  • Staff presented the request for a two-year extension of the conceptual plan approval for the Emerald Bay project, a master-planned golf course community with residential, commercial, and resort components on approximately 300 acres southwest of Bullhead Parkway and west of Highway 95. The applicant's representative, Mr. Gaylor Cope, explained that delays stemmed from extended negotiations with the Colorado River Union High School District over a state land indemnity clause, which required the developer to donate a portion of state land to the school district. After 18 months of talks, a final agreement was reached but the third state land auction failed. A fourth auction is expected in late summer 2026, and the indemnity clause is being revised to facilitate the process. Commissioners noted that water and traffic issues are addressed in the plan, including the use of reclaimed wastewater for the golf course. The commission voted unanimously to approve the amendment.

3. Abandonment A26-001 – 1496 Arena Court

  • Staff requested approval to abandon 16-foot public utility and drainage easements along the eastern boundary of a residential lot at 1496 Arena Court. No objections were received from utility companies or the city engineer, as the easements are not currently used for drainage. A commissioner commented that the $835 fee for the abandonment process seemed high, but staff explained it covers review, council approval, and recording costs. The commission voted unanimously to approve the abandonment.
