Public Comments & Testimony
- No members of the public spoke during the public hearing items. Staff noted that no speakers signed up aside from applicant agents or local government representatives.
Discussion Items
- R1 – Extension of Local Land Use Plan Provisional Certifications (SB 180): Staff recommended extending provisional certifications for the cities of Dania Beach, Lauderdale Lakes, and Lighthouse Point through March 31, 2028 (six months past the tentative SB 180 expiration of October 1, 2027), and directing staff to review administrative rules regarding timeframes for remedial actions and extensions. Council member Josh Levy moved approval; seconded by Mayor Michelle Gomez. Discussion clarified that these cities were caught in the state review cycle and that the county land use plan policies remain in effect. The motion passed unanimously.
- R3 – Executive Director’s Report: Covered several items:
- Proposed Year 2027 Meeting Schedule and Application Deadlines: Council accepted the schedule with the understanding that staff would adjust the April 27, 2027, date due to Passover conflict. Staff will explore a combined March/April meeting or alternative date.
- Combined November/December 2026 Meeting: Staff will poll members on December 3 or 10.
- Annual Evaluation of Implementation of BrowardNext Policy 2.16.4 (Geller Policy): Staff presented survey results showing building permits for affordable housing being pulled, with revenues beginning to accrue. Variances in city-reported commitments were noted.
- BrowardNext Update: The County Commission transmitted the April 2026 package to the state with three modifications: (1) deletion of an optional policy in the recommended practices section, (2) removal of a clarification in Policy 2.16.4, and (3) addition of buyout language to Policy 2.16.3 (bonus density). Council decided not to bring the packet back for review before county commission adoption.
- Reminder: Finaling deadline for campaign finance forms is July 1, 2026.
Key Outcomes
- Consent Agenda: Unanimously approved.
- R1 – Extension of Provisional Certifications: Approved unanimously. Staff will examine administrative rules for possible future process improvements.

- PH4 (Weston Small Scale Amendment – PC 26-5): Approved unanimously, recognizing the applicant’s voluntary commitment to provide an affordable housing in-lieu payment for the additional dwelling units. No second public hearing required.
