Consent Calendar
- Approval of September 5, 2024 Regular Meeting Minutes: Motion by Commissioner Brown, seconded by Commissioner Genovese, to approve the minutes as presented. The motion carried unanimously (4-0).
Discussion Items
-
Preliminary Condominium Plat S24-003 – Toy Shack at Fox Creek: Planning Manager Johnny Loera presented the request to convert an existing storage facility (Parkway Boat & RV Storage) into a storage condominium subdivision, allowing individual unit sales. No changes to the use or site were proposed; an owners' association would maintain common areas. Staff confirmed compliance with all codes and fire department approval. No public comments were received. The Commission voted unanimously (4-0) to approve the preliminary plat as presented.
-
Zoning Map Change Z24-008 – 2197 Riviera Boulevard: The applicant, Debbie Wetterow-Langer (co-owner with Paul Langer) and broker Heather Ricketts, requested a rezone from C2 (General Commercial) to R2MF-D3 (Residential: Multiple-Family with a density of 3,000 sq. ft. per unit) for a 0.15-acre parcel with an existing duplex. The property was built in 1981 under county zoning that allowed multi-family, but city incorporation brought commercial zoning, making the use legal non-conforming. The rezone would allow rebuilding if the structure were damaged. The applicant noted surrounding residential zoning and the need for residential properties. No public comments were received. The Commission voted unanimously (4-0) to approve the zoning map change as written.
Key Outcomes
- Approval of Minutes: The September 5, 2024 regular meeting minutes were approved (4-0).
- Preliminary Condominium Plat Approved: The Toy Shack at Fox Creek preliminary condominium plat was approved (4-0) and will proceed to final plat and council consideration.
- Zoning Map Change Approved: The zoning change from C2 to R2MF-D3 for 2197 Riviera Boulevard was approved (4-0), with a recommendation to the City Council for final adoption.
Meeting Transcript
Folks, today is Thursday, October 3rd, and this is the City of Bullhead City's regular planning and zoning commission meeting. May we uh just a quick reminder since we have such a full crowd, silence your silence your phones, please. And call to order Miss Roll Call, please. All commissioners are present, except for Commissioner Stein and Commissioner Brown is joining us via telephone. Commissioner Brown, are you there? And then if you at all join me, and Matthew, would you lead us in the pledge, please? So last month I was I was a bad girl. I forgot to introduce and welcome Matthew to our commission. So Matthew, welcome. This month, we have Boyd Kramer with us for the first time. Welcome. And now is the time that we do the call to public. So this is if you want to discuss anything that is not on the agenda. You have three minutes. Seeing nobody, we'll close call to public. Item number one discussion and possible action to approve the September 5th, 2024 regular meeting minutes. Call for motion. Call for a motion. I motion to approve the minutes of the last meeting. All okay, second. Now we're voting via voice. We got an issue with the board right now. So all in favor? Aye. Aye. Any opposed. Okay. Item number two, public hearing. Preliminary condominium plat. Excuse me. Request for approval of a preliminary condominium plat for a project known as Toy Shack at Fox Creek, located on a parcel of land that is described as Brookfield at Fox Creek, Unit 9, Track 5184, Lot 1, Section 31, Township 20 North, Range 21 West, Bullhead City, Arizona. Madam Chair Commissioners. So this is an existing storage facility, the Parkway Boat and RV at the intersection of the parkway and uh Odobe Road, well behind the Circle K. Was built in 2018, recently sold. The company that purchased it would like to convert this into a condom storage condominium project. So it will remain storage, but they're going to create a condominium there. It'll be an airspace document basically where they can sell individual units. So the ownership will then be held by individual owners. They will create an owner's association. So everything outside the units will be owned and maintained by that owner's association. So this is the first step. If this gets approved by council, then it goes to final plat to actually create those individual parcels. Okay. Any questions for Johnny? No. There's nothing, I mean, it's completely within our guidelines and and ordinances, correct? Correct. Yeah, there's no changes. We check with the fire department. They have no concerns because the the use isn't changing.
