The Broken Arrow Planning Commission met on Thursday, October 8, 2026, at 5:30 PM in the City Council Chambers. The commission voted on several zoning and plat matters, including one tabling, one continuation, and three approvals. Two items will advance to the City Council on October 20, 2026, at 6:30 PM.
6A – Minor Amendment to Villages at Stone Wood Hills PUD (PUD-003108-2026): The applicant requested approval for directional signage with a maximum display surface area of 8.42 square feet (up from the current 4 square feet) and allowance for light pole banner signs. Staff confirmed the signs would not obstruct sight triangles. The applicant (Adair representing Region Bank and Luke) explained the need for larger signs to help customers, particularly older individuals, find the correct building entrances. The commission approved unanimously. As a minor PUD amendment, it does not require City Council action.
6B – Florence Estates PUD (PUD-003080-2026): Staff recommended continuation to November 19, 2026, because a related comprehensive plan amendment (COMP-003078-2026) must be heard by the City Council first. The applicant, Eric Enyart of Tanner Consulting, noted time constraints due to due diligence but agreed to the schedule. The commission voted unanimously to continue to November 19, 2026.
6C – Meek Rezone (BAZ-003106-2026): This request rezoned approximately 19.25 acres from Residential Multi-Family (RMF) to Single-Family Residential – Preservation (RSP). The property is located south of West Washington Street and one-half mile east of South Aspen Avenue. Staff recommended approval, noting conformance with the comprehensive plan. The applicant (Eric Enyart) presented a conceptual site plan with emergency access gates. Commissioner Jonathan Townsend raised concerns about whether gates on a public street are permissible outside a PUD, but staff noted this can be addressed through the platting process. The commission approved unanimously. The item will go to City Council on October 20, 2026.
6D – Tucson28 PUD (PUD-003107-2026): A planned unit development permit for commercial development on 38.39 acres at the northwest corner of Tucson Street and Aspen Avenue. The PUD allows reduced lot frontage (125–130 feet versus the standard 200 feet) and increases building materials masonry requirement to 75% on public-facing elevations (originally 25%). Maximum building height is 75 feet (12 stories in development area C). Rooftop mechanical equipment screening was debated; the applicant (Steve Wallman of Wallman Commercial Real Estate) agreed to screen three sides with parapets and the west elevation with screening, and to measure screening from parapet height. Staff noted the PUD supports the city's economic development goals, including attracting a hotel. Christy McLean, Economic Development Manager, expressed support, describing the project as a potential "mini Utica Square." The commission approved unanimously. The item will go to City Council on October 20, 2026.
All right, we'll go ahead and get started. It's 5 30. If we can get a roll call, please. Mindy Payne, here. Robert Gorenson? Here. Jaley Quempa. Here. Jonathan Townsend. Here. Jason Cohen. Here. Uh moving on to old business. We have one. Could staff go over item three A, please. Oh. Here we go. Consideration discussion, uh possible approval of site zero zero three one one three-2026, the building elevations for CSI Aerospace, 10 acres, IL Industrial Light, located one-eighth mile east of Olive Avenue, which is also 129th East Avenue, south of West Florence, which is 11th Street. After our packet was published, the applicant requested this item be tabled until our next meeting on October 22nd. All righty, so we have a request to table this until October 22nd. Uh we make a anybody want to make a motion on that? Can I say something real fast? Oh, absolutely. I'm sorry. Um if the applicants listening or because I don't see them here. Something was said at the last meeting about how they don't want this to look like schools. But we have three schools in that area that the buildings look really nice, and I'd like for them to take that into consideration when they are looking at things and maybe if they need to tweak something in their design. If I'm remembering correctly. So I just that's my two cents. Okay. Uh uh Graham, do I need to let the applicant speak on this if they're here, or do we just postpone until the 22nd? Uh that's entirely up to you if you want to take a vote on it now. Because you've already heard from them, correct? Yeah. Yeah. So I can't think if there's anything else you'd like to clear up. But let me let me just say this. In on the narrative that we get from staff, it it says that the application was withdrawn from the applicant withdrew the application. So would did that come out before they decided to request it to be tabled? Or is there's not an issue of being a discrepancy there, right? Yes. After the um agenda was published, they requested to table this item until our next meeting, so they did not wish to have it tonight. Okay, so it's okay to go with the latest, which is what they're asking for. Yeah, I don't think they withdrew.
