Okay, first up we have case number 2560 on Licky Healthcare Workshop.

The planning board will who hold a workshop to per excuse me to provide feedback on a major development review final plan application submitted by SMRT architects and engineers on behalf of the property owner on Liggy Manufacturing US LLC for a site plan amendment to construct an approximately 78,000 square foot addition to the existing facility.

The Socher property is located at 192 Admiral Fitch Avenue, which is on map 40, lots 294 and 294-1, and is within the Growth Mix U 7 or GM7 zoning district, uh and that was updated recently uh uh on December 31st, 2025.

Um I submitted the application and um I can give you a little bit of background about Molneca.

Um there uh they currently have a facility in Brunswick Landing.

Um they make surgical grade bandages.

Um they they have both manufacturing and warehouse facility in Brunswick Landing now.

They have a roughly 65,000 square foot building.

And um this project that we are proposing is to add 70 about 78,000 square feet to their facility for more manufacturing and expanding the warehouse.

Um what else can I tell you about it?

Um we're um for part of this project we'll be um giving them a second loading dock.

So currently they have a loading dock on the Seahawk Avenue side of the site, um, which is northwest um of their existing building, and we're gonna give them a second loading dock on the south east of the addition that will be accessed from Admiral Fitch.

Um we're gonna expand the parking.

The the lot the property has a lot of um pavement now that's unused.

It's basically paved, but it's uh not striped for parking, so we're gonna take out that old pavement and expand and uh give them a proper parking lot there.

pavement and expand and uh give them a proper parking lot there I believe they expect about 40 ish new employees is that right Nick something like that yep um across all of their shifts um let's see what else can we tell you um so we'll have um we're proposing uh stormwater features we're gonna um um we've submitted to DEP already um we haven't received any comments back from them yet but we've proposed some um stormwater treatment and storage um to meet their standards flooding standards um and some landscaping we have a um a little sort of outdoor wellness area for the employees um we're gonna improve some of the sidewalks in the area of the property um and it's it's it's a pretty utilitarian um layout it's it's it's gonna be a an industrial site so uh is there anything else I can tell you about it okay um I'll I'll open it up for board comments and questions and um Rob would you like to start us off tonight um well good evening thanks very much for all the detailed information this is obviously way more than we get in a workshop but I think it's a good opportunity for all of us to uh have an open um forum to talk about questions um I had initially curious as to exactly who the ownership is at this point because obviously there was a uh uh an extensive lease agreement that existed at the time of the original financing of the building a new market tax credit financing deal um there was a purchase and sale in the packet and um so I was just there's a lot of material but I was just if you could give me the uh the short story on uh current ownership of the facility yep so the the existing property with the existing facility on it is owned by Mira and Mulnecca um leases that property um their intention is to purchase it in the future um not in this particular like um year but sometime in the future and they are currently purchasing the lot that the bulk of our addition would go on and I believe they're closing on that this week or next week um it's coming up so they're gonna own that second parcel the sort of south southerly parcel with the bulk of the addition on it okay um and um the uh the and that how can you describe how that's being financed at this point is that uh in internally or is there it's uh it's internally yeah I think that's just to require the real estate yeah yeah I mean the construction cost uh where's how's that being handled?

That's also I believe in the internally okay um because I think the original construction budget was fifteen million uh for the existing plant so um I did have um a question about the and I think other members of the board have more expertise and I may defer to that but uh just concerned about um the the groundwater management system simply because we've received um a few comments from uh interested parties that have been talking about you know uh groundwater contamination with PFAS and the potential for um affecting or increasing the migration of those contaminated waters under Brunswick landing facility and off base and you know its potential impact on uh surrounding wells and uh and land so can you describe generally what the um what the management process is for I mean I see all the rain gardens and and stormwater runoff issues areas on the map but uh what's happening uh underground and how is that being being managed yeah um in terms of groundwater we're not proposing to infiltrate at all because of the soil conditions there um so it'll we're we're cleaning it with those with those garden areas and then putting it into the municipal system um I'll be telling where we are with the with the our materials management at this point um so we've had several meetings with um DEP with the um solids management group and water resources group and the Navy and um the contractor on the project and we're we're trying to put together as fairly comprehensive as possible um a plan for dealing with groundwater dealing with the soils we don't have any concrete well we have some ideas but we don't have concrete information to convey tonight um because we're still working on that um the contractors actually hired an environmental consultant to help put together a plan

Uh I know that this is uh just a workshop, but it's uh it's puzzling to us as we to me as I saw the material, because your application says that it's uh the uh owner is licky, and but it it's yet your application is signed by Jake Levec.

And as I go through the 569 pages worth of material, I encountered uh, among other things, a long-term lease recognition agreement, uh subordination agreements, uh and the the PNS.
