After these corrections, the bylaws were approved unanimously. City Attorney Garn Emery confirmed the bylaws are effective upon commission approval, as City Council had already authorized the changes.
- Transit Program Updates/Reports (Transit Manager Michael Peluso):
- Financial and Performance Reports: Staff continues submitting monthly reimbursement requests to ADOT through the E-Grants system. The March 2024 billing summary showed total costs of $197,232.31 (61.06% of $3,528,076 budget), with a federal share of $142,663.50. Performance data: 12,912 passenger trips, cost per passenger trip $15.28, cost per mile $7.97, cost per service hour $124.91. Ridership for the third quarter (July–September 2024) totaled 35,162 trips (Red Line 15,165; Orange 7,461; Blue 6,553; Green 3,644; Dial-A-Ride 1,967; Senior Van 372). Commissioner Frizelle asked about ridership increases; Peluso attributed summer peaks to extreme heat and school being out.
- Passenger Complaint Reports: No new complaints were received since the August 2024 meeting.
- Recent and Upcoming Events: Paratransit recertification letters were sent to six passengers with a deadline of November 30, 2024; service will be suspended for non-compliance. Planned service closures: Monday, November 11 (Veterans Day); Thursday, November 28 and Friday, November 29 (Thanksgiving and Family Day); Wednesday, December 25; Wednesday, January 1, 2025. Peluso corrected erroneous dates during the meeting.
- Commissioner Comments: Commissioner Frizelle inquired about more frequent cleaning at the Riverview and Miracle Mile stop due to high activity. Peluso said biweekly cleaning is standard but can be increased as needed with budget adjustments.

Okay. Bullheader Year Transit Commission uh meeting for November 4th, 2024. Call to order. Uh Madam Clerk, roll call. All commission members are present. Okay. Would you all join me in the Pledge of Allegiance? Pledge of allegiance to the flag of the United States of America. And to the Republic for which it stands. Okay. Uh no presentations for this evening. Uh so call to the public. Good evening, ladies and gentlemen. I'm my name is Harvey Pryor. I come in peace. Um lived here for quite a while. Wow, the audio is cool tonight. Um I've just got a couple of question kind of things. On the Bullhead City app that is the city has I can't find anything to give notification for bats meetings that's not listed. The agenda's not found anywhere. There's nothing put out on Facebook or any other social media given any kind of notification for this meeting. Um if that can be worked on in the future, that'd be really appreciated. Uh just out of the blue, I called to find out Friday and they told me it was today, so I got lucky. Um second thing, um I was hoping to get in an education tonight. I know we're gonna be doing the new MPO MDO organization with the city and how it's all coming together with the city, the bats and the transportation through Fort Mojave and all that. Is there gonna be a big meeting and will it be at like one of these committee meetings when all that takes place uh presidents and stuff like that? Um what's the format on that so I can be informed of the public can be informed and everything else because we haven't heard anything about it other than what the uh we hear from the city council. So nothing has been mentioned and we don't really get much in the public view of how things are going. Um but I really want to know how the meeting's gonna be going in the future and uh how the city and the Fort Mojave Indian tribe and the other communities are gonna be working with this. Um please correct me when I'm this is over on this new metropolitan planning organization. Yeah.
