The Bullhead City Parks and Recreation Commission met on Wednesday, August 20, 2025, at 5:30 PM in the City Council Chambers. All commissioners were present except Commissioner Stro Snyder. Superintendent's Report
- Superintendent Heath provided an extensive recreation program update. Upcoming events include: National Senior Citizens' Day event (August 21) with a free pool party for seniors age 50+ and a free movie; weekly open chess play starting August 21; indoor RC racing (August 22); Golden Games training events; Fun Believable Fridays with themed activities for children; horseshoe tournament (September 12); chair volleyball training (September 15); corn hole tournament (September 17); Mojave College Big Horns soccer games; PowerPlay baseball tournament (September 6-7); and AFL Adult Softball Tournament (September 12-14). Commissioners asked about soccer game admission costs; Superintendent noted it is available on the college website.

- Ordinance to Prohibit Jumping or Diving from Rotary Park Jetty: Superintendent explained the jetty, built around 1986, is a dangerous place for jumping due to fluctuating Colorado River water levels (as low as one foot). Existing signs are not enforceable as municipal code. City Attorney Amory clarified that a violation would likely be a class 2 misdemeanor. - Speed Limit for Motorized Vehicles on City Trails: Superintendent noted that motorized scooters, skateboards, and e-bikes can reach 30-40 mph on park trails, posing risks to pedestrians, dog walkers, and horses. Suggested speed limit of 10 mph, similar to the existing 15 mph on park roads. Commissioners supported the concept, with discussion about enforcement challenges (no speedometers on some devices) and future trail widening or separation. Motion to recommend adoption of a speed limit to City Council passed 4-0.
- Addition of a Dog Beach at Rotary Park: Superintendent presented a proposal for a fenced, natural-barrier dog beach at the south end of Rotary Park (palm tree beach area). Hours proposed: 4:30 AM to 8 AM, with potential winter adjustments. Rules include leash required outside area, limit of 3 dogs per user, no dogs under 6 months, and no glass. The beach would remain open to all users during non-dog hours. Commissioners praised the natural containment and accessibility. Motion to recommend adoption to City Council passed 4-0.

Good afternoon. Today is Wednesday, August 20th, and this is our Bullhead City Parks and Recreation Commission meeting. We will call this meeting to order. May we have a roll call. All commissioners are present except for Commissioner Stro Snyder. Okay. And we'll have the Pledge of Allegiance. Pledge of Allegiance of the United States of America. One nation. All right. We will now have the open call to public. The open call to public is for the citizens wishing to address the commission on issues within the jurisdiction of the city. Your comment must be limited to three minutes or less unless you are speaking on behalf of a group of citizens present. And then the time is five minutes. At the conclusion of the open call to public, individual members of the commission may respond to criticism made by those who have addressed the commission, may ask staff to review a matter or may ask that a matter be placed on future agenda. Members are restricted by law to not discuss or take action on matters not already on the agenda. Having seen no one for the open call to public, we will close that. All right. Mr. Superintendent, would you like to give us your recreation program update? Yes, thank you, Madam Chairperson, and uh welcome to all the uh commissioners tonight. Bullhead City Recreation Division is currently running the following ongoing programs. We have recently added inclusive walking for people of all abilities Monday through Friday from 10 30 a.m. to 11 30 a.m. at the optimum community center. And it's a great way for people to get out of the heat and get some exercise. Uh Thursday, August 21st, we will be hosting our National Senior Citizens' Day event in conjunction with the Senior Enrichment Center. That's tomorrow. It's sponsored by Pizza Hut. There will be a free pool party for seniors from 9 a.m. to 11 a.m. with three free snow cones for anybody age 50 and up. And we will have a free movie at 2 p.m. at the Optimum Community Center. We'll be watching 80 for Brady, and we'll have free popcorn and pizza from Pizza Hut. Also starting tomorrow at 6 p.m., we will have our weekly open chess play at the Optimum Community Center. It's free of charge for all ages. We have two rooms for it. In room 603, we're going to have the experienced players in room 602. We're going to have the beginners, and this is going to be happening every Thursday night from now on. And it's sponsored as all our fun Fridays are by MEC. Foods and Jerry Thompson Farmers Insurance. Also, Friday, August 22nd is our next night for indoor RC racing in room 603 at the Optimum Community Center. The checkered flag drops at 5 p.m. And it's for all one RC and Mini Z class cars. We have our next Golden Games training event, August 29th at 3 p.m. at Invictus Fitness Center, Bullhead Health Club. The event is free of charge and will be led by our coordinator, Mike Meadows. Fun Believable Friday will continue August 29th at 1030 a.m. at the Optimum Community Center with first down Fun Friday.
