  • Item 67 – Haitian TPS Resolution: Michael Rayner (Chair, Broward County Human Rights Board) spoke in support, describing the loss of work authorization for TPS holders and the humanitarian crisis. Helene O'Brien (32BJ SEIU) shared stories of airport workers and janitors who lost jobs due to TPS termination, emphasizing their contributions to the county.
  • Item 45 – Filthy Organics Composting: Dustin Du Bois, owner of Filthy Organics, urged the board to move forward with the unsolicited public-private partnership for a composting facility. Nick Matthews (Southern Group) requested the board use a non-competitive process under Florida Statute 255.065(3)(c) rather than a competitive solicitation.
  • Item 24 – CPA QVL: Roderick Harvey (CPA) opposed allowing non-CBE firms into the pool, arguing it undermines the county's CBE program, noting three qualified CBE firms are available.
  • Delegation (Item 80): Ariel Walker presented a proposal to designate 3–5 campsites at county campgrounds for people experiencing homelessness, citing a similar program in Dane County, Wisconsin.

Discussion Items

  • Item 6 – Human Services Funding: Commissioner Rich abstained due to her board service with Kids in Distress, which receives funding. The resolution passed 7–0.
  • Item 43 – Beach Renourishment Easements: Commissioner Fisher pulled to clarify that withdrawing from the Segment II supplemental renourishment project does not mean abandoning beach renourishment; staff explained that the action preserves flexibility to address federal easement requirement changes. Four motions (A–D) were approved 8–0.
  • Item 45 – Filthy Organics Composting: Commissioner Furr added a motion to also evaluate a county-owned facility. After debate, Commissioner Fisher substituted a motion to proceed with the unsolicited proposal using a non-competitive process (two public hearings). The substitute motion was approved 6–2, with Commissioners Furr and Geller voting no. Commissioner Furr noted the need for larger capacity and alignment with the new Solid Waste Authority.
  • Item 63 – Resilience Plan: Commissioner Furr highlighted the plan as a capstone of 17 years of work through the Southeast Florida Climate Change Compact, providing a blueprint through 2070. Approved unanimously.
  • Item 66 – Honorary Highway Designations: Commissioner Fisher sponsored resolutions to name segments for Phil Smith, Terry Stiles, and Rick Case. Approved unanimously.
  • Item 67 – Haitian TPS Resolution: Commissioner Geller expressed caution about taking federal/state positions but voted yes. Commissioner Rogers supported the resolution. Approved 9–0.
  • Item 83 – Fire Rescue Operational Control: Commissioner Fisher moved to direct the county administrator to place a discussion item on the September 22, 2026 agenda regarding not renewing the interlocal agreement with BSO for fire rescue services. He cited potential cost savings and control. The motion passed 9–0. Several commissioners supported further study.
  • Item 85 – Visit Lauderdale Logo Change: Commissioner Davis withdrew the item after most commissioners expressed opposition, citing the lack of research and potential cost of a rebrand. Tourism industry representatives had planned to speak against it.
  • Item 89 – Allegiant Air: Mayor Bogen raised concerns about inadequate staffing at Allegiant check-in counters, showing photos of long lines. Airport Director Mark Gale said they would work with Allegiant to improve service. No formal action taken.
  • Public Hearings (Items 68–78): Held first public hearing for the Port Everglades marine terminal lease (final approval on Sept. 10); approved several vacation petitions (Items 69–71); enacted ordinances amending the Comprehensive Plan for climate change, land use text, and a map amendment in Margate (Items 72–74); approved state-mandated changes to employee retention (Resolution 2026-322, 7–1, Furr opposed) and to domestic partnership, prevailing wage, and living wage ordinances (Ordinance 2026-30, 7–1, Furr opposed); named Courtroom 11174 the “Judge Susan F.
