Thomas Point Campground Phase 2 (Case 2543)

- Kelly Matson raised a concern about the financial capacity documentation: the applicant provided a $2.76 million loan commitment letter but only an $8,300 cost estimate for stormwater. The board requested a complete project cost breakdown and proof of funding. After discussion, the board voted to table the application to the November 5, 2025 meeting for additional documentation.
- Rob Burgess expressed confusion about the lighting waiver, but the board resolved to add a condition.
Wet Storage Shellfish Processing Building (Case 2546)
- Joe Martin (Site Lines PA) presented a sketch plan for a 4,725 sq ft three-story building on a 2.3-acre lot at Mir Point. The building is for processing and cold storage of shellfish, with future wet storage and a pier/intake system not part of this application.
- The site is constrained by a 10,890 sq ft impervious limit under RP1 zoning. The design uses pervious pavement for a 25% credit, achieving a net of 10,820 sq ft impervious.
- Laura Hatmaker asked about sea level rise, tree clearing, and treatment of outflows. The applicant noted the coastal bluff was reclassified from unstable to stable by the Maine Geological Survey, affecting setbacks.
- Rob Burgess and Kelly Matson discussed traffic, landscaping, and the need for a strong maintenance agreement for pervious pavement. Board members expressed support for the project, emphasizing screening and visibility.
- The sketch plan was approved unanimously without a public hearing.

Has Julie or Matt has this meeting been properly noticed? It has. It has. Okay. All right. With that, uh I'll introduce members of the board. I'll still start on the my far left tonight. Uh staff members. Uh Matt James, our land use planner, and Julie Erdman, our director of planning and development. And on my near left, Alison Harris. On my near right, uh, Laura Hatmaker, next to Laura. Rob Burgess Planning Board Vice Chair, and next to Rob Kelly Matson, and I'm Bill Dana. Uh we have two cases before us tonight. The Thomas Point Campground Phase 2, and case number 2546, wet storage shellfish processing uh building at down on Mir Point. Uh Matt, would you or Julie who is introducing? Sure, we have case number 2543, Thomas Point Campground Phase Two. The planning board rule review and act upon a major development review sketch and final plan application submitted by SFC Engineering Partnership Inc. on behalf of Thomas Point RV LLC for the relocation of 42 existing campsites. Electricity, private sewer, and water will be extended to each of the proposed gravel campsites. And the subject property is located on 29 Meadow Road, Map 43 Lot 3A, and within the Rural Protection 1 or RP1 zone, the shoreline protection overlay or SPO, the Rural Protection Stormwater Management Overlay or RP SMO, the Shoreland Protection Overlay, Stream Protection or SPO SP Subdistrict and the Shoreline Protection Overlay, Resource Protection or SPORP subdistrict.
