The City Council of Brookings met on August 27, 2024, at 6:00 PM in the Council Chambers of the Brookings City & County Government Center. The meeting included first readings of four ordinances, public hearings and second readings on five items, action on three resolutions, and public comment on a proposed reasonable accommodations ordinance and a tax increment financing district. All actions except the first readings were subject to roll call votes. The next regular meeting is scheduled for September 10, 2024.

Please state your name and address, sir. Yeah, I'm Doug Ostrheim. I'm the founder of Austrian landscaping and the original owner of our property out there on Western Avenue. Uh been almost 30 years since I first became involved with that property out there, which includes Six Mile Creek that runs through it. And I know that Six Mile Creek will not be addressed in tonight's later flood uh discussion, so I won't address anything on that issue. But you know, all this time we've dealt with issues with Six Mile Creek. One of the things that was identified 30 some years ago is that there's a problem with an obstruction in the North Channel. We know that material was dumped in the a spot up on the college land that disrupts the flow, so almost all of the water goes through that south channel, which we have to deal with as it comes through our property. 30 years ago it was our problem, and we'd have to take care of our own situation. So we build up our berm and got things so that the water doesn't flow over the bank into our property. However, it does flow into properties farther downstream and then turns around and comes back the back way. But needless to say, with all these studies that have been done and this and that, nobody wants to address the specific issue of that blockage in that other channel. Presented a couple of meetings here this spring. Well, that doesn't happen. Tells you exactly that at one time they expected quite a bit of water to come that way. When the water's back and clear up through the apple orchard and everywhere else, threatening to go across western. And we also know that most of the proposals in that study that we talked about earlier this spring are probably not going to happen because they're totally unfeasible. However, on the other hand, reference to that study. However, on the other hand, in reference to that study, we were also told that the final report would be done by the end of May or 1st of June, somewhere in that time frame.
