The Bullhead City Planning and Zoning Commission met on Thursday, March 6, 2025, at 5:30 p.m. in the City Council Chambers. All commissioners were present. The Commission approved the February 6, 2025 meeting minutes, recommended approval of a zoning map change and a General Plan amendment, and postponed a conditional use permit item to April 3, 2025.
Public Comments & Testimony
- No members of the public spoke during the open call to the public.
- For Zoning Map Change Z25-001, property owner Christopher Davis and representative Ron Sandy spoke in support of the request. They described plans to build three residential rental units of approximately 700 square feet each, including one duplex and one detached unit, with a 6-foot fence along the northern boundary. They stated the project fits the surrounding multifamily neighborhood.
- For General Plan Amendment P25-001, Terra Loma resident Catherine Watkins expressed concerns about project size and density, traffic congestion, noise and light pollution, police and fire capacity, and the possibility of homes backing against her property. She stated the new plan appeared to show 77 detached homes and roughly 100 duplexes, which she estimated would add about 350 more cars to the neighborhood. She also asked whether Terra Loma would remain blocked from the new development and noted that the scanned plans were difficult to read.
- Terra Loma resident Robert Canine expressed concern about potential cut-through traffic and asked for a guarantee that the new development would not connect to Terra Loma, especially with a resort nearby.

- Zoning Map Change Z25-001: Planning Manager Johnny Loera presented the request to change approximately 0.17 acres at 1540 Turquoise Road from C1 (Commercial: Neighborhood Sales and Service) to R2MF (Residential: Multiple-Family). A commissioner noted that the parcel size appears as 0.17 acres in most documents but 0.19 acres in the engineer's letter, and asked that the official record be clarified. Staff recommended approval. The Commission voted to recommend approval; the motion carried with six votes in favor.
- General Plan Amendment P25-001: Planning Manager Johnny Loera presented the request to change the Land Use Plan designation for approximately 33.7 acres west of the Mohave Crossroads center from RC (Regional Commercial) to MHDR (Medium High Density Residential). Applicant representatives Lucas Meyer and Nicholas Blinko said the family-owned parcel presents an opportunity for a residential community with a mix of duplexes and detached homes. Staff responded that the proposed development would have no connection to Terra Loma, would be accessed only from Bullhead Parkway, would require a traffic study as part of the future zoning change, and would go through police and fire review during permitting. The Commission voted to recommend approval; the motion carried with six votes in favor. An engineering review letter in the agenda packet described the anticipated development as 77 single-family residential lots and 80 duplex lots, which differs slightly from the public commenter's estimate of roughly 100 duplexes.

And item number one, just um discussion and possible action to approve the February 6th meeting. Minutes. We have a motion to approve the minutes. I make a motion to approve agenda item number one. So item number four on the agenda, which is the conditional use permit U25001, the item in Chaparral Terrace, is being postponed at the applicant's request to the commission meeting on April 3rd. So due to the number of issues involved with the application, there will first be a workshop at 4 p.m. on this item, followed by action on the regular agenda at 5 30. Therefore, the CUP for the proposed RV storage will be heard on April 3rd in the same room. Residents and members of the public are invited to attend the workshop at 4 p.m. to express their views during the hearing. Also at 5 30 regular meeting. So no discussion or action will be taken on this item tonight. I did want to note that the packet is online for so for any residents who would like to go up to the website. It has our staff report.
