2:28

Good evening, Madam Chair, Vice Chair, trustees, and acting general manager Schwab.

2:33

My name is Charlie Bright, Director of Engineering Construction.

2:36

Before you tonight is a new cemetery sewer line that's actually was not a planned project or a capital project that we had planned for several years.

2:42

Um this is one that came together quickly, and I would like to express appreciation to this council and citizens that showed up in the past.

2:48

This project arose out of a development that was proposed on county line a little over a year ago, and a gentleman came up and talked about backflow being in his backyard.

2:57

We did not know we had that problem, but we investigated immediately after.

3:01

What we did is staff and under direction of Mr.

3:04

Schwab and Mr.

3:04

Spurgeon, we went out and found some immediate fixes that could improve the situation, and then we immediately started on a long-term permanent fix to the issue.

3:14

What we found out was based off how Bluebell was operating, they were condensing their time that they were releasing their waste to match up with their schedules, and that usually wasn't a problem.

Summary of Proceedings

Broken Arrow Municipal Authority Meeting - November 3, 2026

The Broken Arrow Municipal Authority (BAMA) met on November 3, 2026. The agenda indicated a start time of 6:30 p.m., however the source timestamp for this record places the meeting at 13:30 UTC (7:30 a.m. CST), creating a discrepancy between the scheduled time and the documented meeting timestamp. The Board unanimously approved the consent agenda, awarded major construction contracts, and authorized a significant sales tax revenue note.

Public Comments & Testimony

No public comments or testimony were presented during this meeting.

Discussion Items

  • 6A: Resolution 1781 - Sales Tax Revenue Note, Series 2026 ($29,985,000) Staff presented Resolution 1781, authorizing the issuance of a Sales Tax Revenue Note not to exceed $29,985,000. The resolution included a waiver of competitive bidding and authorized the sale on a negotiated basis. Staff expressed the position that securing financing immediately was in the city's best interest due to the uncertain interest rate environment, arguing that delays could increase the city's overall cost. Proceeds from the note will be invested to cover potential additional project needs. The Board approved the resolution.

  • 6B: Award of Construction Contract to King Excavating, Inc. ($1,839,549) Charlie Bright, Director of Engineering Construction, presented the Highway 51 North Sewer Extension project. Mr. Bright explained that this was an unplanned project arising from a citizen complaint about backflow flooding in a residential backyard. Staff discovered that wastewater releases from Blue Bell Creameries coinciding with rain events caused the backflow. The new sewer line will divert all wastewater from the entire industrial park out of the residential area to the Wagoner County trunk sewer line. The project received 11 bids, with King Excavating, Inc. being the lowest responsible bidder at $1,839,549. A Trustee expressed appreciation for staff's quick response to the citizen concern. The Board approved the award.

  • 6C: Award of Construction Contract to Myers-Cherry Construction, LLC Mr. Bright presented the contract for the General Services Center Administration Building. He noted this was a repeat of a previous City Council discussion but was before the Authority due to the BAMA funding component, and that the item had been previously tabled. The Board approved the award.

  • 6D: Amendment No. 3 to Agreement with Black & Veatch Corporation (RMUA Haikey Creek Lift Station Phase IV) Mr. Bright presented the final discussion item, an amendment for the design of the Haikey Creek Lift Station Phase IV improvements. This is a joint RMUA project. The lift station is currently severely undersized, and the upgrade will significantly increase its capacity to 42 million gallons per day. The total contract value is approximately $2.2 million, with BAMA's 50% share for the final design amendment totaling $1,114,878. The Board approved the amendment.

Key Outcomes

  • Resolution 1781 Approved: The Board authorized the issuance of a Sales Tax Revenue Note up to $29,985,000 on a negotiated basis to lock in financing amid uncertain interest rates.
  • King Excavating Contract Awarded: A construction contract was awarded to King Excavating, Inc. for $1,839,549 for the Highway 51 North Sewer Extension.
  • Myers-Cherry Construction Contract Awarded: A contract was awarded to Myers-Cherry Construction, LLC for the General Services Center Administration Building.
  • Black & Veatch Amendment Approved: Amendment No. 3 was approved for the Haikey Creek Lift Station Phase IV design, at a cost of $1,114,878 for BAMA's share.
  • Consent Calendar Approved: All twelve items on the consent calendar were approved unanimously.
