Joint City & County Planning Commission Meeting – July 2, 2024
At the regular joint meeting of the Brookings City and County Planning Commission on July 2, 2024, the board unanimously recommended approval of a rezoning request for Outlot J (3901 Main Avenue South) from Joint Jurisdiction R-3A (Multiple Family and Mobile Home) to Joint Jurisdiction B-3 (Heavy Business). No public comments were made for or against the proposal. The meeting also included approval of the April 2, 2024 minutes and the meeting agenda.

- Rezoning Request (ID 24-0312 / 2024 JJRZ002): VK Properties LLC (Todd Voss) applied to rezone Outlot J, a former mobile home park that has been cleared of buildings and trees. The property is located at 3901 Main Avenue South in the joint jurisdictional area of Brookings County and City. The proposed B-3 Heavy Business zoning would be consistent with adjacent B-3 zoning along South Main Avenue and with the urban medium future land use classification (approved by the City Council in May 2024). City Planner Ryan Miller noted that the area is between existing B-3 zoning to the west and south, residential dwellings to the east, and agricultural zoning to the north. The Development Review Team recommended approval based on the Future Land Use Map and adjacent zoning districts. No members of the public spoke for or against the proposal during the public hearing portion.

- Vote on Rezoning Recommendation: The joint planning commission voted unanimously to recommend approval of the rezoning to the Brookings County Commission and the Brookings City Council for final decision. The concurring vote of a simple majority of those joint planning commission board members present in voting is required to forward a recommendation to the Brookings County Commission and the Brookings City Council for final decision of the rezoning request.
