

1:30

So I get to talk about the really cool and exciting things happening in Broken Arrow.

1:35

Not that the other stuff isn't as well, but this is really great stuff.

1:39

The first picture you're going to see up here is Arrow Forwards.

1:43

Christy.

1:44

Oh which this one?

1:50

Thank you.

1:51

So this first picture is Arrow Forge Innovation District, and the update on this is of course that CSI is in their design phase, which is very exciting, and they have announced their groundbreaking to take place on October 1st.

2:06

So we're very excited that that's going to be happening and to start seeing the forward momentum happening with that with that development.

2:14

The second development to talk about today is Tiger Crossing.

2:18

It's right across the street from Broken Arrow High School.

2:20

So I'm sure all the kids going to Broken Arrow High School are very excited to see what restaurants end up in these in this development.

2:28

There's going to be a total of seven pad sites in this development.

2:33

This section you're seeing right here is a total, there's two LOIs already in place for this, and there's five additional spaces to be leased in this section itself.

2:52

And just clarify LOI's letter of intent.

2:55

Yes, sir.

2:56

Yeah.

2:56

For those who at home who may Adams Creek Town Center has continued with its momentum.

3:03

It's going like crazy.

3:16

Katrina Fresh, Wetzels Pretzels, Coldstone Creamery, and Fiora Mell Salon.

3:22

And those are on the east side of the development.

3:26

There's also a building out occurring right now for two restaurants located in the patio area.

3:32

So that's coming right along.

3:34

The next thing we should see going vertical here is the pad sites.

3:38

There's some contracts already in place, so momentum is going with that development, and it's very exciting.

3:44

I've never seen a development go up so quickly and so efficiently.

3:56

Um on Monday, had a soft opening on Friday and then opened on Monday, which is very exciting.

4:02

This development is moving right along on time as well, which has been incredible to watch.

4:09

So Home Depot is planning for their grand opening to happen the first week of November.

4:15

We're very excited about that.

4:17

TJ Maxx, Burlington, and Five Below are expected to turn over to tenants in September.

4:23

So we'll continue to see action taking place there as those are filling up.

Discussion Items

Quarterly Economic Development Presentation (Item 5A)

Travis Stevens, Director of Tourism & Economic Development, introduced Economic Development Manager Christy McLean, who provided updates on several key developments:

  • Arrow Forge Innovation District: CSI is in the design phase, with a groundbreaking scheduled for October 1, 2026.
  • Tiger Crossing (across from Broken Arrow High School): Seven pad sites; two Letters of Intent (LOIs) are in place, with five additional spaces to be leased.
  • Adams Creek Town Center: Rapid construction continues. Katrina Fresh, Wetzels Pretzels, Coldstone Creamery, and Fiora Mell Salon are open. Two restaurants are building out in the patio area. Home Depot plans a grand opening in the first week of November. TJ Maxx, Burlington, and Five Below are expected to turn over to tenants in September.
  • Aspen Ridge: Pre-development meetings for remaining parcels continue; the head and nail spa has not yet opened. Apartments are progressing, and the connecting road is complete.
  • Peak Development (west of Aspen Ridge): A credit union is under construction, McDonald's is open, and 7-Eleven will soon go vertical. A sit-down restaurant is still planned.
  • Shops at Aspen Creek: Phase one is nearing readiness for presentation to the board, expected within the next month.
  • Hotel Feasibility Study: The tourism department commissioned a study on the hotel/motel industry, particularly for south Broken Arrow. The study is expected to be returned this week and will be shared with the tourism board and eventually the council.

Remarks by Chairperson Wimpee and Trustee Ford noted the need for additional retail at Aspen Ridge and confirmed that the traffic cones at the intersection of Tucson and Aspen have been removed, and a new stoplight in front of Home Depot is operational.

City Manager Remarks

City Manager Spurgeon discussed NSU (Northeastern State University) at Broken Arrow. Dr. Hanley recently presented on growth: due to legislation allowing a traditional four-year university (Senate Bill 701), enrollment has increased in just two semesters. A letter signed by the Mayor and City Manager was sent to the Regional University Systems of Oklahoma (RUSO) board, expressing support for the partnership. The city may need to present at a RUSO board meeting in 2027.

Key Outcomes

  • Consent agenda approved unanimously.
  • Quarterly economic development report received and discussed.
  • Hotel feasibility study anticipated by end of week; future presentation to council expected.
  • City Manager will continue coordination with NSU and RUSO regents, with a potential board meeting visit in 2027.
  • The meeting adjourned after a brief recess (no executive session held).
