The council discussed SB 180's potential to restrict local land use regulations, noting its sunset in 2027. Staff will bifurcate BrowardNext language to separate incentive-based provisions from potentially burdensome ones over the summer.
• R5 – Executive Director’s Report: Barbara Blake Boy reported on the annual survey of Policy 2.16.4 (affordable housing). While local governments are using the policy, no units have been built yet; approximately $20 million is committed but not yet collected due to developers shifting from buyouts to building units.

Public Hearings

• PH1 – Recertification of City of Lighthouse Point Future Land Use Element: Staff recommended provisional recertification. No public speakers signed in. The council approved the recertification unanimously as part of a motion covering PH1 and PH4.
• PH2 – Amendment to the ESL Map – Site 97, City of Dania Beach: Proposed removal of 3.5 acres from a 21-acre ESL site for industrial development. Staff did not support the amendment, citing hydrological connectivity, flooding concerns, and mature mangrove habitat. The applicant (Ed Stacker and Tyler Chappelle) committed to preserving a conservation easement on the eastern portion, purchasing mitigation credits, and complying with all environmental permitting. After extensive discussion, the council voted unanimously to approve the amendment, acknowledging the applicant's commitments and the city's non-objection.
• PH3A – Land Use Plan Amendment – City of Pompano Beach: Change from Recreation and Open Space to Transportation on 48 acres at Pompano Air Park. Staff recommended approval. The council approved unanimously.
• PH3B – ESL Map Amendment – Sites 42A-42D, Pompano Beach: Removal of 85.8 acres from the ESL map within the secured aviation operations area. Staff did not object due to FAA deed restrictions and safety concerns. The council approved unanimously.
• PH4 – Amendment to Administrative Rules Document (BrowardNext): Updating Article 3 on affordable housing set-asides for redevelopment units. Staff and the Executive Committee supported. The council approved unanimously.
