Broward Housing Council Regular Meeting – April 25, 2025
The Broward Housing Council (BHC) held its regular meeting on Friday, April 25, 2025, at 10 AM in Room 430 of the Broward County Government Center East. Vice-Chair Christopher Krzemien chaired the meeting in the absence of Chair Marcia Barry-Smith. The council reviewed demographic data, approved the 2024 Annual Report and amended bylaws, conducted officer elections, and received information about a board vacancy.
Presentation: Broward County Demographics
- Javier Acevedo, Senior GIS Analyst, presented an analysis of population changes from 2010 to 2023 and projections to 2050. Key points included: school-age population expected to grow 37% and senior population 67% by 2050; increasing racial and ethnic diversity with Hispanic population projected to more than double while non-Hispanic white population declines; international migration is the primary driver of growth (domestic net migration has been negative); multifamily housing has dominated new construction since 2012; median single-family home price rose from four times median household income in 2012 to eight times in 2023; and senior poverty persists in isolated pockets (e.g., a census tract in Hollywood with 58% of seniors in poverty).
Approval of February 28, 2025 Meeting Minutes
- The minutes were approved as amended to include member Maura McCarthy Bulman, who had been omitted from the original draft. Motion carried unanimously.
Chair's Report (Delivered by Sue Carrano)
- Sue Carrano read a message from Chair Marcia Barry-Smith, who was unable to attend. Barry-Smith announced she would not seek re-election after serving seven years as Chair, expressing gratitude to council members and staff.
Director's Report
- Sue Carrano noted that Joe Sesodia, Director of the Urban Planning Division, will retire on May 23, 2025. She introduced Darby Delsol, Assistant Director. Additionally, Carrano reminded members to begin planning the annual workshop (theme, format, date).
New Business
- Approve 2024 BHC Annual Report: A motion to forward the report to the Broward County Commission for acceptance was moved, seconded, and carried unanimously. Commissioner Hazelle Rogers will work with staff to place it on the June commission agenda.
- Approve Amendments to BHC Bylaws: The revised bylaws, updated to align with the November 2024 charter amendment and Ordinance No. 2025-02, were moved, seconded, and approved unanimously.
- BHC Officer Elections: Vice-Chair Christopher Krzemien was nominated for Chair (seconded) and elected unanimously. Beth Daly was nominated for Vice-Chair (seconded) and elected unanimously. Both accepted their roles. Krzemien acknowledged the legacy of outgoing Chair Marcia Barry-Smith.
Additional New Business: Homeless Continuum of Care Vacancy
- Naomi Labadi, County Boards Administrator, announced a vacancy on the Homeless Continuum of Care (HCOC) Board, for which the BHC is entitled to nominate a representative. She will provide meeting details and a summary of the board’s purpose at the next meeting. Luis Nicola Aguilar, from Housing Options Solutions, offered clarification during public comment, noting the HCOC meets monthly on the third Wednesday, with a subcommittee (PONG) meeting the Tuesday prior.

We're going to get right into our presentation. I would ask that anybody who may have questions please hold them to the end of the presentation. And I'd like to introduce Mr. Javier Alcevedo, please. Good morning. Thank you. And before I begin and introduce myself more, I want to thank my colleagues that made this possible. Mercedes Mejia and Alex Valdez. So let me begin. As was said by the chair, my name is Javier Acevedo. I'm a senior GIS analyst specializing in demographics with the Urban Planning Division. My presentation today will be about the changing population in Broward County. However, I want to start more broadly with an overview of the changing landscape of Broward County since its incorporation in 1915. These maps show you 110 years of change. All these changes in the landscape result from settling near altering and the introduction of water bodies, railways, and roadways. Okay. So all these changes you're seeing, these aren't parcels, this is just roadways, canals being added, and water bodies.
