The Bullhead City Planning and Zoning Commission met on Thursday, November 7, 2024, at 5:30 p.m. in the City Council Chambers. All five commissioners were present. The meeting included a public hearing on a zoning map change and approval of previous meeting minutes.

- Approved the October 3, 2024 Regular Meeting Minutes (motion by Commissioner Genovese, seconded by Commissioner Kraemer, unanimous vote).
Public Comments & Testimony
- Eva Genovese (resident) addressed the Commission during the initial call to the public, inviting attendees to support the Mojave High School production of Alice in Wonderland (performances November 7–9).
- Eva Genovese spoke during the public hearing for Z24-009, expressing support for the zoning change, stating that commercial use is "only natural" given the surrounding development.
Discussion Items
- Zoning Map Change Z24-009 – A request by applicant Trent Himle (Triple H Investments, LLC) to rezone a 1.56-acre parcel at 1577 Sherryn Drive from R1L (Residential Single-Family Limited) to C2 (General Commercial). The parcel, located behind Wendy's and south of City Square, is surrounded by commercial uses on three sides. Planning Manager Johnny Loera noted the existing R1L zoning is a hardship and the change would allow future commercial development consistent with the area. No site plan or development timeline is required; the recommendation goes to City Council. Commissioner Genovese moved to recommend approval, Commissioner Kraemer seconded. The motion passed unanimously (5-0).
Key Outcomes
- Approved the October 3, 2024 meeting minutes.
- Voted unanimously to recommend approval of Zoning Map Change Z24-009 to the Bullhead City Council.
- No other business; meeting adjourned shortly after the vote.
Meeting Transcript
Good afternoon. Today is Thursday, November 7th, 530. We are planning and zoning commission. And we'll call to order. Roll call, please. All commissioners are present. Thank you. And if you would all rise and Steven, you want to lead us in the pledge? I would like to. I pledge allegiance to the flag of the United States of America. And to the Republic for which it stands. Uh agenda. Three minutes, dear. Okay. Good evening. Eva Genevieve from Bullhead City. I just wanted to invite all of you to the uh Mojave High School, Alice in Wonderland Production by the Drama and the choir department. You know, we support Mojave High School choir and uh drama departments for the last five years. And they are having their Alice in Wonderland. It starts tonight. We're going tonight, but it's tonight, tomorrow, and Saturday afternoon at two o'clock. So we hope you guys will come out and support the high school drama in choir. Thank you. Thank you. Okay, we will close call to public. I wasn't here. Oh do I got to abstain too? No, you're oh yeah, I was on the phone, yeah. Madam Chair. Uh all commission members may approve minutes, even though they're not here as long as they review them and don't find them out of order. So you don't have to abstain. If you don't want to item number two. Item number two, public hearing zoning map change Z twenty four- zero zero nine. Request for a zoning map change from R one L Residential Single Family Limited to C two General Commercial for a one point five six acre parcel of land located at one five seven seven shireen. Is that how you pronounce it? Shireen Road and described as parcel A of the Parcel Platte recorded in book thirty-six, pages twelve dash twelve A, section twenty-three, township twenty north, range twenty-two west, full head city, Arizona. Madam Chair, Commissioners. This parcel, I think you're all familiar with. It's located behind the Wendy's, south of the city square north of Riverview Mall. And it's got the uh first responders way on the east side. So it's kind of a leftover parcel that was uh that was partitioned off when that road was dedicated, that first responders way. It maintained the R1L zoning, single family residential. I think at that location, that doesn't make much sense surrounded by those commercial uses on all three sides. So the applicant would like to rezone this to commercial in order to uh eventually have a commercial development there to match the surrounding uses because of the surrounding uses. There's no requirement for a site plan, so that you'll notice there's no actual site plan for development in the packet. So if if you recommend approval and then council approves this, the the zoning would actually take effect without having to provide a site plan or without any kind of development timeline. Any questions for Johnny? Oh question. This is gonna be from the perspective of I'm newbie here, but this is gonna be across the street from the proposed city center, correct? Kind of right across the street.
