Bullhead City Planning & Zoning Commission Regular Meeting – June 6, 2024

The Bullhead City Planning and Zoning Commission met on Thursday, June 6, 2024, at 1:30 PM. Chairperson Sue Stein presided. Roll call showed four commissioners present (a bare quorum), with Vice Chairwoman Barnett, Commissioner Brandt, and Commissioner Sabrowski (or Zabrowski) absent. The meeting began with the Pledge of Allegiance and a moment recognizing the 80th anniversary of D-Day.

Public Comments & Testimony

• Eva Corbett (Bullhead City resident) spoke on three items:
  1. Expressed support for the proposed Mojave Energy Park (natural gas) in Mojave Valley, citing the need for local power generation to prevent blackouts/brownouts during summer heat waves.
  2. Voiced support for Proposition 416.
  3. Announced a cat fundraiser on July 7, 2024, at Mojave Steakhouse (2–4 PM) and the 80th Annual Republican Picnic on June 29, 2024, at Wallapine Mountain Park (10 AM–3 PM). She also promoted a fundraiser for Rich Lettman on June 10, 2024, at Mojave Steakhouse (taco bar, $10 donation).

Discussion Items

• General Plan Amendment P24-002 – Request to change the land use designation from park/open space to high-density residential for a 1.19-acre parcel at 490 Riverview Drive (west end of Rotary Park). Staff noted the parcel was previously government-owned and is now privately held. The applicant, Alex Bingocheo (co-owner of River Sippin’ food truck), intends to develop the site. The commission found the change consistent with the mixed-use neighborhood. No public comment. Motion to approve carried 4-0.
• Zoning Map Change Z24-003 – Request to rezone the same 1.19-acre parcel from C2 General Commercial to R2MF-D2 Residential Multifamily (density 2,000 sq ft per unit). Staff explained the owner plans approximately 25 townhome condominiums across four buildings. Approximately 5–10% of the parcel is in the floodway along the river. Applicant confirmed covered parking (carports, not garages). Discussion included the possibility of docks (subject to Army Corps of Engineers approval). No public comment. Motion to approve carried 4-0.
• Zoning Map Change Z24-005 & Preliminary Plat S24-001 – Request to rezone five parcels (approx. 5 acres) in Sun Ridge Estates (Sunbeam Drive) from R2MF to R1L PAD (single-family limited planned area development) and approve a preliminary plat for townhouses. Applicant Don Anderson (Anderson Nelson Inc.) explained the current zoning would allow up to 80 multifamily units; the proposal cuts density in half. The PAD allows 65% lot coverage (vs. 60% under current zoning) and smaller lots. Each unit will have a garage and driveway, with common RV/boat parking. The preliminary plat shows townhomes sharing common walls in pairs. Staff noted the final plat would go directly to City Council. No public comment. Motion to approve carried 4-0.
• Zoning Map Change Z24-006 – Request to rezone a 2.43-acre parcel at 1674 Havasupai Road from C2 General Commercial to R1L Residential Single-Family Limited. The property is the last commercial lot on Havasupai before the area becomes residential; the general plan shows low-density residential. The owner plans to build a single-family home. Staff noted a letter of concern from an adjacent commercial property owner regarding impacts (side setback change from 0 to 5 feet and requirement for a screen fence if that commercial lot is developed). Another nearby property owner expressed support. Wastewater/sewer availability will be determined during the building permit process. No public comment. Motion to approve carried 4-0.
• Conditional Use Permit Amendment U99-007, Amendment #3 – Request to extend a conditional use permit for an existing mining operation (SNS concrete) at 3000 Pass Canyon Road in an M1 Limited Industrial District. The parcel has been used for mining since 2000; previous permits were for 5 years (2004) and 15 years. No changes requested; only an additional 15 years. Staff noted this is the only concrete plant in town. No public comment. Motion to approve carried 4-0.
